Finding solutions to improve disaster prevention and control capacity in the Central and Central Highlands regions

On the afternoon of February 23, under the chairmanship of comrade Hoang Nghia Hieu, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Nghe An participated in an online conference on solutions to prevent and combat natural disasters in the Central and Central Highlands regions.
Comrade Tran Quang Hoai, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control, Director General of the General Department of Natural Disaster Prevention and Control chaired the conference.

The frequency and severity of natural disasters are higher than in the rest of the country.
The Central and Central Highlands regions include 19 provinces and cities, a complex terrain area with over 1,900 km of coastline; a dense, short, steep river and stream system with over 740 rivers. This is the area affected by most types of natural disasters that often occur in our country but with higher frequency and severity than other areas such as tropical depressions, storms, floods, droughts, saltwater intrusion, flash floods, landslides, tornadoes, thunderstorms, cold spells, severe cold, etc., causing great impacts on socio-economic development.
Meanwhile, this is the place with the largest number of ships in the country, accounting for 60.83%, while with 42 anchorage areas with a capacity of 30,050 ships/57,530 ships, only meeting over 50% of the demand. This area is also the largest seafood farming area in the country with over 85,257 hectares of farming, more than 4,300 irrigation and hydroelectric reservoirs.

Speaking at the conference, comrade Tran Quang Hoai emphasized: In the coming time, the provinces need to focus resources, improve forecasting and warning capacity; as well as improve the quality and capability of the work.disaster prevention, protect reservoir systems, dikes, infrastructure works that cause flood prevention; prevent landslides on river banks and coastlines.
In particular, continue to support people in building safe houses against natural disasters; develop flood escape solutions and ensure safety for urban areas, residential areas, and disaster-resilient production, with the policy of "proactively preventing, avoiding, and adapting to natural disasters"; strengthen comprehensive solutions to prevent landslides, flash floods, and respond to strong storms and rising sea levels.

Nghe An builds comprehensive disaster prevention plan
Nghe An is the largest province in the country, with diverse terrain, harsh climate, and many annual natural disasters causing severe impacts such as drought, floods, severe cold, tornadoes, etc.

In the coming time, forecastclimate changecausing unusual floods, the possibility of unsafe flood prevention of works is very high; because the mountainous area accounts for 83%, there is a high risk of flash floods and landslides; the safety of the reservoir system is low due to many reasons.
In addition to immediate solutions such as completing the forecasting and warning system; having plans to evacuate residents and handle incidents; in the long term, Nghe An has identified a number of solutions such as: Building a disaster risk reduction propaganda program to every family, building a comprehensive disaster prevention plan based on a multidimensional information system, building flood maps corresponding to each flood scenario...

Nghe An proposes to the National Steering Committee on natural disaster preventionproposeto the Government and the Ministry of Agriculture and Rural Development on a number of issues such as: support for upgrading the sea dyke system; classify and grade the dyke system as a basis for decentralization of management; issue regulations on coordination with Laos on providing flood information on the Ca River basin in the territory of Laos so that Nghe An can proactively and promptly respond during the flood season.
