(Baonghean.vn) - After more than 4 years of implementing the Law Dissemination and Education Program (LED) for the period 2017 - 2021, units and localities in Nghe An have had many new and creative ways of doing things; contributing to raising people's understanding and awareness of law observance.

Many effective models

Hung Tan Commune, Hung Nguyen District not only leaves its mark in the construction of advanced new rural areas but is also a bright spot in the movement of the entire population participating in protecting national security in the direction of self-management, self-defense, self-protection, and self-reconciliation. In any hamlet in Hung Tan Commune, you will see a gong hanging in the yard of the community cultural house. Every night, at 10:00 p.m. in winter and 10:30 p.m. in summer, the police or hamlet chiefs will strike the gong to remind families that it is time to go to bed, maintain public order, and not stay out late.

The community camera system with more than 30 eyes deployed on all village roads in the whole commune, voluntarily contributed by the people, has also contributed effectively to the work of ensuring general security. In addition, the Party Committee and the government of Hung Tan commune have also established 41 self-management groups for security and order with 933 members, 4 model self-management groups with 100 members in the villages... Thanks to that, the people's awareness of vigilance and law compliance has been raised.

Mr. Nguyen Trong Tam - Standing Deputy Secretary of the Party Committee of Hung Tan commune said: "Many creative ways to ensure security and order such as the model of "Peaceful gong", "Community security camera"; "Model self-management team"... have contributed significantly to keeping Hung Tan commune peaceful, without serious crimes, without complicated incidents, without drug abuse; becoming a typical example in the mass movement to protect national security, which was surveyed by the VO5 Department of the Ministry of Public Security and recommended that local police refer to, apply and direct replication nationwide".

Luu Thong Village, Luu Kien Commune (Tuong Duong) is also a bright spot where the Provincial Police and the People's Committee of Tuong Duong District have built a model of "Village without drugs". For more than 30 years, this Mong village has maintained 3 nos: no drugs, no lawbreakers and no people serving prison sentences. Village chief Tho Ba Cho shared: Although the area borders villages in Nam Can and Chieu Luu communes, Ky Son district, for decades, no one in the village has violated the law and been punished or sentenced to prison.

In addition to mobilizing people to voluntarily comply with village conventions and regulations with many contents (no opium cultivation, no theft of property, no illegal migration, no violation of the law...), the Steering Committee of the "Drug-free Village" model also guides people to sign a commitment to comply with and strictly implement the Party's guidelines and policies, the State's laws as well as the village's rules and regulations in each family and clan. Everyone lives in harmony, solidarity and practices a cultural lifestyle, not allowing family members to violate the law and social evils, especially drugs.

According to Mr. Luong Ba Vin - Head of the Mass Mobilization Committee, Chairman of the Fatherland Front of Tuong Duong district: In order to promote the role of the Fatherland Front in uniting and gathering the people's forces to actively participate in the movement of the whole people to protect national security and order, prevent social evils, the Fatherland Front of the district has coordinated with all levels and sectors to build the model of "Drug-free villages" in 4 communes in the roadmap for building new rural areas: Yen Na, Yen Hoa, Xieng My, Luu Kien.

In Xam Xum - a particularly difficult village of Muong Long commune, Ky Son district, which was previously considered a "hot spot" for drug trafficking and use, causing people's lives to fall into a vicious circle of poverty. Faced with this situation, the People's Committee of Muong Long commune issued a decision to issue the Xam Xum Village Convention and Covenant, consisting of 13 contents, with strict regulations. At the same time, it requested the Party Cell, Management Board and mass organizations in the village, together with the Police, Cultural Committee, Fatherland Front and political organizations at the commune level, to mobilize people to unite and unify the implementation of the set regulations.

The Muong Long Commune Party Committee also assigned tasks to a 15-member working group to go to the village to "hold hands and guide"; mobilize local forces to coordinate in the fight to eradicate hot spots of drug storage, transportation, trading and use. From then on, Xam Xum began to change, in every house, anti-drug slogans were hung and seriously implemented by the people, and people's lives gradually stabilized.

Many coastal units have also been creative in building models for disseminating the law. Notably, the Legal News Club model in Cua Lo town. Starting from Nghi Hai ward in 2017, there are now 7 Legal News Clubs in 7 wards with more than 1,000 members, maintaining activities once a quarter. Since the beginning of 2020, the Club has switched to distributing documents to members to suit the situation of preventing the Covid-19 epidemic.

Focus on specific areas and target groups

Although many models of PBGDPL propaganda have been built, due to difficulties in funding and human resources, some models are not very effective, not in-depth, and lack substance. Although the form of PBGDPL has been innovated, sometimes it is still not suitable for the nature and characteristics of the subjects that need to be disseminated, and not close to the needs of the people. On the other hand, due to the impact of the Covid-19 epidemic, in the past year, maintaining the operation of PBGDPL models has also encountered difficulties, so it has had to switch to the form of activities via Zalo, Facebook, leaflets, brochures, on-site and mobile loudspeakers...

To overcome the above shortcomings and limitations and further improve the quality and effectiveness of legal dissemination work in the coming time, when building models, it is necessary to pay attention to issues such as: characteristics of the target group; methods of implementing activities based on specific conditions and resources (funding, facilities, human resources) to achieve the set goals. In addition, it is necessary to pay attention to the spread and replication of the model. This is a very important criterion because an effective model must be able to directly or indirectly impact and influence many subjects, in a large space, be used many times and be accepted by many people, thereby voluntarily complying with and obeying the law.

Nghe An is a large province with a large population, a land border of 468.281 km, the border area has 61 communes and wards in 11 districts and towns with many ethnic groups. The lives of people in mountainous and border areas are still difficult, the level of education is uneven, the political security situation, order and social safety in the area still have many potential risks. Therefore, when building models of PBGDPL in these areas, it is necessary to take into account specific factors to have appropriate and flexible content and methods at each time.

Typically, in Ky Son district - where 95% of the population is ethnic minorities, due to the impact of the Covid-19 epidemic, many workers from the provinces returned to their hometowns, each commune has a centralized quarantine area, at times up to 100-150 people. The district believes that the labor force returning to their hometowns will be a resource for socio-economic development, but also poses potential problems regarding security and order, forest security, drug crimes, etc.

Therefore, the District Legal Education and Dissemination Council has directed the standing agencies to compile leaflets and brochures to propagate Covid-19 prevention, forest exploitation prevention, drug prevention, and handling of administrative violations in the field of security and order... At the same time, propaganda is carried out by mobile loudspeakers to people in villages in the common language and translated into Khmu and Mong languages; promoting the effectiveness of village conventions and regulations, the role of village elders and clan leaders in propagating the law. Thanks to that, it contributes to creating stability in social order and safety, and border security.

In the mountainous district of Quy Hop, the application of IT is fully utilized. The PBGDPL Coordination Council has advised the District People's Committee to sign a contract to exploit the Electronic Law Library for all officials and civil servants from the district to the commune level. The outstanding feature of the Law Library is the recognition of the validity of documents; the links to guiding documents, related documents... have significantly contributed to improving the work efficiency of officials and civil servants at the district and commune levels in the area.

The main content is newly issued regulations, regulations on elections, land, handling of administrative violations, drug prevention, Covid-19 epidemic prevention...

At the conference summarizing 5 years of implementing the law dissemination and education program for the period 2017-2021, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee requested sectors and localities in building a model of law dissemination and education to focus on key areas of law violations, specific areas, and specific subjects. At the same time, promote the application of IT in propaganda work in line with the current development trend of society and international integration.
