Hoa Xuan village is located 13km through the forest from the center of Keng Du commune, Ky Son district. It is home to 100% Khmu ethnic minority people, mostly poor households. Due to the prolonged Covid-19 pandemic, some students were reluctant to return to school.

To ensure the children's education, the Keng Du Border Guard Post has coordinated with local authorities and schools to directly visit families to promote and encourage the children to return to school and continue their studies.
