On the morning of February 28, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for February 2022. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

Also attending were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; members of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; Dang Thanh Tung - Chief of Office of the Provincial People's Committee, along with leaders of the Provincial Committees, the Vietnam Fatherland Front Committee and a number of departments and branches.

INTELLIGENT ESSENCE IN BUILDING A PROJECT TO IMPROVE THE QUALITY OF PROVINCIAL PEOPLE'S COUNCIL ACTIVITIES

At the working program, the Standing Committee of the Provincial People's Council agreed on the outline of the Project "Improving the quality and efficiency of the Provincial People's Council's operations for the 2021-2026 term".

Accordingly, the outline consists of 5 main parts, emphasizing the goals, tasks and solutions to innovate the organization of sessions of the Provincial People's Council; supervision activities; activities of the Standing Committee, Committees, Delegation Groups and Provincial People's Council delegates; voter contact and citizen reception; handling and urging the settlement of citizens' complaints and denunciations and information and propaganda work; improving the effectiveness of coordination between the Provincial People's Council and relevant agencies and units.

In particular, Chief of Office of the Delegation of National Assembly Deputies and People's Council of Nghe An province Bui Duy Son said: The project also emphasizes the application of information technology and digital transformation in the activities of the Provincial People's Council with the goal of synchronously deploying the information system, managing the activities of the Provincial People's Council; propagating, disseminating, raising awareness, training and fostering the capacity to apply digital in the activities of the Provincial People's Council delegates, as well as cadres and civil servants in the advisory body of the Provincial People's Council; perfecting regulations on the application of information technology and digital transformation in all activities of the Provincial People's Council.

The Project "Improving the quality and efficiency of the Provincial People's Council's operations for the 2021-2026 term" will be submitted to the Provincial Party Committee Standing Committee for consideration, before being submitted to the Provincial People's Council Session scheduled to be held in July 2022 to issue a Resolution on the implementation of the Project.

Regarding this content, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh emphasized: In the process of directing the development of the Project, the Standing Committee of the Provincial People's Council emphasized the factors of ensuring quality and progress, in which quality is a priority.

Concluding the above content, regarding the outline of the Project "Improving the quality and efficiency of the Provincial People's Council's operations for the 2021 - 2026 term", after being approved by the Standing Committee, the Provincial Party Secretary and Chairman of the Provincial People's Council requested the Standing Committee, Committees, Offices and Delegation Groups, and Provincial People's Council delegates to concentrate highly, crystallize their intelligence to develop and complete the project to submit to the Provincial Party Committee Standing Committee for consideration at the regular meeting in April 2022.

The Chairman of the Provincial People's Council emphasized: The quality of the project must be given top priority because this is the important basis and foundation to improve the operational efficiency of the Provincial People's Council.

Also at the working session, the Standing Committee of the Provincial People's Council listened to and gave opinions on the proposed explanation content at the meeting in May 2022.

After synthesizing the proposals, the Office of the National Assembly Delegation and the Provincial People's Council submitted to the Standing Committee of the Provincial People's Council to choose 1 of 2 contents including: Construction planning and management and construction order management: Current situation, causes, responsibilities and solutions in the coming time.

The second content is the results of the implementation of arrangement, use and management of public assets in the province: Current situation, causes, responsibilities and solutions in the coming time.

Regarding the issues of explanation, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi proposed to choose the second content but limit the content to only explain the results of the implementation of arrangement, use and management of public assets in the province in administrative units and public service units after the merger.

According to the Vice Chairman of the Provincial People's Council, this is currently a pressing issue at the grassroots level. Currently, there are many different proposed solutions for handling public assets after the merger, so it is very necessary for the Standing Committee of the Provincial People's Council to organize an explanation.

Concluding this content, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy agreed to choose the explanation content as the results of the implementation of arrangement, use and management of public assets in the province in administrative units and public service units after the merger: Current situation, causes, responsibilities and solutions in the coming time.

Regarding the content of the work of establishing, managing construction planning and managing construction order - current situation, causes, responsibilities and solutions in the coming time, the Standing Committee of the Provincial Party Committee is directing and in the near future, the Provincial Party Committee's Inspection Committee will conduct a thematic inspection of a number of related localities and units.

Chairman of Nghe An Provincial People's Council Thai Thanh Quy also requested that at the May 2022 explanation session, it is necessary to report on the implementation results of the Conclusion of the Standing Committee of the Provincial People's Council at the explanation session on the situation of granting certificates of land use rights, house ownership rights and assets attached to land in Nghe An province held in September 2021.

Also at the working session, the Standing Committee of the Provincial People's Council assessed the results of activities in February; discussed and agreed on tasks for March 2022.

The Standing Committee of the Provincial People's Council approved the list of 36 contents for drafting resolutions to submit to the Provincial People's Council in 2022.
