Nghe An promptly implements Resolution 116/NQ-CP of the Government

Faced with difficulties caused by the Covid-19 pandemic, on September 24, 2021, the Government issued Resolution 116/NQ-CP on support policies for employees and employers affected by the Covid-19 pandemic from the Unemployment Insurance Fund (UIF).

Mr. Hoang Van Minh:After more than a month of drastic implementation, the implementation of the support package from the Government's Unemployment Insurance Fund in the province is nearing the finish line. Specifically:
As of November 18, 2021, the provincial Social Insurance has reduced the unemployment insurance contribution rate for 6,854 units, equivalent to 155,309 employees, with the amount of reduced unemployment insurance contribution rate being about 82 billion VND.
The provincial Social Insurance has paid over 380 billion VND to more than 172,000 workers, reaching nearly 91% of the number of workers eligible for support.

PV:With nearly 91% of workers eligible for support being resolved, it can be said thatResolution 116/NQ-CP has been implemented in accordance with the direction of the Prime Minister. So, what specific solutions has Nghe An Social Insurance implemented, sir?
Mr. Hoang Van Minh:Immediately after receiving Resolution 116 of the Government, based on the direction of Vietnam Social Security, Nghe An Provincial People's Committee, Nghe An Provincial Social Security implemented with the requirement of "As quickly and as soon as possible so that the policy reaches the workers".
The provincial Social Insurance sector has reported and advised the Provincial People's Committee to direct all levels and sectors to closely coordinate and create conditions for the Social Insurance agency to promptly resolve policies; Promote and use the existing IT application platform of the sector in accurately identifying beneficiaries and enterprises associated with resolving support policies; Focus on and promote information and propaganda work in many forms so that a large number of employees and employers fully and specifically grasp the policies, forms, procedures and payment processes of support money; Early issued documents to notify, guide and provide a list of employees participating in unemployment insurance at September 30, 2021 to businesses as a basis for requesting support; Proactively coordinate and request banks to promptly issue ATM accounts to employees; Mobilize and direct officials from the province to the district to work all day off every week to process records, promptly resolve support policies for workers, absolutely do not create additional records and strictly prohibit slow processing of records.

PV:Through research, we learned that businesses and workers are happy and excited to receive support from Resolution 116 in a timely, accurate manner, with quick procedures. However, in the province, there are still about 9% of workers who have not received support. In your opinion, which group of workers is this concentrated in? What solutions will the Social Insurance sector have so that support policies will soon reach this group of workers?
Mr. Hoang Van Minh:Can be affirmedResolution 116/ND-CP of the Government was issued very timely at a time when many workers and employers are struggling because of the Covid-19 pandemic..The entire social insurance industry has taken the joy of workers as a driving force to wholeheartedly and wholeheartedly bring policies to businesses and workers.
Through review, there is still a proportion of workers in the province who have not received support, mainly workers who have stopped participating in unemployment insurance due to termination of labor contracts and work contracts in the period from January 1, 2020 to September 30, 2021.
To accelerate and soon complete the implementation of support policies according to Resolution 116, the provincial Social Insurance has been synchronously implementing solutions, focusing on solutions on information and communication. Specifically:
The provincial Social Insurance continues to request employers to coordinate in disseminating information so that employees who are eligible for the policy know how to contact the nearest Social Insurance agency to receive the policy. Focus on promoting communication on mass media, especially on the grassroots loudspeaker system, announcing in residential areas about policies, procedures, deadlines, and methods of submitting documents. The Social Insurance continues to promote the IT application platform to review and use existing data information, directly contact employees who have not yet received the support policy to promptly declare information to request support as soon as possible.

PV:Recently, some people have taken advantage of the implementation of Resolution 116 to use fraudulent tricks to steal money from workers' personal accounts. Could you elaborate on this issue and what recommendations do you have for workers?
Mr. Hoang Van Minh:Due to the timely support policy, fast processing time, and knowing the expectation of workers, some subjects used their phones to send SMS messages to people about support information; sent messages via social network Zalo. Accordingly, when people lose their vigilance and log in to the above fraudulent links, the transaction interface will be displayed similar to the electronic transaction page of the banks that people are using. Then these interfaces will ask for passwords and OTP codes of bank accounts to appropriate money in people's accounts.

In addition, phone numbers starting with +4841900... have also begun to appear, calling directly to ask people to follow instructions to receive support money from the Social Insurance Fund. This trick often plays on the listener's psychology, instructing them to declare their assets, and appropriating money in their bank accounts.
Nghe An Social Insurance affirmed that the above messages and calls are from scammers, workers need to be vigilant, calmly verify, identify, and avoid being taken advantage of by calls from strange phone numbers or international phone numbers claiming to be Social Insurance agencies.

Nghe An Provincial Social Insurance clearly informs employees that, according to the provisions of Resolution No. 116/NQ-CP and the deadline for receiving requests for support from employees from the Unemployment Insurance Fund according to Decision No. 28/2021/QD-TTg is until December 20, 2021. Employees can submit their applications in the following forms: Online (via the national public service portal, the public service portal of the Vietnam Social Insurance sector, via the VssID application - Social Insurance number); via the Postal service and submit directly at the One-Stop Department of the Social Insurance Agency.
Therefore, workers should absolutely not perform any requests, especially not click on any links, otherwise there is a possibility of personal information being revealed and their accounts being hacked and money being stolen.
