The Southeast Economic Zone Management Board actively accompanies businesses, promoting investment attraction in Nghe An
(Baonghean.vn) - With many active efforts to accompany investors and businesses, in 2021, the Management Board of Southeast Nghe An Economic Zone successfully completed the set plans, contributing to the socio-economic development of the province in the context of adapting to Covid-19 prevention.
On the morning of January 18, the Management Board of Southeast Nghe An Economic Zone held a meeting to summarize the work in 2021 and deploy tasks in 2022. Attending the meeting were comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee and representatives of departments, branches, Provincial Party Committee, local authorities and a number of investors and enterprises in the province.
Motivating results
Together with cadres, party members and people of the whole province to overcome the 4th outbreak of the Covid-19 pandemic, in 2021, the Management Board of the Southeast Economic Zone achieved many results, basically completing programs, projects and plans, contributing to the implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025; completing the Project to develop the Southeast Economic Zone into an economic growth engine of Nghe An province in the period of 2021-2025, with a vision to 2030.
The Management Board closely coordinated with all levels of the industry to implement the program in a methodical, serious and timely manner, minimizing the impact of the Covid-19 pandemic on investment attraction activities and production and business activities of investors and enterprises. As of December 31, 2021, more than 35,500 workers and foreign experts working in economic zones and industrial parks have been vaccinated, of which over 99% have received 2 doses, and are currently continuing to receive additional doses (3rd dose).

At the same time, the project to adjust the overall construction plan of the Southeast Economic Zone to 2040 has been basically completed and submitted to the Provincial People's Committee, the Provincial Party Committee Standing Committee, and the Provincial People's Council for unanimous approval. Currently, the Ministry of Construction is appraising and submitting to the Prime Minister for approval.
In 2021 (as of December 31, 2021), the Southeast Economic Zone attracted 16 projects with a total newly registered capital of VND 11,080.93 billion, and adjusted 44 projects, of which 11 projects increased capital by VND 1,989 billion. The total newly registered and adjusted investment capital was VND 13,070 billion, reaching 87% of the plan of VND 15,000 - 20,000 billion.

Some large-scale, dynamic projects were approved in principle in 2021 such as: Hoang Mai I Industrial Park Project (264.77 hectares); Adjustment of WHA Industrial Zone - 1 Nghe An Industrial Park Project (increasing the industrial park area by 354.5 hectares); Everwin Precision Electronic Components Factory Project (200 million USD); Ju Teng Electronic Products and Auto Parts Factory Project (200 million USD).
In particular, in the early days of 2022, the Board issued a Certificate of Registration Adjustment for the Project of Manufacturing Factory of Electronic Products, Network Equipment and Multimedia Audio Products in WHA Industrial Park invested by Goertek Group, increasing by 400 million USD, bringing the total investment capital of the Project to 500 million USD, becoming the FDI project with the largest investment capital scale in Nghe An province at present.

The Management Board of the Southeast Economic Zone actively supports and resolves difficulties and problems for businesses in the context of the Covid-19 pandemic. Revenue of businesses in the economic zone in 2021 is estimated at more than VND 57,000 billion, up 63% over the same period; export value reached VND 14,727 billion, 2.24 times higher than the same period; state budget contribution was VND 2,162 billion, up 19% over the same period; jobs were created for 6,440 workers, the highest ever.
The work of site clearance for projects, especially key infrastructure projects such as Hoang Mai I, VSIP, WHA, has been focused on and achieved high efficiency. In the first 11 months of 2021, the Board has allocated and leased land to 7 enterprises, with a total allocated and leased area of: 3,011,069 m2.

The essential technical infrastructure system in the Southeast Economic Zone and industrial parks continues to be focused on ensuring quality and progress, in order to gradually complete the traffic infrastructure system connecting the areas, serving the needs of attracting investment for development.
Towards new goals
The goal of building and developing the Southeast Economic Zone into a dynamic, attractive and highly competitive economic development area in the North Central region, focusing on developing synchronous and modern infrastructure of industrial parks associated with the construction and effective exploitation of Cua Lo and Dong Hoi seaports, is set by the province.
On that basis, in 2022, the Southeast Economic Zone Management Board will continue to promote administrative procedure reform, improve the investment and business environment to create a breakthrough in attracting investment, accelerate economic restructuring, increase production value, increase budget revenue, create many jobs and contribute positively to economic development, ensure national defense, security, environmental protection, natural disaster prevention and response to climate change.

The Southeast Economic Zone Management Board also proposed key solutions, advised on the development of a Project to expand the Southeast Economic Zone and change its name to Nghe An Economic Zone for submission to the Prime Minister for consideration and approval; reported and proposed to the Prime Minister to add the Southeast Economic Zone to the group of coastal economic zones focusing on investment and development from the State budget in the period of 2021-2025.
At the same time, report on 10 years of implementing Resolution No. 26-NQ/TW of the Politburo, in which evaluate the results of building the Southeast Economic Zone into a key, multi-industry, multi-functional economic zone.

To complete the task, the officers and specialists of the Management Board of Southeast Nghe An Economic Zone strive with the highest sense of responsibility, accompany investors and enterprises to overcome difficulties, regain growth momentum in attracting investment; promote production development, solve many jobs and contribute positively to the economic and social development of the province.
At the conference, many opinions of investors and businesses expressed their appreciation for the active participation of Nghe An province in general and the Management Board of Dong Nam Economic Zone in particular. Some businesses also hope that the province, departments and branches will continue to reform administration, clear land, and provide vocational training for workers to serve investors and businesses when investing and operating in Nghe An.

Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee spoke, highly appreciating the contributions of investors and enterprises to investment and operations in Nghe An. The Vice Chairman of the Provincial People's Committee also acknowledged the efforts of the officers and experts of the Southeast Economic Zone Management Board in accompanying enterprises to promote positive effects in attracting investment and promoting industrial production development in the province.
Vice Chairman of the Provincial People's Committee Le Ngoc Hoa also affirmed that Nghe An province is always committed to actively accompanying investors and enterprises to invest and operate in the area. The province will continue to promote administrative reforms, remove difficulties and obstacles so that investment projects of enterprises can quickly come into operation, contributing to the socio-economic development of Nghe An.

Nghe An province has determined to build the Southeast Economic Zone to become the driving force for economic growth of Nghe An province in the period of 2021-2025, with a vision to 2030. From there, it will create breakthroughs in the socio-economic development of the province. Therefore, the provincial leaders requested departments, branches, localities and the Southeast Economic Zone to actively and thoroughly participate to create the most favorable conditions for investors and businesses to invest in the province.
At the same time, the Southeast Economic Zone Management Board needs to be more proactive in advising the Provincial People's Committee in handling the problems and difficulties of investors and enterprises; building an attractive investment environment in the province, contributing to the whole province in achieving the set development goals. In the immediate future, it is necessary to be flexible in promoting investment attraction and production in industrial parks, on the basis of coordination to ensure safety in preventing the Covid-19 epidemic.
Regarding some recommendations from investors, businesses and the Southeast Economic Zone Management Board, comrade Le Ngoc Hoa acknowledged and assigned departments, branches and localities to coordinate to resolve them as soon as possible.

On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to the Department of Planning and Investment and 4 individuals of the Southeast Economic Zone Management Board for their outstanding achievements in 2021.
In 2022, the Southeast Economic Zone Management Board strives to attract about 20 - 25 more projects, including 1 - 2 projects investing in infrastructure business of functional areas and industrial parks. The total registered investment capital is about 15,000 - 20,000 billion VND, of which FDI investment capital is about 400 million USD. Completing the public investment plan in 2022, the disbursement rate reaches 100% of the plan.
Coordinate with enterprises to bring production and business results in economic zones and industrial parks to achieve revenue of 63,000 - 65,000 billion VND; Pay to the state budget 2,300 - 2,500 billion VND; Create new jobs for 10,000 - 15,000 workers.
