Fighting against wrongdoings and negativity in the Party - belief crystallized from action

Together with the entire Party and people, striving to overcome difficulties caused by the negative impact of the Covid-19 pandemic, the Party Inspection sector continues to uphold determination and take strong actions on the front of fighting against violations and negativity within the Party.

In 2021, thoroughly grasping and implementing the Resolution of the 13th National Congress; Party documents on inspection, supervision, party discipline and the General Secretary's direction on preventing and combating degradation, "self-evolution", "self-transformation", corruption and negativity, right from the first year of the term, the Party Inspection sector has shown steady progress, clear results, continuing to promote the role of "sword", contributing to maintaining strict discipline and order, enhancing the prestige of the Party.

Determination goes hand in hand with action

With a resolute spirit, without stopping, without resting, without slacking off, affirming responsibility and determination in the work of Party building and rectification, right at the beginning of the new term, Party committees and inspection committees at all levels have urgently completed the apparatus and comprehensively carried out tasks according to the Party Charter. In particular, the effective handling of many Party organizations and Party members who violated the law has contributed significantly to promoting the effectiveness of the fight against corruption, waste and negativity.

At nine sessions since the 13th National Party Congress, the Central Inspection Commission has reviewed, decided to discipline and proposed to discipline party organizations and party members at: the Standing Committee of the Party Committee of the Border Guard of Tra Vinh province for the 2015-2020 and 2020-2025 terms; the Party Committee of the Ministry of Health for the 2016-2021 term; the Standing Committee of the Party Committee of the Vietnam Coast Guard for the 2015-2020 term; the Party Committee of the People's Court of Quang Ninh province for the 2015-2020 and 2020-2025 terms; a number of party organizations and party members related to 3 cases that occurred in Hanoi and 4 cases that occurred in Ho Chi Minh City; The Standing Committee of the Binh Duong Provincial Party Committee for the 2015-2020 term, the Party Committee of the Binh Duong Provincial People's Committee for the 2016-2021 term... The violations were concluded to have caused serious to very serious consequences, loss and waste of State money and assets, greatly affecting the Party's policies, State policies and laws, causing outrage in society, damaging the reputation of Party organizations, units and sectors. Some of the cadres and Party members involved in the disciplinary action were members of the Party Central Committee, former members of the Party Central Committee, generals, heads of agencies and units, with forms ranging from warning to expulsion from the Party.

According to the Central Inspection Commission, the inspection and supervision work has completed a large volume of work, increasing in all aspects compared to the same period, with improved quality and efficiency. Notably, the inspection commissions at all levels have participated in and effectively served the 13th National Party Congress, the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; advised the Central Executive Committee, the Politburo and Party committees at all levels to issue many important documents, develop and organize the implementation of the 2021 Inspection Program of the Politburo, the Secretariat and Party committees at all levels. The inspection commissions at all levels have comprehensively performed their tasks, focusing on checking for signs of violations, focusing on violations of political qualities, lifestyle ethics, violations of the principles, regulations, and provisions of the Party and laws of the State. The Central Inspection Commission advised the Politburo and the Secretariat to establish 10 inspection teams headed by Politburo members and Party Central Committee Secretaries to inspect 20 party organizations in their leadership, direction, research, study, dissemination and implementation of the Resolution of the 13th Party Congress, Resolution of the 4th Central Committee, 12th tenure on Party building and rectification, and Regulations on exemplary responsibility; established 59 inspection and supervision teams, of which 18 inspection teams were established when there were signs of violations. Through inspection, disciplinary action was taken against 12 party organizations and 74 party members, 11 of whom were cadres under the Central Committee's management.

Last year, the task of supervising party organizations continued to be considered important, associated with the responsibility of the leader. The supervision focused on the leadership, direction of building and organizing the implementation of institutions and policies in the fields of finance, construction investment, medical equipment procurement, energy development planning, border gate and border opening management, etc. In the first 9 months of the year, Party committees at all levels supervised 18,498 party organizations and nearly 62,000 party members; inspection committees at all levels supervised nearly 12,500 party organizations and 17,500 party members. Through supervision, 108 party organizations and 37 party members were transferred for inspection when there were signs of violations. One of the lessons that is always emphasized is that we must pay special attention to regular supervision, thematic supervision, timely reminding and correcting violations from the beginning, not letting them become major violations and corruption like some violations in the past. Many new and difficult areas need to continue to be studied in depth and comprehensively; many current mechanisms, policies and laws need to be supplemented, amended and perfected.

In addition to the achievements and results that have been recorded, the reality of the fight against degradation, corruption and negativity has also pointed out a worrying reality, which is the risk of increasing in quantity, complexity and seriousness in the level and nature of violations. Negative phenomena, corruption, abuse of power, abuse of power, violation of party organization principles, violations of ethics and lifestyle are still unpredictable; the capacity of Party committees and Party committee inspection committees in some places is still limited.

Building and perfecting institutions, creating breakthroughs

Strongly innovating and improving the effectiveness and efficiency of inspection, supervision and party discipline work continues to be one of the key tasks in Party building this term. In particular, focusing on building and perfecting regulations, rules and procedures to tighten discipline and order, improve the effectiveness and efficiency of inspection, supervision and party discipline work, and create breakthroughs in preventing and combating violations and negativity. Recently, the Central Inspection Commission has advised the Central Committee and the Politburo to issue Regulation No. 22-QD/TW on inspection, supervision and party discipline work; Regulation No. 37-QD/TW on things that party members are not allowed to do; Decision No. 35-QD/TW on the process of handling party disciplinary complaints of the Central Executive Committee, the Politburo and the Secretariat, replacing the previously implemented regulations and processes. The new regulations and procedures inherit the relevant contents, supplement some important principles, contents and issues arising in the past term. The amendments and supplements aim to further promote the Party's inspection and supervision functions, demonstrate theoretical development, and at the same time meet practical requirements.

With the current regulations of the Party, the inspection and supervision work has more basis to be proactive, take the lead, and serve as a premise for administrative and criminal disciplinary actions. There are violations by Party members that are not yet subject to administrative or criminal sanctions, but can still be considered and handled according to the Party's regulations because such violations are stipulated in the Regulations on what Party members are not allowed to do and regulations on exemplary responsibility. This is a "guide" and a new way for Party committees to have a basis to direct the handling of a series of corruption and negative cases.

According to the Central Inspection Committee, the issuance of Regulation No. 22 with many new points, many of which are institutionalized for the first time, has fundamentally overcome the shortcomings and confusion in inspecting and reviewing discipline of party organizations and party members. That is, the scope of regulation and applicable subjects "includes party organizations whose term of operation has expired, have been dissolved or changed due to organizational separation or merger; party members who have transferred jobs, quit their jobs, or retired". Regulation No. 22 adds a very important principle, which is: "Inspection and supervision work must promptly detect new, positive factors to promote, must protect what is right, protect good people, cadres who dare to think, dare to do, dare to take responsibility, dare to make breakthroughs for the common good; must proactively detect early to prevent, stop, and overcome violations and shortcomings of party organizations and party members right from the beginning, not allowing small violations to accumulate into large, prolonged and widespread violations. When violations are discovered, it is necessary to resolutely and promptly handle disciplinary actions to deter and educate". This content concretizes the spirit of the Resolution of the 13th National Party Congress, and at the same time demonstrates the Party's inspection, supervision and discipline work to promote advantages, focusing on "construction". In Regulation No. 22, the authority of the superior inspection committee is expanded to "direct lower-level Party committees and Party organizations on Party inspection, supervision and discipline work"...

The adjustment, supplementation and issuance of new documents once again affirms that the Central Committee has more clearly defined the position and importance of the Party's inspection, supervision and discipline work, increased the functions, tasks, powers and responsibilities of Party committees and inspection committees at all levels, and further improved the quality, effectiveness and efficiency of the Party's inspection, supervision and discipline work.

At the recent online conference of the Party Inspection sector, comrade Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee emphasized that the Resolution of the Party Congress has identified the building and perfecting of institutions as one of the breakthroughs. In this term, the Politburo, the Secretariat, and the General Secretary have directed to focus on inspection and supervision in leadership and direction of implementation of breakthroughs, prevention and combat of negative violations, especially violations in institutional building, local policies, and group interests with the motto: to the extent of policies and laws, we will inspect and supervise. The Central Inspection Committee supervises so that the Party organization can overcome them, not to handle them. After supervision, if they do not overcome them and re-offend, they must be inspected and handled for violations...

Entering the new period, with the great driving force being the achievements of the previous term, the position, role and prestige of the inspection committees at all levels, especially the Central Inspection Committee, were promoted; authority and responsibility were expanded, the team of people doing inspection work of the Party had a successful first year of the term. That is the basis, premise and important driving force for the Party inspection sector to be more determined, operate more effectively and efficiently; build a team of inspection cadres with steadfastness, professional expertise, and the capacity to shoulder the responsibility in this arduous, challenging and not a few temptations struggle. Actions create confidence so that cadres, party members and people continue to believe in the breakthroughs in Party building in the new revolutionary period.
