In particular, the subjects took advantage of the border area between Hung Nguyen District (Nghe An Province) and Duc Tho District (Ha Tinh Province), the border area between licensed and unlicensed areas to illegally exploit sand.

Faced with the above situation, Hung Nguyen District Police have deployed professional measures to monitor and combat.

Specifically, in the early morning of January 8, 2022, upon receiving information that subjects were illegally mining sand in an unlicensed area in Hung Thanh commune, Hung Nguyen district, under the direction of the Provincial Police leadership, Hung Nguyen District Police coordinated with the Environmental Police Department and the Traffic Police Department of the Provincial Police to establish a working group to arrest the subjects.

Upon discovering the police force, the subjects immediately weighed anchor and fled. However, using professional measures, the subjects obeyed the task force's orders and stopped the ship for inspection. At the time of inspection, on board the ship were NVS (born in 1986), the ship owner, and NVC (born in 1979), the ship driver, both residing in Hung Loi commune, Hung Nguyen district. The task force discovered that in the ship's hold there were about 130m3sand.

Faced with the above situation, with the consent of the Provincial Police leadership, a working group of the Mobile Police Department was mobilized to approach and suppress the subjects; and bring the vehicles to the assembly location.

During the verification process, in coordination with the authorities, Hung Nguyen District Police decided to temporarily detain the vehicle and the above mentioned amount of sand to continue investigating and handling the subjects according to the law.
