Reviewing the draft resolution approving the list of works and projects that need to be completed.land acquisitionAccording to the provisions of Clause 3, Article 62 of the Land Law in the province; the issue that some members attending the meeting were concerned about was that the rate of constructions and projects implemented after the Provincial People's Council's land recovery policy was still low.
It is requested that the agency drafting the draft resolution, the Department of Natural Resources and Environment, explain and clarify; at the same time, have solutions to increase the rate of implementation of works and projects after the land recovery policy is issued.

The draft resolution approving the list of works and projects requiring land recovery according to the provisions of Clause 3, Article 62 of the Land Law in the province proposed a list of 25 works and projects with a total area of 61.59 hectares of land in 6 localities.
Including Do Luong district with 14 projects; Nghi Loc district with 5 projects; Vinh city and Yen Thanh district with 2 projects each; Cua Lo town and Nam Dan district with 1 project each.

Reviewing the draft resolution on converting the purpose of using rice-growing land according to the provisions of Clause 1, Article 58 of the Land Law to implement works and investment projects in the province, members are interested in the basis and legal basis for implementation.
On the other hand, regarding the land conversion to implement land auctions for land use rights in localities, opinions at the meeting suggested that the Provincial People's Committee should develop an infrastructure investment process for land use rights auctions, ensuring compliance with regulations on public investment and consistency throughout the province, creating convenience for localities, increasing the implementation rate after converting land use purposes.

The draft resolution on converting the purpose of using rice-growing land according to the provisions of Clause 1, Article 58 of the Land Law proposes to convert the purpose of using 22.38 hectares of rice-growing land to carry out 22 projects in 6 localities: Do Luong, Nghi Loc, Thanh Chuong, Nam Dan, Yen Thanh and Vinh city.
The Economic - Budget Committee of the Provincial People's Council also reviewed the draft resolution on the policy of converting forest use to other purposes to implement projects in the province.

Accordingly, the Economic - Budget Committee of the Provincial People's Council agreed with the content of the Provincial People's Committee's proposal on the policy of converting forest use purposes to other purposes for more than 128 hectares of forest to implement projects in the area; including protective forests, production forests and forests planned for other non-forestry purposes.
The Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on handling the remaining undisbursed capital under the public investment plan from the local budget in 2021 and 2020 extending to 2021.
