Instructions for connecting and sharing data through the National Data Integration and Sharing Platform
(Baonghean.vn) - The Ministry of Information and Communications has just issued Document No. 677/BTTTT-THH guiding the connection and sharing of data through the National Data Integration and Sharing Platform.
The document is sent to Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally run cities.
According to the United Nations e-Government Report 2018, 2020, data is becoming increasingly important in developing services towards digital government, digital economy, digital society. Data sharing is a prerequisite for providing digital services, simplifying processes, changing organizational models, and ways of providing services.

In Decision No. 942/QD-TTg dated June 15, 2021 of the Prime Minister approving the Strategy for e-Government development towards digital Government for the period 2021-2025, with a vision to 2030, the viewpoint on data development in digital Government was clearly defined, which is: “Data is the new resource. State agencies open data and provide open data to serve the development of digital government, digital economy, and digital society. State agencies connect and share data so that people only have to declare and provide data once to state agencies and essential public service providers.”.
Connecting, integrating and sharing data between state agencies, especially data from national databases and information systems with scale and scope from central to local levels will help maximize data value; improve the quality of public services provided to people and businesses in a user-centric direction, so that people and businesses do not have to provide information manually and multiple times to state agencies and service providers; avoid duplicate investment and waste.
According to Decree No. 47/2020/ND-CP and the Vietnam e-Government Architecture Framework, the connection of information systems and databases between ministries, branches and localities on a national scale must be through the National Data Integration and Sharing Platform. In order to carry out the tasks assigned by the Government and the Prime Minister, the Ministry of Information and Communications has built and put into use the National Data Integration and Sharing Platform (NDXP-National Data Exchange Platform), serving the connection, integration and sharing of data between ministries, branches and localities.
Currently, it has connected with more than 90 ministries, branches, localities, and enterprises; 10 databases, 08 information systems; in 2021, 180,919,031 transactions were made through NDXP; every day, there are about 500,000 transactions through the National Data Integration and Sharing Platform. Each transaction will help people and businesses not have to provide and declare information multiple times; help civil servants, public employees, and workers not have to enter data, synthesize data on many different software; help leaders have synthesized, unified, and reliable information to make timely and effective decisions; help increase data reuse, avoid duplicate investment, and cause waste. Assuming that each transaction saves society 3,000 VND (travel costs to and from the place of paper document certification, document certification costs, waiting time, processing costs of civil servants; not to mention opportunity costs, costs of storing paper documents...), in 2021, connecting and sharing data through the National Data Integration and Sharing Platform has contributed to saving hundreds of billions of VND for society.
Pursuant to Decree No. 47/2020/ND-CP, Vietnam e-Government Architecture Framework, and the recent practice of organizing and implementing connection and data sharing, the Ministry of Information and Communications issued Document No. 677/BTTTT-THH dated March 3, 2022 on guidelines for connection and data sharing through the National Data Integration and Sharing Platform. The issuance of the above guidance document by the Ministry of Information and Communications will help to unify, optimize, and facilitate the management, operation, maintenance, and security of network information of connections on a national scale.
Document No. 677/BTTTT-THH dated March 3, 2022 of the Ministry of Information and Communications includes 02 appendices with detailed instructions with the following summary contents:
Appendix 1 clearly states the scope of application, applicable subjects as well as an overview of the National Data Integration and Sharing Platform (NDXP), and clearly defines the roles of the Ministry of Information and Communications, ministries, branches, localities and the Government Cipher Committee in organizing the management, operation, and ensuring network information security of components serving the connection and data sharing with NDXP.
In addition, Appendix 1 also clearly defines the technical requirements for connecting to NDXP; Instructions for connecting and sharing data according to a centralized model; Instructions for sharing data according to a distributed model; Organization of transaction monitoring and reconciliation
Appendix 2: Distributed Platform Connection Guide
Appendix 2 presents technical details on connecting and sharing data through the Data Sharing Platform according to the distributed model. The appendix provides specific instructions on installing the connection server, sharing distributed data; Instructions for deploying data sharing services; Instructions for exploiting services.
Creating, connecting, sharing, and opening data among state agencies is extremely important, creating a premise to promote rapid digital transformation in Vietnam on all three pillars of digital government, digital economy, and digital society. This is also one of the main contents used by the Ministry of Information and Communications to assess the level of digital transformation of ministries, branches, and localities every year.
The document stated that, during the implementation process, if there are any difficulties or problems, ministries, branches and localities should promptly report to the Ministry of Information and Communications through the focal unit, the Department of Information Technology, for guidance and coordination in resolving them./.
