Nghe An Provincial People's Council begins to organize 'paperless meetings' from the 5th Session, 18th term

The Standing Committee of the 18th Nghe An Provincial People's Council, term 2021 - 2026, has announced the convening of the 5th Session (Special Session) on the morning of March 25 to carry out the contents under its authority.

It is noteworthy that at this thematic session, for the first time the Provincial People's Council will not distribute paper documents. The People's Council delegates will receive the session documents sent to their email inbox and access them via software on the provided Ipad.

Recently, the Office of the National Assembly Delegation and the Provincial People's Council has coordinated with an information technology company to build and deploy the "Paperless Session" software, which can operate on tablets and smartphones using iOS, iPadOS and Android operating systems.

This software has utilities including: Meeting agenda, meeting documents, voting system connection, delegate list, notes, announcements and comments, registration for speeches and debates. Provincial People's Council delegates will be given a separate account to exploit and use the utilities on the "Paperless Session" software.

According to the program, before the opening day of the Session scheduled for the morning of March 25, the Provincial People's Council delegates will be instructed on how to use the software on the afternoon of March 24.

The Provincial People's Council is one of the pioneers in digital transformation of activities in Nghe An. The organization of "paperless meetings" marks a new step forward in the form of organizing meetings of the Provincial People's Council, which has been oriented from the beginning of the 18th term. This is an activity within the overall digital transformation program of the Nghe An Provincial People's Council.

Currently, the Standing Committee of the Provincial People's Council is developing the Project "Improving the quality and efficiency of the Provincial People's Council's operations for the 2021-2026 term"; in which the content especially emphasizes the application of information technology and digital transformation in the operations of the Provincial People's Council.

The goal is to synchronously deploy the information system, manage the activities of the Provincial People's Council; propagate, disseminate, raise awareness, train and foster the capacity to apply digital technology to the activities of Provincial People's Council delegates, as well as cadres and civil servants in the advisory body of the Provincial People's Council; complete regulations on applying information technology and digital transformation to all activities of the Provincial People's Council.

The Project "Improving the quality and efficiency of the Provincial People's Council's operations for the 2021-2026 term" will be submitted to the Standing Committee of the Provincial People's Council for comments at the regular meeting next March; then submitted to the Standing Committee of the Provincial Party Committee for consideration, before submitting to the Provincial People's Council meeting scheduled to be held in July 2022 to issue a Resolution on the implementation of the Project.
