The rate of adult men smoking is 47.7%. Vietnam currently has 33 million non-smokers who regularly inhale secondhand smoke at work.

According to the 2014 Tobacco Use Survey among 13-15 Year Old Students, the smoking rate among male students was 4.9% and among female students was 0.2%. This smoking rate has decreased (about 1%) compared to the 2007 Survey. However, 47.7% of students still regularly smoke passively at home; 66.5% of students are exposed to cigarette smoke in public places indoors.

According to the World Health Organization, every day, 80,000 to 100,000 teenagers around the world start smoking. Young people can easily become addicted to cigarettes after smoking just a few cigarettes. Many of them will suffer from diseases caused by cigarettes.

Vietnam is a country with a young population, preventing and combating the harmful effects of tobacco in schools will help prevent children from becoming smokers, contributing to protecting the health of future generations of the country, reducing smoking rates in the community, reducing the burden of disease and economics for each individual, family and the whole society.

Smoke-free schools create a healthy learning and working environment, ensuring the right of non-smokers to breathe smoke-free air; helping to prevent students from starting to smoke and reduce tobacco use among students, staff and teachers.

Criteria for building a smoke-free high school:

- There are posted regulations prohibiting smoking in crowded places.

- No smoking signs are posted in classrooms, offices, dining rooms, hallways, stairs, and other public areas of the building.

- Have a plan to prevent the harmful effects of tobacco.

- Implement activities to prevent and combat the harmful effects of tobacco.

- There is no buying, selling or advertising of tobacco products on school grounds.

- No smoking related items such as ashtrays, lighters in classrooms, offices...

- Do not accept support or sponsorship from tobacco companies or organizations related to tobacco companies in any form.

- Include no-smoking content in the competition criteria for officials, teachers, students... (encouraged).

- No smoking or cigarette butts in classrooms, offices and throughout the school grounds.
