More than 100 meritorious people in Nghe An received support money to build houses after nearly 10 years of waiting.

On March 22, Mr. Vo Dinh Ban (92 years old, Dien Thinh commune, Dien Chau), said that he had just received 40 million VND in support for building a house under Decision 22 of the Government after nearly 10 years of waiting. Mr. Ban is one of the veterans who suffered losses due to irresponsible district officials, which Nghe An Newspaper reported on 2 years ago. To claim their rights, in recent years, Mr. Ban and his descendants have sent a series of complaints to many government agencies.

Accordingly, in 2013, like many other localities, Dien Thinh commune established a team to go house to house to review each case to support housing difficulties for people with meritorious services according to Decision 22/2013/QD-TTg of the Government. After reviewing, there were 154 households eligible for support. These people were asked by the commune to prepare documents with applications to submit to higher authorities. After compiling all the documents, in early 2014, Dien Thinh commune submitted them to the Department of Industry and Trade (now the Department of Economy - Infrastructure of Dien Chau district).
“At that time, we were all excited because the government cared for us,” said Hoang Van Cuc, one of the revolutionary contributors whose documents were lost. After submitting their documents to the district, these people were asked to build and repair their houses first and then receive support money later. Trusting the officials, many families, despite having no money, ran around and borrowed money everywhere to build their houses.

In May 2014, the People's Committee of Dien Chau district issued a decision approving the list of households with revolutionary contributions to receive housing support. At this time, hundreds of revolutionary contributors in Dien Chau district were shocked because their names were not on the list. Of these, Dien Thinh commune only had 101 households on the list, the remaining 53 households were not eligible for the policy.
“No one has explained to us why we are not eligible for the policy. At this time, many households have already built houses,” Mr. Hoang Van Cuc added. Believing that “it will be their turn,” they still patiently wait. But year after year, they still do not receive the support money.
It was not until 2018 that people with revolutionary contributions in Dien Thinh commune began their journey to file complaints. At that time, they learned that their names were not included in the support project. After receiving feedback from the people, Dien Chau district began to investigate. After that, district officials visited Dien Thinh commune many times. The district even blamed the commune officials for not sending the documents to the district.
After a long period of complaints, the inspection team of Dien Chau district finally determined that Mr. Phan Xuan Tuan (Deputy Head of the Infrastructure Economic Department), who directly received the dossiers of the veterans, had lost them later. At this time, Mr. Tuan admitted that the process of receiving dossiers of policy families went through many stages, the number of dossiers was large, the participating staff changed through many stages, so the preservation and handover were not consistent, leading to omissions and losses. Mr. Tuan was later disciplined, but to this day still holds the same position, Deputy Head of the Infrastructure Economic Department.
Not only in Dien Thinh, in Dien Chau district, there are many other localities where similar situations occur when veterans are disadvantaged due to irresponsible officials. Specifically, in Dien Phu commune, there are 67 cases that were not approved in the project because the commune submitted documents late. The deadline for submitting documents was before April 25, 2014, but nearly a month later, Dien Phu commune submitted them to the district's Economic - Infrastructure Department. In Minh Chau commune, there are 13 households that were not included in the approved project despite having submitted complete documents... Although the fault was determined to be the officials in charge of receiving the documents, because the housing program for people with revolutionary contributions ended in 2019, the settlement for these disadvantaged veterans has been in a deadlock for a long time, because the district has no funds.
Mr. Tang Van Luyen - Chairman of Dien Chau District People's Committee said that he has just signed a decision on the settlement of housing support funds for people with revolutionary contributions according to Decision 22, in which the district budget allocated more than 2 billion VND to support these disadvantaged veterans. "In the whole district, there are more than 100 disadvantaged cases due to mistakes of district and commune officials. This year, we are trying to allocate the district budget to support about 2/3 of the cases, the rest will have to wait until next year to have the source," said Mr. Luyen.
