On the afternoon of December 8, the working program of the 4th Session of the Nghe An Provincial People's Council continued with the question-and-answer session of the Director of the Department of Natural Resources and Environment and the Director of the Department of Labor, War Invalids and Social Affairs. There were 10 opinions of the Provincial People's Council delegates questioning the Director of the Department of Natural Resources and Environment; 7 opinions questioning the Director of the Department of Labor, War Invalids and Social Affairs. In addition, at the working session, delegates also asked questions to the leaders of the Provincial Tax Department, the Provincial Police and the Department of Health.

Concluding the working session, Comrade Thai Thanh Quy - Member of the Party Central Committee, Head of the Provincial National Assembly Delegation, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that through the questioning, the Provincial People's Council chose the issues very accurately, very current, and interested by delegates and voters. That was reflected in 10 questions on the issue of mineral management and exploitation and 7 questions related to the implementation of policies to support workers, employers, and job creation for workers in the context of the Covid-19 pandemic.

But more importantly, through questioning, we identify the broader issue; many results we have achieved, besides that there are still many shortcomings, limitations, in state management work in these two areas" - Chairman of the Provincial People's Council Thai Thanh Quy emphasized.

Provincial Party Secretary Thai Thanh Quy said that, formineral exploitation and managementThere are still many shortcomings, limitations and problems. That is, the quality of exploration of permitted mineral reserves is still weak; the management of boundaries, management of exploited reserves, the problem of illegal exploitation, tax loss, environmental impact, impact on infrastructure, disturbance and impact on people living around the mining area are still issues that need attention. That requires the province to take more drastic action, take stronger actions. He emphasized: "We request the Provincial People's Committee, relevant sectors and levels to well implement the direction of the Provincial Party Committee, resolutely, resolutely, not tolerating and covering up acts of illegal mineral exploitation, not in accordance with regulations, not in accordance with granted licenses, damaging infrastructure, not ensuring environmental regulations".
Nghe An is proud to be a land of talented people. Together with the voters, we have the responsibility to protect this land. Exploitation of mineral resources must be reasonable, ensuring development but must be sustainable to leave for future generations.
ACTIVELY CREATE JOBS FOR WORKERS
About the problemimplement policies for workers, employers facing difficulties due to the impact of the Covid-19 pandemic as well as job creation in the context of the epidemic, Provincial Party Secretary Thai Thanh Quy said that the province has been very proactive, but the reality shows that Nghe An is a very populous province. The province has up to 1.9 million working-age workers; in the recent period, many workers from other provinces returned to their hometowns to avoid the epidemic.

In the context of limited provincial budget resources, it is certain that it is impossible to resolve all the wishes of voters and people at the same time. The head of the Provincial Party Committee and the Provincial People's Council requested that the Provincial People's Committee, departments, branches and relevant levels pay attention to implementing this issue well. At least, the province must ensure that it implements the regulations of the Central Government. In addition, it is necessary to conduct research to specify the target groups to suit the characteristics of Nghe An province. And in the context of limited resources, Nghe An needs to consider increasing socialization to support workers and people. The provincial leaders also look forward to the sharing of people, voters and workers about the management and leadership of all levels on this issue.

In addition, comrade Thai Thanh Quy emphasized that once there is a policy, it is necessary to ensure that the procedures are quick, concise, and feasible. This is very important, not to let people, voters, and workers have to go back and forth many times, wasting effort. Therefore, it requires the responsibility of authorities at all levels, the heart of those implementing the policy; when guiding the people, it must be clear; when doing it, it is necessary to grasp the policy, and give accurate instructions once so that workers and voters can enjoy the policy in a timely manner.
In addition to acknowledging the employment solutions presented by the Director of the Department of Labor, Invalids and Social Affairs of the province at the question and answer session, the Provincial Party Secretary said that the province's agricultural sector still has room for growth. Of the nearly 100,000 workers returning to their localities from other provinces after the Covid-19 outbreak, there are about 76,000 workers of working age, plus the number of local workers in the localities, which will be a fairly abundant resource.
Therefore, the Chairman of the Provincial People's Council emphasized that when there is still room in the agricultural sector, efforts must be made to support the economy. The Chairman of the Provincial People's Council said that the growth rate in Nghe An's agricultural sector reached 5.59% according to the General Statistics Office. Therefore, in the context of returning workers, localities must focus on promoting room and creating more jobs in this sector.

Regarding the issue of job creation in the industrial sector, agreeing with the opinion of the Director of the Provincial Department of Labor, War Invalids and Social Affairs that the combination of "3 houses": the State, businesses and schools (training), the Provincial Party Secretary requested that training must be done to solve employment and ensure labor supply and demand.
The Provincial Party Secretary and Chairman of the Provincial People's Council concluded: Along with the direction for implementation after questioning on the two related contents, the Provincial People's Committee and departments and branches need to direct and resolve voters' opinions that have been compiled at voter meetings before the session; voters' opinions and reflections via the hotline during the session and after the session at voter meetings with the motto: Clear address, clear sector, clear person responsible for resolution, clear progress time; then report to the Standing Committee of the Provincial People's Council to report at the session held in mid-2022.
