(Baonghean.vn) - Recently, voters of Con Cuong, Tuong Duong, and Que Phong districts proposed that there should be a reasonable mechanism for regulating tax revenue and environmental resource fees from hydropower companies for districts and communes where hydropower projects are located.

In recent years, due to the impact of heavy rains, hydroelectric plants in the area have discharged floodwaters into the districts of Tuong Duong, Con Cuong, Que Phong... sometimes causing severe flooding, affecting infrastructure and people's lives. At many meetings with voters, many opinions suggested that the province should have a mechanism to reasonably regulate revenue from taxes and resource fees for localities with hydroelectric plants to overcome the consequences of floods.

On this matter, the representativeDepartment of Financesaid: Every year, the revenues of hydropower plants include: value added tax, corporate income tax, etc., which are all regular expenditure balance revenues according to the provisions of the State Budget Law (excluding taxes and environmental resource fees).

Meanwhile, Nghe An only ensures about 50% of the balanced expenditure in the area, the rest must receive subsidies from the central budget. Accordingly, the rate of budget revenue regulation of hydropower plants located in the area for the local budget will be adjusted (correspondingly, the rate of regulation for district and commune budgets will increase compared to the present), the provincial budget will reduce the balanced subsidy for district and commune budgets. Accordingly, the total balanced expenditure of district and commune budgets will not change.

In addition, to support localities with hydropower plants located in the area, the Department of Finance has advised the Provincial People's Committee to submit to the People's Council an adjustment to increase the expenditure norms for economic and environmental protection. At the same time, it has added specific criteria to support localities to overcome damage caused by direct flood discharge from hydropower plants (in which Con Cuong district: 2 billion VND/unit/year; Tuong Duong district: 5 billion VND/unit/year; Que Phong district: 3 billion VND/unit/year).
