Supplementing 'tools' to strictly handle violations of officials and party members
2021, the first year of implementing the Resolution of the 13th National Party Congress, is also a year heavily affected by the Covid-19 pandemic, but the work of Party building and rectification has not been neglected or slowed down.
Continuing the momentum of the 12th tenure, right after the 13th National Party Congress, the Central Committee again started to perfect regulations on Party building and rectification. In addition, the work of Party inspection and discipline continued to be promoted. Party members and Party organizations that violated the law were handled in accordance with regulations.
Update and add “tools” to fill in the gaps and plug the “gaps”
Anyone interested in Party building and rectification can recognize the important steps in perfecting Party regulations to fill in the "gaps" and "loopholes". After 3 consecutive terms, after completing the personnel structure, the Central Committee has embarked on Party building and rectification, marked by the 4th Conference of the 13th Central Committee, which took place in October this year.

The 4th Central Conference linked the work of Party building and rectification with the building of the political system; added signs of degradation in political ideology, morality, and lifestyle; shifted the work of Party building and rectification from "defense" to "counterattack"... Those new steps continue to show the Party's perseverance and determination to build the Party and political system to be increasingly clean and strong in all aspects.
The work of Party building and rectification associated with the building of the political system is an objective requirement because although the Party plays a leading role in the political system and the whole society, the Party does not stand outside the political system, and is not a completely independent factor from the political system. This is also a requirement to build a contingent of cadres at all levels, especially at the strategic level and leaders with sufficient qualities, capacity and prestige, equal to the task.
The 4th Central Conference clarified the manifestations of degradation in political ideology, morality, lifestyle, “self-evolution”, “self-transformation”, “negativity” in line with the new situation. It emphasized that the most dangerous is the fading of revolutionary ideals, lack of steadfastness on the socialist path, vagueness, wavering, lack of confidence; speaking and acting contrary to the Party’s viewpoints and policies; decline in fighting spirit, not daring to defend what is right, not daring to fight what is wrong…
After the 4th Conference, the Central Committee issued Conclusion 21-KL/TW on Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". At the same time, General Secretary Nguyen Phu Trong also signed and issued Regulation 37-QD/TW on October 25, 2021 on what Party members are not allowed to do, replacing the current Regulation that took effect 10 years ago.
Although the 19 things that party members are not allowed to do are still maintained, the Central Committee has added new contents such as: party members are not allowed to refute, deny, or distort Marxism-Leninism and Ho Chi Minh's thought; not fulfilling the responsibility of setting an example; individualism, opportunism, profiteering; term-based thinking; party members are not allowed to interfere or influence the activities of inspection, supervision, auditing, investigation, prosecution, trial, execution of sentences, amnesty, and settlement of complaints and denunciations to cover up or assist in violations of Party regulations and State laws...". These are new points, very necessary in the current context.
Along with that, the Central Committee also issued Regulation 22 on Party inspection, supervision and discipline; Regulation 24 on the implementation of the Party's charter; Regulation 41 on dismissal and resignation of cadres; Conclusion 14 on the policy of encouraging and protecting dynamic and creative cadres for the common good; Conclusion 23 on continuing to promote the rotation of inspection cadres at all levels; Regulation 32 on the functions, tasks, powers, working regime, and working relations of the Central Steering Committee on preventing and combating corruption and negativity.
Assessing the Regulations and Conclusions related to Party building and rectification work in 2021, Associate Professor, Dr. Le Van Cuong, Deputy Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics, said: "The new regulations and conclusions issued by the Party can be understood as the way our Party updates and supplements "tools" to fill in loopholes, plug gaps, and prevent people with bad intentions from taking advantage. In essence, what we have done well, we will do better, what is not good, we will overcome, and what is not yet available, we will put regulations in to adjust. That is inevitable and very necessary for the leadership and direction of the Party, in line with the constant movement of social history".
Strengthening Party inspection, supervision and discipline: Handling many organizations and individuals
The work of Party inspection, supervision and discipline is a regular, continuous and timely task in the general spirit of being resolute, uncompromising, with no forbidden zones and no exceptions. 2021 continued to record new developments in the work of Party inspection, supervision and discipline. A series of Party organizations and Party members who violated the law were promptly and strictly disciplined.
At the Central level alone, from January 2021 to November 2021, the Central Inspection Commission focused on inspecting, disciplining and recommending and requesting disciplinary action against 12 party organizations and 20 party members under the management of the Politburo and the Secretariat related to cases and incidents monitored and directed by the Steering Committee (including 3 members and former members of the Party Central Committee, 2 Deputy Ministers, 1 former provincial Chairman, 1 former Deputy Secretary of the Provincial Party Committee, and 13 generals in the armed forces).

Regarding the law enforcement force at sea, the Secretariat has disciplined the Standing Committee of the Party Committee of the Vietnam Coast Guard for the 2015-2020 term, removing 7 generals from office and expelling 2 generals from the Party. Of these, Major General Le Xuan Thanh - Commander of Coast Guard Region 3 and Major General Le Van Minh - Commander of Coast Guard Region 4 were expelled from the Party.
Regarding the sentence reduction and early release of Phan Sao Nam, the authorities have inspected, clarified violations and negative aspects, handled and requested to handle the responsibilities of 9 collectives and 29 individuals involved.
These are new developments in the Party's handling and disciplinary work in 2021. Although the epidemic situation is complicated, the health sector has made great contributions to the epidemic control work, but organizations and individuals who have violated at present and in the past, leading to serious consequences, are still being handled, ensuring the strictness of the Party's disciplinary work. In particular, a series of disciplined Coast Guard leaders have demonstrated the determination to clean up the Party without "forbidden zones" and without exceptions.
The Party's disciplinary decisions are supported and agreed upon by the people, demonstrating fairness and clarity, contributing to purifying the Party and improving the quality of cadres at all levels, especially strategic cadres.
Party inspection and discipline is an important task in the work of Party building and rectification. During the 12th tenure, more than 25,000 Party members at all levels were disciplined for moral and lifestyle degradation; political ideology degradation, and signs of "self-evolution" and "self-transformation" (accounting for about 0.5% of the total number of Party members nationwide).
In the first year of implementing the Resolution of the 13th National Party Congress, the work of Party building and rectification continued to receive attention and thorough direction. The 13th National Party Congress identified three breakthrough solutions for Party building: Continuing to perfect the institutions of Party building and political system building, especially the work of organizing cadres; Promoting democracy, tightening discipline and order while creating an environment for innovation and creativity in cadre work and building a contingent of cadres; Resolutely fighting against corruption, waste, negativity and bureaucracy; promoting decentralization and delegation of power while strengthening inspection, supervision and strict control of power.
Timely, strict and objective handling of cadres and party members who violate the law; strengthening discipline and order; mobilizing the combined strength of the political system and the support of the people will contribute to improving the quality of party organizations and party members in carrying out the tasks of socio-economic development and ensuring national defense and security.
