Promoting people's supervision in Party building and rectification

With many good and creative ways, suitable to practical requirements, after 5 years of implementing Resolution 4 of the 12th Central CommitteeabouttStrengthening Party building and rectification; preventing and repelling ideological, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party."The Party building work of the Nghe An Provincial Party Committee has achieved many important results; the leadership capacity, fighting strength of Party organizations, the responsibility of Party committees at all levels, cadres and Party members have been enhanced; solidarity and unity within the Party Committee have continued to be consolidated and enhanced; the combined strength of the entire political system and the strength of the people have been gradually mobilized to participate in Party building and socio-economic development. In addition to the achieved results, the Party building and rectification work of the Nghe An Provincial Party Committee still has certain difficulties and limitations, which need to continue to have solutions to promptly overcome.

On October 25, 2021, the 13th Party Central Committee issued Conclusion 21-KL/TWOn promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded political ideology, ethics, and lifestyle and show signs of "self-evolution" and "self-transformation"(abbreviated as Conclusion 21-KL/TW).

To effectively implement Conclusion 21-KL/TW at Nghe An Party Committee, from the lessons learned in the process of implementing Resolution 4 of the 12th Central Committee, it is recommended that Party committees at all levels consider implementing the following tasks and solutions:

- The first,lead, direct, organize and seriously implementConclusion No. 21-KL/TW reaches to the Party cell, cadres and Party members. Proactively develop a specific implementation plan close to the functions, tasks and practical situation of the agency, unit and locality, in which choose new models, creative ways of doing things, urgent tasks to focus on leading and directing, especially the things that need to be done immediately to overcome the shortcomings and limitations pointed out after reviewing and evaluating the 5-year implementation of Resolution 4 of the 12th Central Committee and after reviewing and evaluating the Party organization, cadres and Party members annually.

-Monday, review the system of documents, integrate the content of Conclusion No. 21-KL/TW into relevant documents to ensure connectivity and consistency between documents with the same content, and at the same time ensure that Conclusion 21-KL/TW is implemented regularly and synchronously in all areas of Party building and political system building tasks.

-Tuesday, strengthen political, ideological, ethical and lifestyle education for cadres and party members.Implementing Conclusion No. 21-KL/TW in conjunction with Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and Regulation No. 2993-QD/TU dated July 8, 2019 of the Provincial Party Standing Committee on the exemplary responsibility of cadres and party members, first of all, comrades of the Standing Committee, members of the Provincial Party Executive Committee, and key leaders at all levels of Nghe An province.

- Wednesday,Focus on building a team of cadres at all levels, especially leaders; associated with innovation and reorganization of the political system at all levels to be streamlined, operate effectively and efficiently..Continue to seriously implement the Central's documents on personnel work to ensure that personnel work continues to be carried out seriously, democratically, objectively, and transparently; recruited, received, arranged, and appointed personnel must ensure the framework of standards for job titles and positions. In particular, it is necessary to pay attention to directing and effectively implementing Resolution No. 26-NQ/TW of the 12th Central Executive Committee on building a contingent of cadres at all levels, especially at the strategic level, with leaders with sufficient qualities, capacity, and prestige to match the new tasks, Regulation No. 205-QD/TW, dated September 23, 2019 of the Politburo on controlling power in personnel work and combating the abuse of power and positions, Conclusion No. 14-KL/TW, dated September 22, 2021 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good, Regulation No. 09-QD/TU, dated September 20, 2021 of the Provincial Party Standing Committee on cadre rotation,...

- Thursday, strengthen inspection, supervision and party discipline work. Include the content of Conclusion No. 21-KL/TW in the annual inspection and supervision program of Party committees at all levels. Focus on inspecting and supervising leaders in leading, directing and organizing the implementation of Conclusion No. 21-KL/TW.

- Friday,promote the people's supervisory role.Continue to implement the regulations and rules of the Politburo such as: Regulations on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations (issued under Decision No. 217-QD/TW dated December 12, 2013), Regulations on the participation of the Vietnam Fatherland Front, socio-political organizations and people in giving opinions on Party building and government building (issued under Decision No. 218-QD/TW dated December 12, 2013); Regulation No. 11-QDi/TW, dated February 18, 2019 on the responsibility of the head of the Party Committee in receiving people, having direct dialogue with people and handling people's reflections and recommendations and Plan No. 184-KH/TU, dated April 1, 2019 of the Provincial Party Standing Committee on implementing Regulation No. 11-QDi/TW, dated February 18, 2019 of the Politburo... Accordingly, the Standing Committee of the Party Committee at all levels periodically receives people every month; Secretaries, Deputy Secretaries, members of the Standing Committee and Party Committee members attend meetings with residential area Party cells; Party members working in communes, wards and towns hold Party activities at residential area Party cells. Assign cadres and Party members to be in charge of households where they reside in appropriate forms to closely connect with the people; Communicate the Party's guidelines and policies, the State's laws and policies to the people and listen to their thoughts and aspirations; grasp the grassroots situation; at the same time, thereby allowing the people to supervise cadres and Party members, especially in terms of ethics and lifestyle.

Research and expand the forms of collecting opinions to assess people's satisfaction with each group of leaders and managers in the political system in an appropriate manner; the mechanism for receiving and handling people's opinions, recommendations, complaints and denunciations, especially those of prestigious people in the community, sent to Party committees, Party organizations, local leaders, agencies, units and through the mass media in appropriate and effective forms.

By implementing the above tasks and solutions well, we are confident that the Party building and political system building work in Nghe An province will continue to achieve many important results, contributing to promoting socio-economic development, towards successfully achieving the goal: By 2025, Nghe An will become a fairly developed province in the region, and by 2030, it will become a fairly developed province in the country./.
