The conference was chaired by Lieutenant General Nguyen Doan Anh, member of the Central Committee of the Communist Party of Vietnam and Commander of Military Region 4.

The Nghệ An provincial delegation was chaired by Comrade Lê Hồng Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee.

In 2021, the Party Committee and Command of Military Region 4, along with the Party committees and governments of the six provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue, coordinated in leading and directing the implementation of military and national defense tasks based on the signed agreements.

Notably, this includes coordinating propaganda and education to raise awareness and responsibility among cadres, Party members, all segments of the population, and officers and soldiers of the armed forces regarding the implementation of military and national defense tasks in conjunction with socio-economic development and the prevention and control of the Covid-19 pandemic.

The Party Committee of the 4th Military Region Command and the Party committees and governments of the provinces have always paid attention to leading and directing the integration of socio-economic development with national defense and security tasks, and have organized the adjustment of planning for economic-defense zones. In the past year, all six provinces maintained a relatively high growth rate, budget revenue met the plan, and other goals and targets were basically completed.

Local authorities continue to prioritize investment in the construction of combat facilities.defense area, combat projects at sea, on islands and borders, strengthening the management and use of national defense land, and assisting our friend Laos in many aspects to build a peaceful and friendly border line.

Speaking at the Nghe An branch, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - affirmed: In 2021, Nghe An province proactively and actively implemented solutions to quickly adapt flexibly, safely, and effectively control the epidemic according to Government Resolution 128/NQ-CP. The province's socio-economic situation was basically stable and showed signs of development. National defense, security, order, and social safety were maintained. In 2022, Nghe An province will continue to lead and direct the effective implementation of measures to prevent and control the Covid-19 epidemic.

Focus on building and implementing quickly, decisively, synchronously, and effectively the programs, projects, and plans to implement the Resolutions of the Party Congresses at all levels for the 2020-2025 term. Focus on improving the quality of training, innovating the content and methods of training and exercises, making them relevant to the target audience and practical situations. Do a good job of preparing and organizing the provincial defense zone exercise. Complete the recruitment, conscription, and troop deployment for 2022. Proactively monitor, forecast, and detect situations, promptly and effectively handling any incidents to avoid being caught off guard. Strengthen cooperation with neighboring Laos to build a peaceful and friendly border.

In addition, they directed the effective implementation of mass mobilization work, participated in building local political foundations, helped people eradicate hunger and poverty, prevented and controlled diseases, and mitigated the consequences of natural disasters, rescue and relief operations... They also effectively implemented social security policies and policies supporting the military, and did a good job of collecting the remains of Vietnamese volunteer soldiers and experts who died in Laos.

In particular, focus on thoroughly implementing the Resolutions and Directives of the Party, State, and Ministry of National Defense on the performance of military and national defense tasks; continue to improve the quality of coordination between the Military Region and the six provinces on the action program, building a national defense system based on the people's security posture, especially the increasingly solid foundation of people's support. Strengthen the level and combat readiness of the Military Region's armed forces to meet the requirements of the new situation; proactively grasp the situation, promptly and effectively handle all situations related to national defense and security, preventing any passive or unexpected situations, with the determination to maintain political security, social order and safety, and political stability at the grassroots level, contributing to promoting the economic and social development of the localities.
