(Baonghean.vn) - Recently, the use of weapons, explosives, and supporting tools to commit illegal acts has tended to increase. Notably, many cases of subjects using hot weapons and guns to commit crimes and resolve conflicts have caused public outrage.
To prevent and effectively combat this type of crime, the Ministry of Public Security recommends that people:
- Strictly comply with the provisions of the Law on Management and Use of Weapons, Explosives and Supporting Tools. Do not illegally produce, manufacture, store, transport, use, trade, or assist in violations of the law on weapons, explosives and supporting tools.weapons, explosivesand support tools.
- When detecting violations of the law on weapons, explosives and supporting tools, immediately report to the nearest police agency or local authorities for timely prevention and handling measures.

- Organizations and individuals currently storing weapons, explosives and supporting tools must voluntarily go to the police to hand them over; in case of intentional violations, when discovered, they will be strictly handled according to the provisions of law.
During the peak period of attacking and suppressing crimes to ensure security and order for the Lunar New Year of Nham Dan 2022, the police of units and localities discovered and arrested 565 cases, 902 subjects illegally manufacturing, trading, transporting, storing, and using weapons, explosives, and supporting tools, and seized 249 guns of all kinds, including 359 cases and 622 subjects illegally using weapons, explosives, and supporting tools. However, crimes and violations of the law on weapons, explosives, and supporting tools are still complicated.
The Ministry of Public Security said it will direct the Public Security of units and localities to focus on implementing a number of key tasks:
- Advise local Party committees and authorities to direct agencies, departments, unions, political and social organizations to propagate and mobilize people to strictly comply with the provisions of the Law on Management and Use of Weapons, Explosives and Supporting Tools. Step up propaganda and mobilization work to mobilize people to hand over weapons, explosives and supporting tools to thoroughly recover weapons, explosives and supporting tools remaining in society. Organize screening and make a list of subjects with criminal records, suspected of illegally storing and using weapons, explosives and supporting tools to have measures to propagate, mobilize, fight and handle.

- Strengthen the work of grasping the situation and conflicts among the people to promptly detect and have plans to handle incidents, not allowing conflicts to accumulate and last long, resolving large conflicts into small ones, small ones into no more conflicts, not allowing crimes to arise, including crimes using weapons, explosives, and supporting tools to commit crimes.
-Do a good job of receiving reports, denouncing crimes, and recommending prosecutions related to weapons, explosives, and supporting tools. For cases involving weapons, explosives, and supporting tools, it is necessary to focus on investigating, clarifying, and tracing the origin of weapons, explosives, and supporting tools to strictly handle the subjects.

- Coordinate with functional forces (Customs, Border Guard, Coast Guard, Market Management...) to strengthen inspection and strictly control border routes, border gates, seaports, trails, and openings, promptly detect and prevent acts of illegal trading and transportation of weapons, explosives, and illegal support tools from abroad into Vietnam.
The crime of illegally manufacturing, storing, transporting, using, trading or appropriating military weapons and military technical means is regulated in Article 304 of the 2015 Penal Code, amended and supplemented in 2017. The law stipulates that the penalty for this crime is divided into four frames. Accordingly, frame one (clause 1) has a prison term of 01 to 07 years. Frame two (clause 2) has a prison term of 05 to 12 years. Frame three (clause 3) has a prison term of 10 to 15 years. Frame four (clause 4) has a prison term of 15 to 20 years or life imprisonment.
In addition to being subject to one of the main penalties mentioned above, depending on each specific case, the offender may also be subject to: a fine from VND 10,000,000 to VND 50,000,000, probation or residence ban from 01 year to 05 years.
