The Prime Minister noted that state capital plays a leading role in activating other capital sources, effectively serving the country's socio-economic recovery and development process.

On the afternoon of November 13, Prime Minister Pham Minh Chinh chaired the Government's special meeting in November to discuss the draft Overall Strategy Project on Covid-19 Prevention and Control; the draft Socio-Economic Recovery and Development Program Project and a number of other important issues.

Prime Minister Pham Minh Chinhhighly appreciate and basically agree with the dedicated and responsible contributions and proposals of the Government members and request the presiding agencies to absorb the opinions, continue to edit and promptly complete them to soon submit to competent authorities for consideration and approval of projects, programs and plans.

In particular, the Prime Minister noted that the overall strategy on Covid-19 prevention and control and the socio-economic recovery and development program must be closely connected and linked.

Research and establish a fund for epidemic prevention and control

Regarding the draft Overall Strategy Project on Covid-19 Prevention and Control, the Prime Minister requested that it is necessary to closely follow the viewpoint of reaching out to the entire population, taking people as the center and subject, and taking the grassroots level as the foundation in epidemic prevention and control.

The project's content also needs to pay attention to and clarify a number of major issues. Specifically, it is necessary to overcome the limitations and shortcomings in recent epidemic prevention; focus on perfecting epidemic prevention measures, focusing on improving treatment capacity; train human resources, especially medical human resources; research and establish a fund for epidemic prevention and control.

Along with that, the project must pay attention to promoting technology transfer, domestic production of vaccines and treatment drugs; speeding up vaccine coverage; strengthening public-private cooperation, effectively mobilizing private health resources... At the same time, prioritizing the allocation of resources and necessary conditions to consolidate and improve the capacity of the health system, especially primary health care and preventive medicine.

The Prime Minister stated that practice has shown the correct direction and necessity of Resolution 128 of the Government, which temporarily regulates safe and flexible adaptation, effective control of the epidemic, and creates positive changes in reality.

According to the head of the Government, although a comprehensive summary has not yet been conducted, a formula and theory for fighting the epidemic has gradually been formed, consisting of three pillars. These are: the fastest, narrowest, and strictest isolation; implementing timely and effective medical and social security measures to lift the isolation as quickly as possible; rapid, scientific, safe, effective, economical testing, faster than the spread of the epidemic; active treatment early, remotely, right at the grassroots level so that patients do not become seriously ill, reducing deaths.

The motto for epidemic prevention is: 5K + vaccines, specific drugs + Treatment measures + Technology + raising people's awareness + other measures...

The Prime Minister requested that the project needs to evaluate, point out the causes, especially subjective causes and lessons learned in the work of preventing and fighting the epidemic over the past two years, and forecast the Covid-19 epidemic situation in the world, the region and in the country to build appropriate epidemic prevention and control scenarios and plans, in which it is necessary to calculate very specifically about resources, clearly stating the specific tasks that the subjects must implement in each scenario.

Regarding the draft Project on Socio-Economic Recovery and Development Program, the Prime Minister stated that the goal is to promote economic recovery and growth, creating new momentum for socio-economic development, but must ensure a stable macroeconomic foundation, control inflation and ensure major balances of the economy.

The program not only solves immediate problems but also takes into account long-term issues, closely and effectively linking with the promotion of strategic breakthroughs in the spirit of the 13th Party Congress Resolution, the infrastructure development program, and the resolution of a number of long-standing issues...

The Head of Government noted careful calculation and effective use of resources, promoting economic restructuring, renewing the growth model, improving productivity, quality, competitiveness and autonomy of the economy in association with the socio-economic development plan for 2022 and the following years.

At the same time, closely combine with the effective implementation of national target programs, constantly improve people's lives, strengthen the social security system based on three main pillars: prevention; minimizing and overcoming risks; solving social and environmental problems.

Regarding the infrastructure system, the Prime Minister suggested that the project pay special attention to developing transport infrastructure, digital infrastructure, medical infrastructure, cultural, social, educational infrastructure, and climate change response infrastructure...

The Prime Minister also emphasized that the project needs to analyze and clarify resources for the socio-economic recovery and development program. Accordingly, it is necessary to use fiscal policy and monetary policy in a synchronous, flexible, effective, closely coordinated, and scientifically and artistically managed manner with appropriate scale, scope, level, roadmap and timing, in conjunction with increased mobilization of social resources.
