On the morning of January 8, a high-ranking delegation of the Government of the Lao People's Democratic Republic led by Comrade Phankham Viphavanh - Politburo member and Prime Minister arrived in Hanoi to begin an official visit to Vietnam from January 8-10, 2022 at the invitation of Politburo member and Prime Minister Pham Minh Chinh.

The high-ranking delegation of the Lao Government includes: Politburo member, Prime Minister of Laos Phankham Viphavanh; General, Politburo member, Deputy Prime Minister, Minister of National Defense Chansamone Chanyalath; Politburo member, Deputy Prime Minister, Minister of Planning and Investment, Chairman of the Laos - Vietnam Cooperation Committee Sonexay Siphandone; Politburo member, Minister of Foreign Affairs Saleumxay Kommasith. Comrade Phankham Viphavanh was born on April 14, 1951; educational level: PhD.

Comrade Phankham Viphavanh's working process: From 1970-1975, he was a teacher at the Pedagogical School, Central Committee of the Lao Patriotic Front in Viengxay district, Secretary of the School's Youth Union; from 1975-1977, he was an official of the Ministry of Education, Deputy Head of the Committee for Mobilizing the Establishment of the Youth Union. From 1977-1983, he studied at University in the former Soviet Union. From 1983-1985, he was Party Cell Secretary, Principal of the School of Political Theory Training, Ministry of Education and Sports. From 1985-1988, he was a Marxist-Leninist theoretical researcher in the former Soviet Union.

From 1988-1989, he was Vice Principal of Vientiane University of Education; from 1989-1996, he was a member of the Party Committee of the Ministry of Education and Sports, and Principal of Vientiane University of Education. From 1996-1998, he was a Standing Member of the National Steering Committee for Human Resources Development.

From 1998-2001, he was Deputy Head of the Central Organization Committee, member of the Steering Committee and Head of the Administrative Reform Project; from 2001-2003, he was Deputy Minister, Deputy Head of the Prime Minister's Office in charge of Administration and Civil Servants Management; from 2003-2005: Deputy Minister, Head of the Prime Minister's Office.

From 2006 to 2010, he was a member of the 8th Party Central Committee; Secretary - Governor of Huaphan Province; from 2011 to 2014, he was a member of the 9th Politburo, Secretary of the Party Committee - Minister of Education and Sports, Chairman of the Central Committee of the Laos - Vietnam Friendship Association.

From 2014-2015, he was a member of the Politburo, Deputy Prime Minister, Secretary of the Party Committee - Minister of Education and Sports, President of the Central Committee of the Laos - Vietnam Friendship Association. From January to April 2016, he was a member of the 10th Politburo, Standing member of the Secretariat, Deputy Prime Minister, Minister of Education and Sports, President of the Central Committee of the Laos - Vietnam Friendship Association. From April 2016 to January 2021, he was a member of the Politburo, Standing member of the Secretariat, Vice President of the Lao People's Democratic Republic; from January 2021, he was a member of the 11th Politburo. From March 2021 to present, he has been a member of the Politburo, Prime Minister of the Lao People's Democratic Republic.

The official visit to Vietnam by Lao Prime Minister Phankham Viphavan is the first visit by a senior foreign leader to Vietnam in 2022. The visit also demonstrates the determination of the senior leaders of the two countries in promoting the special Vietnam-Laos relationship in depth, practically and effectively implementing the Vietnam-Laos joint statement of June 2021. At the same time, it is the first meaningful event within the framework of the Vietnam-Laos, Laos-Vietnam Solidarity and Friendship Year to further tighten and strengthen the special relationship between the two countries.
