Leaders of Nghe An departments and branches clarify the reason for the delay in supplying cement for new rural construction.

(Baonghean.vn) - This morning (December 8), at the discussion session at the hall of the 4th session of the 18th Provincial People's Council, leaders of Nghe An's departments and branches explained the reasons for the slow cement supply.

Previously, at the afternoon discussion session (December 7), the opinions of the Provincial People's Council delegates reflected the slow supply of cement to localities implementing the new rural construction program. The Provincial People's Council Standing Committee requested relevant departments and branches to explain and clarify.

Regarding this content, Mr. Nguyen Van De - Director of the Department of Agriculture and Rural Development said that before 2020, cement was provided in the form of a tender, but this year it had to be organized by bidding. Currently, the bidding procedure has been completed. Due to the implementation of the cement bidding procedure, the cement supply is slower than in previous years. After the bidding is completed, it will be granted to districts and communes to implement the national target program on new rural construction.

To clarify the slow supply of cement for new rural construction, Mr. Nguyen Thanh Tung - Deputy Director of the Department of Finance explained further: 2021 is the first year of implementing Resolution No. 24/2020/NQ-HDND dated December 13, 2020 of the People's Council of Nghe An province on a number of support policies in building new rural areas in Nghe An province in the period of 2021-2025. Accordingly, the whole province has 43 communes of 14 districts, 50 villages and hamlets receiving support policies for cement for new rural construction with a total quantity of 82,650 tons of cement.

According to Mr. Tung, the reason for the slow supply is due to the bidding process. Specifically: due to the registration needs of districts, communes, villages, and hamlets until June 2021, the Provincial People's Committee assigned the Department of Finance to coordinate with the sectors to carry out bidding procedures. This is the first year of the year that the survey work, determining the route to establish the transportation unit price takes a lot of time (the survey work alone takes about 5 months to establish the unit price).

On the other hand, there are quite a lot of cement suppliers this time, with a large scope located in mountainous areas. In the context of the impact of the Covid-19 epidemic, choosing a consulting contractor to implement the project is facing many difficulties.

"Up to now, the Department of Finance has completed the bidding and is expected to supply cement to the units that benefit from the new rural cement support policy this December. The Department of Finance and the Department of Agriculture and Rural Development will report to the Provincial People's Committee and the Provincial People's Council to allow the extension of the cement supply period to 2022 to provide cement to the beneficiary localities." - Deputy Director of the Department of Finance Nguyen Thanh Tung said.
