(Baonghean.vn) - Since officially "operating" the new term 2021 - 2026 until the end of 2021, exactly 6 months of operation, the Provincial People's Council has reviewed and issued 43 resolutions, including many mechanisms and policies that are motivational and promote development.

Issue many policies to promote development

Since the Provincial People's Council for the 2021-2026 term officially "operated" until the end of 2021, it has been exactly 6 months of operation. During that time, voters and people of the province have recorded positive changes in many aspects and contents of the activities of the Provincial People's Council, showing concern and sharing with practical issues of people's livelihood of the People's Council agency and each elected representative.

In organizing the session, the management of the Standing Committee of the Provincial People's Council was very scientific, flexible and effective; the opinions of the Provincial People's Council delegates were responsible, showing closeness to the grassroots, listening and conveying the "heartfelt voice" of voters and people.

Select issues to be “dissected” publicly to find comprehensive solutions, assigning responsibilities to all levels and sectors. This is clearly demonstrated through the question-and-answer session at the 4th meeting on the implementation of policies and regimes for those facing difficulties due to the Covid-19 pandemic, mineral management; the explanation session of the Standing Committee of the Provincial People’s Council held in September on the issuance of Certificates of land use rights, house ownership rights and assets attached to land in the province.

During the discussions in the hall at the meetings, the Provincial People's Council did not avoid issues that are causing much concern, worry and frustration among the people, such as the regime and policies for non-professional workers in communes and hamlets; increased input prices for agricultural production, low output prices; lack of production land for people in mountainous areas; handling of slow-progressing projects; use of vaccines to prevent and combat the Covid-19 pandemic... These are plus points for voters and people to continue to place their trust and expectations on the Provincial People's Council in this new term.

In line with the vibrant "beat" of all levels and sectors putting the Resolution of the Party Congresses at all levels, term 2020 - 2025 into life, the Provincial People's Council also reviewed and issued many guidelines, mechanisms and policies.

Specifically, at 3 sessions of the new term (2 regular sessions, 1 extraordinary session), the Provincial People's Council issued 43 resolutions on socio-economic issues. What is highly appreciated by public opinion is that the issued resolutions all created high consensus among the Provincial People's Council delegates, creating a solid "support" for voters and people; affirming that the Provincial People's Council is always concerned about the common development of the province, always accompanying and supporting people and businesses in all circumstances.

Among them, there are many resolutions that create motivation to promote the general development of the province, such as resolutions on policies to support agricultural and rural development; policies to develop industry and handicrafts; policies to support investment; specific mechanisms and policies to support Cua Lo Town and Thai Hoa Town in socio-economic development; policies to develop non-public preschool education...

In addition, there are resolutions to remove "bottlenecks" in social life, such as regulating prices for SARS-CoV-2 testing services; supporting tuition fees for preschool children and primary school students affected by the Covid-19 pandemic; regulating social assistance standards, social assistance levels and support policies for some social protection subjects; regimes for non-professional workers in communes and hamlets, etc.

Innovation in monitoring and handling voters' petitions

Entering the 2021 - 2026 term, the viewpoint of the Standing Committee of the Provincial People's Council is to continue to innovate the work of meeting voters, supervising the handling of voters' and people's reflections, recommendations and proposals. Organizing meetings at 2 levels aims to reduce the organization of conferences at the grassroots level and limit voters' travel when the same issue is reflected at 2 forums (National Assembly and People's Council). The results of handling voters' recommendations and reflections are sent by the Standing Committee of the Provincial People's Council to districts, cities and towns to notify voters.

Each provincial People's Council delegate, when meeting with voters, is responsible for directly informing voters of the results of the resolution of petitions at the previous session related to the contact area. The public announcement of the results of the resolution of voters' petitions at the voter meeting affirms the government's respect and concern for resolving voters' petitions. On the other hand, through publicity, voters can also monitor and provide feedback on the quality of resolution by the competent agencies so that the provincial People's Council can know and supervise.

In addition to making it public for voters to monitor, the Standing Committee of the Provincial People's Council also assigned the People's Council committees to review the results of handling voters' petitions by the Provincial People's Committee and sectors according to each group of fields.

The recommendations for resolution are still general, not focused, and do not provide specific solutions, roadmaps, or time for resolution. All of them were included by the Standing Committee of the Provincial People's Council in the draft resolution on the results of resolving voters' recommendations to be submitted to the People's Council for approval at the session, demonstrating the spirit of "pursuing" to the end and creating "weight" for all levels and sectors to resolve more thoroughly.

In addition to the recommendations compiled through voter contacts, the reflections and recommendations of voters and people via online telephone lines at meetings are also compiled by the Standing Committee of the Provincial People's Council and made public to the Provincial People's Council delegates, provincial and district leaders attending the Provincial People's Council meetings and on the mass media.

Some people say that this approach has created "pressure" on all levels and sectors to deal with voters' petitions more seriously and with better quality.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council affirmed: Resolving voters' petitions well not only ensures people's peace but also improves the capacity and skills in handling work, including mass mobilization work of cadres and civil servants in State agencies; contributing to strengthening the trust of voters and people in elected agencies.

Therefore, the Standing Committee of the Provincial People's Council continues to set higher requirements and innovate this activity. In addition to the responsibilities of departments, branches and localities, elected bodies at all levels also need to clearly demonstrate a straightforward attitude, accept conflicts to pursue and urge the settlement of voters' petitions; thereby "pressing" all levels, branches and each cadre and civil servant to be more timely in resolving voters' and people's petitions as well as the shortcomings, conflicts and limitations arising in social life./.
