On February 24, 2022, the Provincial People's Committee held a regular meeting in February chaired by Chairman of the Provincial People's Committee Nguyen Duc Trung. Attending the meeting were members of the Provincial People's Committee, Committees of the Provincial People's Council; leaders of relevant departments, branches and units.

At the meeting, the Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting in January 2022, thematic working sessions in January 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND; reports on the socio-economic situation, state budget revenue and expenditure in February, key tasks and solutions in March 2022 and contents under its authority.

After listening to reports from relevant departments and branches and discussions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in February, key tasks and solutions in March 2022

1. Results achieved

- Sectors and levels have paid attention to and taken care of people's lives, ensuring that everyone has a safe, happy and healthy Spring and Tet holiday. Social security policies, visits and encouragement to meritorious people, policy families, the elderly, and support for the poor have been implemented promptly. Market price management and stabilization have been well implemented; food hygiene and safety of consumer goods during Tet have been ensured; national defense, security and social order and safety have been ensured; traffic accidents and injuries have decreased compared to the same period.

- Agricultural production: spring crop planting area increased by 5.72% over the same period; plant and animal diseases were controlled; concentrated forest planting area is estimated to increase by 10%, timber output is estimated to increase by 6.9%, aquatic product output is estimated to increase by 7.68% over the same period in 2021.

- Industrial production growth index in February increased by 27.69% over the same period; cumulative increase in the first two months of the year was 11.28% over the same period in 2021.

- Service industries such as trade, accommodation, catering, transportation, etc. continue to recover. Total export turnover of goods in the first two months of the year is estimated at 368.84 million USD, up 36.30% over the same period.

- Investment attraction continues to achieve very positive results. As of February 20, 2022, 16 new projects have been granted with a total registered investment capital of VND 954.67 billion; 12 projects have been adjusted, with a total newly granted and increased capital of VND 10,246.91 billion.

- State budget revenue in the first 2 months is estimated at 3,300 billion VND, reaching 22.5% of the estimate assigned by the Provincial People's Council and equal to 112.7% over the same period in 2021. Of which, domestic revenue is estimated at 2,990 billion VND, reaching 21.8% of the estimate and equal to 108.4% over the same period in 2021. Revenue from import-export activities is estimated at 380 billion VND, reaching 29.3% of the estimate and equal to 164.9% over the same period in 2021.

- The basic political security situation is guaranteed, key targets are absolutely protected. The whole province has organized the 2022 military enlistment ceremony safely, ensuring 100% of the assigned targets.

2. Difficulties and limitations

- The Covid-19 epidemic situation is complicated, the number of infections in the community is increasing rapidly, especially after the Tet holiday.

- Prolonged cold weather affects agricultural production and many buffaloes and cows in mountainous districts have died.

- A number of strikes occurred in the area, leading to a shortage of workers, affecting the production and business activities of enterprises and the investment environment of the province.

3. Key tasks and solutions for March 2022

3.1. Continue to focus on directing the implementation of measures to prevent and control the Covid-19 epidemic in the province in accordance with the new situation.

- Levels and sectors:

+ Proactively review and correctly assess the situation to deploy effective epidemic prevention and control measures; in which it is necessary to focus highly on treatment, especially treatment for seriously ill patients.

+ Coordinate and support the health sector in the prevention and control of Covid-19 epidemic. - Department of Health:

+ Review admission and treatment facilities at all levels to meet requirements, especially treating patients on levels 2 and 3, to minimize the risk of death.

+ Deploy mobile medical stations to guide and support Covid-19 patients in home treatment, ensuring patients have access to medical services as quickly and as soon as possible.

+ Speed ​​up the Covid-19 vaccination progress in the spring of 2022, complete the supplementary injection; especially proactively review and mobilize subjects who have not been vaccinated to ensure effective epidemic prevention and control work.

+ Strengthen inspection and supervision of the implementation of epidemic prevention and control measures. Inspect medical supply business establishments to promptly handle speculation and price hikes that affect epidemic prevention and control work.

+ Coordinate with media agencies to strengthen propaganda and guidance on compliance with regulations on Covid-19 prevention and control, especially implementing the 5K recommendations, minimizing mass gatherings, and implementing treatment according to the instructions of the health sector.

+ Synthesize difficulties and problems and propose solutions to adjust measures suitable to the actual situation of epidemic prevention in the area.

3.2. Highly focus and resolutely implement the goals and tasks of the socio-economic development plan and state budget estimates for 2022.

- Levels and sectors:

+ Proactively deploy and urge the effective implementation of tasks and solutions for 2022 set out in Decision No. 166/QD-UBND dated January 18, 2012 of the Provincial People's Committee; closely follow the 2012 Work Program of the Provincial People's Committee to deploy and ensure the progress and quality of assigned tasks, especially tasks to be performed in the first quarter of 2022.

+ The Working Groups focus on directing the implementation of assigned tasks, especially assessing the ability to implement the growth scenario of the first quarter of 2022 compared to the proposed growth scenario; on that basis, review and update the growth scenario of the second quarter and the first 6 months of the year to propose tasks and solutions for implementation.

- Department of Planning and Investment:

+ Urgently advise on the action plan to implement the Socio-Economic Recovery and Development Program according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government and Official Dispatch No. 126/CD-TTg dated February 12, 2022 of the Prime Minister on urging drastic and effective implementation of the Socio-Economic Recovery and Development Program; speed up the disbursement of public investment capital.

+ Coordinate with consulting units, sectors and localities to urgently complete the draft Summary Report on Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, and submit it to the Provincial People's Committee at the regular meeting in March 2022.

+ Coordinate with the Department of Finance and relevant agencies and units to continue to closely follow the progress of drafting documents of the Government and the Prime Minister guiding the order and procedures for implementing Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.

- Department of Agriculture and Rural Development:

+ Direct the implementation of measures to care for and prevent pests and diseases on spring crops, pay attention to coordinating with the Department of Statistics to review and unify data on spring crop area; prevent diseases and cold for livestock and poultry; accurately review the number of buffaloes and cows that have died from the cold to have support policies to ensure the right subjects and regulations.

+ Direct the implementation of the new rural construction plan from the beginning of the year.

- Department of Industry and Trade:

+ Focus on directing key industrial production according to the growth scenario to promote industrial development, especially the processing and manufacturing industry.

+ Advise on organizing the 2022 Import-Export Business Dialogue Conference to find solutions to continue promoting export activities in the area.

+ Closely follow the progress of adding renewable energy plans to the 8th power plan to create favorable conditions to attract investment, especially clean energy, solar power, wind power,...

- Department of Tourism:

+ Proactively develop programs and plans to organize tourism promotion and recovery activities in accordance with the epidemic situation.

+ Advise and prepare to organize the Workshop on developing human resources for tourism in Nghe An in the new normal conditions at the appropriate time.

- Department of Natural Resources and Environment:

+ Urge to focus on completing the 2021 land statistics work at the district level; appraise and submit for approval the land use planning for the 2021 - 2030 period and the 2022 land use plan at the district level.

+ Continue to deploy the Interdisciplinary Inspection Team in mineral activities to advise the Provincial People's Committee to strictly handle cases of illegal mineral exploitation in the area.

- Department of Construction: Review and re-evaluate all urban planning and construction funding activities and propose solutions to improve the quality and efficiency of urban planning and construction work.

- Southeast Economic Zone Management Board:

+ Coordinate with investors to implement projects that have been granted investment certificates, especially Everwin and Ju Teng projects,...

+ Advise the Provincial People's Committee to promptly explain to the Ministry of Planning and Investment about the Tho Loc Industrial Park Project. Closely follow the progress of submitting to the Prime Minister for consideration and approval of the investment policy of the Hoang Mai II Industrial Park Project and the Tho Loc Industrial Park Project.

+ Closely follow the progress of submitting the appraisal project for the overall adjustment of the Master Plan for construction of the Southeast Nghe An Economic Zone to 2040.

+ Coordinate with the health sector and localities to remove difficulties and obstacles for businesses, especially FDI enterprises, in proactively managing labor resources and implementing measures to prevent and control the Covid-19 epidemic.

3.3. Promote disbursement of public investment capital and urge implementation progress, especially for key projects.

- Departments, branches, sectors, People's Committees of districts, cities, towns, investors:

+ Organize review and handle organizations and individuals related to the slow disbursement of project capital; report to clarify the objective and subjective reasons for not fully disbursing the assigned planned capital according to the content of Official Dispatch No. 896/UBND-KT dated February 15, 2012 of the Provincial People's Committee.

+ Based on the established disbursement plan, commit to implementation, proactively find solutions to remove difficulties and obstacles to promote disbursement of capital plan sources in 2022. For new projects or new bid packages, promptly complete design approval procedures, estimates, and bidding procedures to soon start construction.

+ Focus on directing compensation, support and resettlement work, promptly handling problems related to site clearance of projects to ensure progress, especially key projects.

+ In March 2022, investors are required to complete procedures for recovering advanced capital and paying outstanding construction debts of projects assigned to the 2022 public investment plan.

- Department of Planning and Investment:

+ Review and advise competent authorities to propose extending or recovering remaining funds for projects that do not fully disburse the planned targets for 2021.

+ Advise the Working Group on Public Investment to establish an inter-sectoral working group to inspect and urge units to remove difficulties and obstacles to speed up implementation progress and capital disbursement.

- Department of Transport: Focus on directing the acceleration of construction progress of key projects; coordinate with relevant sectors, localities and units to focus on directing compensation and site clearance for North-South expressway projects to ensure timely handover, avoid material shortages and increase prices of construction materials.

- Department of Finance: Advise on arranging and ensuring capital for site clearance for the coastal road project in March 2022.

3.4. On budget revenue and expenditure management.

- Department of Finance:

+ Direct the synchronous implementation of budget collection solutions according to schedule.

+ Manage state budget expenditures effectively, tightly, and economically; prioritize resources for epidemic prevention and control; support people in difficulty and prevent, combat, and overcome the consequences of natural disasters; and support the promotion of key projects.

- The Tax Department closely coordinates with the Department of Natural Resources and Environment and the District People's Committee to review, inspect, and urge the collection of land use fees and land rents for real estate business projects that have been allocated land; determine land prices to collect correctly, fully, and promptly the amount of money payable to the state budget.

3.5. On the cultural and social fields.

- Department of Labor, War Invalids and Social Affairs:

+ Continue to urge the completion of the settlement of regimes and policies to support difficulties caused by the Covid-19 pandemic to ensure the right subjects according to regulations.

+ Strengthen inspection and examination of compliance with labor laws. Regularly monitor and promptly resolve problems and conflicts arising in labor relations, and prevent labor disputes from prolonging and leading to strikes.

+ Continue to improve the quality of operations of the employment service system; strengthen consulting and job referral activities, connect labor supply and demand, especially support businesses with labor shortages in industrial parks.

- Department of Education and Training: Direct the unified implementation of school opening in the province in accordance with the epidemic situation under the guidance of the Ministry of Education and Training and the health sector.

- Department of Culture and Sports:

+ Strictly manage and ensure Covid-19 prevention and control in organizing festivals at temples, pagodas, historical sites, and crowded places.

+ Advise on organizing activities and programs to celebrate the 132nd birthday of President Ho Chi Minh; develop a plan to organize the Lotus Village Festival.

+ Coordinate with the Ministry of Culture, Sports and Tourism to prepare for the launching ceremony of the movement to build cultural life at the grassroots level.

3.6. On state management work. - All levels and sectors:

+ Focus on implementing key tasks on digital transformation in state agencies in 2022 according to Directive No. 05/CT-UBND dated February 21, 2012 of the Provincial People's Committee.

+ Closely follow the 2022 work program of the Provincial People's Committee to proactively prepare assigned contents, ensuring quality and progress.

+ Departments, branches and localities with proposed content shall proactively complete relevant documents according to regulations to submit to the extraordinary meeting of the Provincial People's Council scheduled to be held in April 2022.

- Department of Home Affairs:

+ Continue to advise on the organization and arrangement of administrative agencies and public service units according to regulations, especially urging the implementation of Notice No. 380-TB/TU dated September 28, 2021 of the Provincial Party Standing Committee on the policy of arranging the apparatus of specialized agencies under the Provincial People's Committee according to Decree No. 107/2020/ND-CP of the Government.

+ Proactively advise on the implementation of the project to expand the administrative boundaries and urban space of Vinh city.

+ Continue to organize inspection teams to enforce discipline and administrative discipline at agencies and units.

- Department of Information and Communications:

+ Continue to implement communication work on Covid-19 prevention and control.

+ Advise on the development of the Resolution of the Provincial Party Executive Committee on digital transformation of Nghe An province by 2025, with a vision to 2030, and the Plan to implement the Resolution of the Provincial People's Committee.

3.7. On ensuring national defense, security and social order and safety.

- Provincial Military Command:

Continue to advise on the implementation of preparations for organizing the Provincial Defense Zone and District Defense Exercise in 2022.

- Provincial Police:

+ Grasp the situation, proactively deploy measures to prevent, detect, combat and stop activities that take advantage of complaints to incite crowds, disrupt security and order; activities that collude, entice and incite workers to strike and stop work in violation of regulations, causing complications in security and order.

+ Strengthen the fight against crime and social evils. Continue to clarify violations related to the implementation of social security policies, bidding, bid designation, and settlement of projects using state budget capital to find solutions.

+ Strengthen traffic control patrols, contain and reduce traffic accidents, prevent and fight fires; implement measures to prevent and fight Covid-19 epidemic in the area.

II. Recommendations and proposals

1. Regarding Covid-19 prevention and control and bus stop arrangement in the Southeast Economic Zone

- Assign the Department of Health to preside over and coordinate with the Southeast Economic Zone Management Board to review and identify a number of facilities for receiving and treating Covid-19 patients in industrial parks to support the use of labor by enterprises, giving priority to enterprises that fully meet the requirements on facilities.

- The Department of Transport shall coordinate with the Southeast Economic Zone Management Board to review and arrange bus stops in industrial parks to ensure suitability and convenience for workers.

2. On investment in rural clean water projects using ODA sources and extension of the Agreement on the North Nghe An Irrigation Project - JICA

Agree with the proposal of the Department of Agriculture and Rural Development. Assign the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and units to complete the dossier and report to the Provincial People's Committee for consideration and decision.

III. Contents under the authority of the Provincial People's Committee

1. Report on the assessment of 1 year of implementing the action program to implement the Resolution of the 19th Provincial Party Congress

The Provincial People's Committee unanimously approved the draft Report prepared by the Department of Planning and Investment. The Department of Planning and Investment was assigned to preside over and coordinate with the Provincial People's Committee Office to complete the draft, advise the Provincial People's Committee Party Committee to submit it to the Provincial Party Standing Committee.

2. Draft Plan to summarize 10 years of implementing Resolution No. 26 NQ/TW dated July 30, 2013 of the Politburo on directions and tasks for developing Nghe An province until 2020

The Provincial People's Committee unanimously approved the draft Plan prepared by the Department of Planning and Investment. The Department of Planning and Investment was assigned to preside over and coordinate with the Provincial People's Committee Office to complete the draft, advise the Provincial People's Committee Party Committee to submit it to the Provincial Party Standing Committee.

3. Draft Resolution of the Provincial People's Council Stipulating a number of specific mechanisms and policies to support the implementation of the Project "Building a central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030".

- The Provincial People's Committee unanimously approved the draft Resolution prepared by the Do Luong District People's Committee. The Provincial People's Committee Office was assigned to coordinate with the Do Luong District People's Committee to complete the draft Resolution, advise the Provincial People's Committee to report to the Provincial Party Committee Standing Committee, and submit to the Provincial People's Council according to regulations.

4. Draft Resolution of the Provincial People's Council on the policy of converting forest use purposes to other purposes as prescribed in Clause 3, Article 20 of the Forestry Law to implement projects in Nghe An province.

The Provincial People's Committee unanimously approved the draft Resolution prepared by the Department of Agriculture and Rural Development. The Provincial People's Committee Office was assigned to coordinate with the Department of Agriculture and Rural Development to complete the draft Resolution and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.
