Socio-economic advisory group gives comments on the draft Planning Orientation Framework of Nghe An province

COMMENTS ON THE PLANNING FRAMEWORK FOR NGHE AN PROVINCE

At the meeting, the representative of the consulting unit briefly reported on the Orientation Framework for Nghe An Province Planning for the period 2021-2030, with a vision to 2050. Accordingly, the Orientation Framework closely followed other documents, resolutions, and documents of the Central and the country related to Nghe An province as a basis for implementation, in order to achieve the set goals.

The orientation framework clearly reflects the current socio-economic development status of the province in the period of 2011 - 2020; development resources; current urban development and spatial distribution; current land allocation and use, opportunities and challenges. The orientation framework also mentions the scientific basis for construction; viewpoints, development goals and strategic breakthroughs of the province.

At the same time, it pointed out the major development orientations of the province such as: Development orientation of important sectors and fields; infrastructure development plan; urban, rural development plan, functional areas of districts and inter-districts; environmental protection and biodiversity, natural disaster prevention and response to climate change in the area; land allocation and zoning plan.

At the meeting, members of the Advisory Group contributed many dedicated, responsible, and scientific opinions to the Provincial Planning Orientation Framework for the 2021-2030 period, with a vision to 2050.

Comrade Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction, said that the planning consultancy unit must clarify the advantages, challenges and opportunities of Nghe An. Regarding urban development, the important thing is quality, smart urban areas, not length and width. At the same time, he requested the consultancy unit to supplement international data, the world's impacts on Nghe An through airports, highways, railways, and seaports.

Concerned about the fact that the data information in the orientation framework is on the supply side, not on the demand side, Dr. Nguyen Sy Dung - former Deputy Head of the National Assembly Office requested the consulting unit to collect and supplement more data and information. Regarding the province's breakthroughs, Nghe An can create a breakthrough in the public service apparatus through selecting talented people; Vinh City planning is linked with the side of Ha Tinh province to create connections.

Former Deputy Minister of Agriculture and Rural Development, former Chairman of Nghe An Provincial People's Committee, Chairman of Vietnam General Association of Agriculture and Rural Development - Comrade Ho Xuan Hung requested the consulting unit to boldly propose a development direction for Nghe An province. Regarding the development scenario, it is necessary to build it more reasonably so that the province has the conditions to implement it. Regarding the orientation of the growth region, there should be no limits or constraints on administrative boundaries. And it is necessary to clarify the concept of Nghe An becoming a fairly good province in the North Central region by 2025, what does it mean to be fairly good?

The former Deputy Minister of Agriculture and Rural Development also suggested that in the coming time, Nghe An needs to determine agricultural development in the direction of clean, organic agriculture; aiming at nutritional security. Focus on specific planning of Ho Chi Minh road as soon as possible, promote the effectiveness of the Vinh City bypass; National Highway 48D from Hoang Mai town to Thai Hoa town; carefully calculate to attract investment in building deep-water ports, taking into account the relationship between Nghe An port and ports in Nghi Son (Thanh Hoa) and Vung Ang (Ha Tinh).

Former Director of the Vietnam Economic Institute, Associate Professor, Dr. Tran Dinh Thien, said that the orientation framework must clearly define how Nghe An province will develop in the next 10 years in a changing world; re-identify advantages and disadvantages from a modern perspective. It is necessary to turn geographical disadvantages into advantages by building Nghe An into a center or increasing the connectivity of Nghe An with other centers.

Regarding the development perspective, Associate Professor, Dr. Tran Dinh Thien said that it is necessary to build a strong perspective, in line with the nature of the times, as an aspiration to urge the province to develop. Regarding the development scenario, clearly define the functions, roles, and identification of the development of Vinh city.

Regarding the development perspective, it is necessary to define more clearly; development orientation needs to create growth poles with convergence and diffusion; development divergence to have solutions to mobilize resources; identify risks and propose solutions to limit risks; periodically update planning because the speed of development and social movement is very fast.

AGREE ON KEY CONTENTS IN 2022

Regarding the results of activities in 2021, the Provincial Socio-Economic Advisory Group contributed opinions and comments on 8 important contents in the province's action program. The group also conducted many field surveys of Thai Hoa town and Nghia Dan district to assess the actual development situation of the locality; worked and contributed directly with the Standing Committee of Thai Hoa Town Party Committee on the "Report and Resolution on building and developing Thai Hoa town into a central urban area of ​​the Northwest Nghe An region"; at the same time, through activities to build a scientific argument to develop Thai Hoa town into a city.

The consulting team also provided advice on shaping the development of Western Nghe An in many fields; contributed ideas to the Provincial Planning for the period 2021 - 2030, vision 2050; socialization mechanism to invest in Cua Lo deep-water port, researched the plan to extend the existing runway to the North at Vinh Airport; researched the project to expand Vinh City according to the planning approved by the Prime Minister...

In addition, the Advisory Group also implemented a number of activities at the request of localities and sectors such as: Contributing ideas to the Project to develop the Hoang Mai - Quynh Luu region into a growth pole, the Project to Plan the expansion of the Southeast Economic Zone; At the same time, the Group also actively supported, advised, and connected businesses on investment in the province;...

Through monitoring the general development of the province over the past years, the experts of the Advisory Group believe that Nghe An is on the right track and hope that the leaders and officials of the province will continue to strive in this positive direction. Along with that, the Advisory Group recommends that the province continue to persistently promote administrative reform and create a more favorable business environment, encouraging enterprises to promote innovation.

Phát biểu tại buổi làm việc, đồng chí Nguyễn Đức Trung - Chủ tịch UBND tỉnh cho rằng, việc xây dựng Quy hoạch tỉnh thời kỳ 2021 - 2030, tầm nhìn đến năm 2050 được tỉnh xác định là nhiệm vụ quan trọng.

Quan điểm của tỉnh trong thời gian tới là sẽ tập trung đầu tư nguồn lực theo hướng ưu tiên lựa chọn vào các nội dung: hạ tầng (sân bay, cảng biển); điều chỉnh mở rộng Khu kinh tế Đông Nam để hình thành Khu kinh tế Nghệ An, gắn kết TX. Hoàng Mai với Nam Thanh Hóa, kết nối với TX. Thái Hòa, Nghĩa Đàn; Tập trung mở rộng TP. Vinh; phát triển đô thị tại TX. Hoàng Mai, Quỳnh Lưu, Nghĩa Đàn... Bên cạnh đó, tỉnh cũng đang quan tâm nâng cao hiệu lực, hiệu quả của bộ máy công vụ, tập trung đẩy mạnh cải cách hành chính, nâng cao chất lượng nguồn nhân lực.

Chủ tịch UBND tỉnh Nghệ An mong muốn, sang năm 2022, Tổ tư vấn tiếp tục đồng hành với tỉnh trong các nhiệm vụ: Hoàn thiện Quy hoạch tỉnh, Đề án mở rộng Khu kinh tế Đông Nam, Đề án mở rộng TP. Vinh. Đóng góp ý kiến vào nhiệm vụ tổng kết Nghị quyết số 26-NQ/TW của Bộ Chính trị, trong đó nghiên cứu, đề xuất Bộ Chính trị ban hành Nghị quyết mới với các cơ chế, chính sách đặc thù bổ sung, tạo động lực mới cho sự phát triển của tỉnh trong giai đoạn tới.

Kết luận cuộc làm việc, đồng chí Thái Thanh Quý ­- Bí thư Tỉnh ủy Nghệ An đánh giá, trong năm 2021, mặc dù ảnh hưởng bởi dịch Covid-19 nhưng cách thức, cường độ hoạt động và sự tiếp xúc, trao đổi với tỉnh của Tổ tư vấn vẫn nhiều, tích cực. Những vấn đề mà Tổ tư vấn đã đóng góp ý kiến cho tỉnh luôn mang tính thời sự.

Đánh giá cao hoạt động của Tổ tư vấn, sự vào cuộc đầy tâm huyết, trách nhiệm của các thành viên trong Tổ, Bí thư Tỉnh ủy Nghệ An mong muốn Tổ tư vấn tiếp tục quan tâm, đóng góp nhiều hơn nữa cho sự phát triển của tỉnh trong thời gian tới. Đồng thời, thống nhất chương trình, phương hướng triển khai công việc của Tổ trong năm 2022.

Đồng chí Thái Thanh Quý cũng đề nghị đơn vị tư vấn xây dựng Khung định hướng Quy hoạch tỉnh tiếp thu đầy đủ ý kiến của các thành viên trong Tổ Tư vấn Kinh tế - xã hội tỉnh để nghiên cứu, bổ sung vào Khung định hướng.

Tại cuộc làm việc, các chuyên gia trong Tổ tư vấn và các đồng chí lãnh đạo tỉnh Nghệ An đã thống nhất những phương hướng triển khai công việc trong năm 2022: Thực hiện công tác tư vấn, đóng góp ý kiến và phản biện các chính sách của tỉnh, sở, ngành, địa phương; nghiên cứu, cập nhật đến lãnh đạo tỉnh các xu hướng, biến động lớn có khả năng ảnh hướng tới quỹ đạo phát triển của tỉnh để có các chiến lược, giải pháp và hành động kịp thời.

Bên cạnh đó, tiếp tục kêu gọi, kết nối các nhà đầu tư hoặc chuyển giao các giải pháp sản xuất, kinh doanh mới; thực hiện một số hoạt động đối ngoại để nâng cao hình ảnh, vị thế của Nghệ An trên lĩnh vực truyền thông đại chúng; chủ động tăng cường khảo sát thực địa nhằm phát hiện thêm các tiềm năng phát triển của Nghệ An để tham mưu cho lãnh đạo tỉnh.
