Currently, the People's Committees of districts, cities, towns and communes, wards and townships are in the process of conducting a general review of poor and near-poor households.according to the multidimensional poverty standard to implement the policy for the period 2022-2025 (stipulated in Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government). In 2022, Nghe An aims to reduce the poverty rate according to the multidimensional poverty standard by 1-1.5%, of which the mountainous area is from 2-3%.
According to Mr. Vi Ngoc Quynh,in 2021,Poverty reduction work continues to receive the attention of leadership and direction from Party committees, authorities, the Fatherland Front, departments, branches, socio-political organizations from the province to the grassroots level; the participation of the business community, especially has created a spreading effect, consensus and positive response from all classes of people.
However, in 2021, the National Target Program on Poverty Reduction for the 2016-2020 period will expire and no new supplement has been issued; especially, up to now, the Government has not issued the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, so it has not been implemented.

Some policies are still in effect and continue to be implemented by the province such as preferential credit investment from the Social Policy Bank; Buying and issuing health insurance cards for the poor and near-poor; Supporting electricity bills for poor households; Supporting vocational training and job creation; Supporting medical examination and treatment costs, etc.
In addition, in 2021, the Provincial People's Committee allocated a budget of more than VND 10,234 billion to support 1,774 meritorious people and relatives of meritorious people from poor households in the province according to Resolution No. 32 of the Provincial People's Council.
In 2021, through the program "Tet for the poor - Tan Suu 2021", agencies, units, collectives, individuals, philanthropists and all walks of life mobilized 97.28 billion VND. Up to now, the amount of money and gifts allocated to localities to support the poor to celebrate Tet is 85.63 billion VND. The remaining amount to continue supporting livelihoods and building Great Solidarity houses for poor households is 11.65 billion VND.
About the Fund for the Poor,As of October 2021, 22.83 billion VND has been mobilized at 3 levels, the accumulated Fund for the Poor at 3 levels is 46.11 billion VND. The total allocation and use of the Fund for the Poor is 29.99 billion VND.
Of which, emergency support was provided to 1,766 poor patients in especially difficult circumstances who had to undergo long-term treatment in the context of the complicated developments of the Covid-19 epidemic with a total cost of 3.29 billion VND; support of 3 billion VND to buy 1,500 online learning devices for poor students and students in difficult circumstances...
Overall, the province's poverty reduction results are very positive but not very sustainable; the poverty rate in poor districts and communes in mountainous areas has decreased rapidly, but in some poor districts and communes with special difficulties, the poverty rate is still high. One of the subjective reasons is that a part of the poor still have the mindset of not wanting to escape poverty.

Comrade Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee concluded the content on poverty reduction work. Photo: Pham Bang |
Concluding this content, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh assessed that in 2021, all levels, sectors and organizations have implemented many solutions well, so the poverty rate has reduced and met the target. However, in the coming time, in poverty reduction work, it is necessary to review, evaluate and forecast the target of workers who have just returned from the epidemic area because these people are in very difficult circumstances. On that basis, there will be appropriate solutions and support plans to ensure social security./.
