In 2021, the Provincial People's Committee and the Provincial Federation of Labor hadclose coordinationin all areas related to production, life, and employment of workers, civil servants, and laborers, contributing significantly to socio-economic development, ensuring security and social stability.

Implementing the democratic regulations and signing the collective labor agreement, the Provincial People's Committee and the Provincial Labor Federation have directed the professional and trade unions at the same level to sign the 2021 coordination program, creating favorable conditions for trade unions at all levels in the province to participate in state management and participate in production and business plans. Directing all levels and sectors to well implement the grassroots democratic regulations, strengthening inspection and direction of authorities at all levels, professionals, and enterprises in organizing dialogues with workers. At the same time, coordinating with functional departments and branches to successfully resolve 5 collective labor disputes and strikes at 5 enterprises.

Activities "Workers month"In conjunction with the "Occupational Safety and Hygiene Month" in 2021 with the theme "Solidarity, creativity, overcoming difficulties, aspiration, development" has been transformed into a suitable form, ensuring the best prevention of COVID-19, focusing on activities such as: Signing union member welfare programs, visiting and giving gifts to workers in difficult circumstances, building "Union shelters", establishing grassroots unions, giving gifts to workers in boarding houses, organizing summer cooling, implementing the program "Coming to workers' boarding houses"...

Emulation movements in labor production are well directed and implemented, contributing to the socio-economic development of the province.especially the emulation movement "Good workers, creative workers" in the business sector with the goals of "Higher productivity, better quality", "Joining hands to build new countryside"...

Implementing the direction of the Steering Committee for Epidemic Prevention and Control, the Provincial People's Committee, and trade unions at all levels have effectively promoted direct propaganda through social networking sites, organized delegations to monitor epidemic prevention and control work at 4 enterprises, and developed response scenarios for 4 levels of Covid-19 epidemic in the business sector in Nghe An province... As of November 10, 2021, trade unions at all levels have supported union members and workers affected by the Covid-19 epidemic with a total amount of more than 6.6 billion VND, and coordinated to create jobs for 2,377 repatriated workers from the South...

In 2021, the Provincial Federation of Labor focused on grasping the thoughts, aspirations, and situation of union members, workers and civil servants; Proactively detecting, combating, and refuting wrong ideas; Paying attention to "hot" issues, disputes, and conflicts. Relevant departments and branches have been responsible for coordinating and providing maximum support to help the Provincial Federation of Labor fulfill its tasks... Many recommendations of the Provincial Federation of Labor have been directed by the Provincial People's Committee to be resolved by the branches.

However, the coordination in directing the implementation of Decree No. 145/ND-CP of the Government regulating dialogue at the workplace has not been really effective. The quality of conferences in some units, especially in enterprises, is not high, the rate of labor conferences is still low (54%), so the rights and responsibilities of laborers participating in enterprise management have not been fully promoted. The activities of "Workers' Month" and "Reunion Tet" have not had strong participation of authorities at all levels, most of the activities are organized by trade unions at all levels...

Resolve problems once and for all

At the conference, the Provincial Federation of Labor made 5 recommendations and proposals to the Provincial People's Committee in 2022. Accordingly, the Provincial Federation of Labor proposed that the Provincial People's Committee coordinate and support funding for visiting and encouraging workers during the annual "Workers' Month" and "Tet Sum Vay" for workers, expanding the scope of workers and enterprises. With the content of organizing a provincial dialogue conference on policies for workers at FDI enterprises and enterprises with a large number of workers, the Provincial Federation of Labor proposed that the Provincial People's Committee coordinate in organizing in May 2022, directing relevant departments, branches and sectors to participate in answering the recommendations...

To enhance the effectiveness of implementing the democratic regulations according to Decree 145/2020/ND-CP detailing Clause 3, Article 63 of the Labor Code, the Provincial Federation of Labor proposed that the Provincial People's Committee issue a document directing the District People's Committees, focusing on directing enterprises in the area to implement the democratic regulations at enterprises according to the provisions of the Labor Code, especially paying attention to directing dialogue conferences at enterprises. In addition, two contents: awarding certificates of merit to directors, union officials, exemplary workers and directing departments, Southeast Economic Zone, District People's Committees to coordinate with the Union in negotiating with employers to increase the minimum meal allowance were also proposed at the working session.

Attending the conference, delegates also gave many opinions to discuss the contents of the 2022 coordination program. Accordingly, some issues such as building a trade union facility, supporting funding for organizing Tet Sum Vay,strike resolution,… receive much attention and discussion to thoroughly resolve a problem.

At the conference, the Provincial People's Committee and the Provincial Federation of Labor agreed to sign the coordination regulations for 2022 with a number of specific contents such as: Focusing on implementing the completion of the goals, targets and tasks of the Resolution of the 12th Congress of the Vietnam General Confederation of Labor, the Resolution of the 18th Congress of the Nghe An Provincial General Confederation of Labor...; Promoting administrative reform in trade union activities; Directing the authorities and professional agencies at the same level to sign a coordination program with the Trade Union at the same level; Organizing timely visits and encouragement to workers in difficult circumstances due to the impact of the Covid-19 epidemic; Launching and implementing emulation movements suitable for each type of grassroots trade union; Promoting the role of grassroots trade unions through guiding and supervising the signing of labor contracts, negotiating, signing and implementing collective labor agreements and implementing democratic regulations at the grassroots level; Organize dialogues on the implementation of labor laws in enterprises, prevent labor disputes, spontaneous strikes, promptly resolve and limit illegal strikes. Organize 1 provincial-level dialogue in 2022; Deploy the construction of the Project on developing and building the Nghe An working class by 2030, strive to establish 20 grassroots trade unions with 25 or more members by 2022, and recruit over 9,000 new members...

Assessing the activities in 2021, comrade Kha Van Tam said that despite many objective difficulties from the Covid-19 pandemic, the coordination program was implemented closely and effectively. He hopes that in the coming time, the Provincial People's Committee, departments, branches and sectors will pay more attention to improving the quality of dialogue at the workplace and improving the lives, material, environment and working capacity of workers.

In his speech, comrade Le Hong Vinh noted that the coordination program needs to focus on taking care of teachers and medical staff in non-state units. He also said that in order to improve the quality of shift meals for workers, it is necessary to research and establish a basic floor price for shift meals and encourage businesses to implement it. In addition, to facilitate the development of trade union organizations in businesses, it is necessary to create conditions and provide information for the Labor Federation to approach businesses right from the beginning of their establishment...
