Opening of the Conference of full-time National Assembly deputies
On the morning of March 28, at the National Assembly House, a conference of full-time National Assembly deputies was held to discuss a number of draft laws to be submitted to the 3rd Session of the 15th National Assembly. General Secretary Nguyen Phu Trong attended the conference.

At the recent First Session, General Secretary Nguyen Phu Trong gave a speech directing the activities of the 15th National Assembly, in which he set out the requirement: “The National Assembly needs to continue to promote its role and position more strongly in creating a legal framework for the country's activities, serving the tasks of socio-economic development, ensuring national defense, security and foreign affairs. Speed up the speed and improve the quality of promulgating legal documents; promptly build a complete and synchronous legal system, ensuring quality, meeting practical requirements. Prioritize the construction of new laws and supplementary laws in key areas of key significance, with high feasibility, creating a breakthrough in socio-economic development”.

“Thoroughly implementing the direction of the General Secretary, right from the beginning of the term, the Party Delegation of the National Assembly issued an Action Program to implement the Resolution of the 13th National Congress of the Party, the Standing Committee of the National Assembly issued Plan No. 81 to implement Conclusion No. 19-KL/TW of the Politburo on the orientation of the Law-making Program for the 15th National Assembly, which identified 137 legislative tasks with 8 major orientation groups and 70 specific orientations to synchronously complete the legal system, mobilize, manage and effectively use all resources for national development,” the National Assembly Chairman emphasized.
According to the National Assembly Chairman, the upcoming 3rd Session of the National Assembly will focus on legislative work. With the spirit of careful preparation, early and from afar, immediately after the end of the 2nd Session, the National Assembly Standing Committee directed the agencies in charge of the review to coordinate with the drafting agencies and relevant agencies to promptly synthesize, seriously explain, and absorb the opinions of National Assembly deputies; organize many field surveys, seminars, and discussions to collect opinions from subjects directly affected, and consult with experts, scientists, and managers to have more information, theoretical basis, and practice to perfect the draft Laws that the National Assembly commented on at the 2nd Session.
At the 8th and 9th sessions, the National Assembly Standing Committee spent a lot of time giving comprehensive opinions on the draft laws, especially on major and important issues and issues with different opinions; directed the agency in charge of the review to coordinate with the drafting agency to complete the dossier, report and explanation, and receive opinions from the Conference of full-time National Assembly deputies, the Vietnam Fatherland Front, and the Vietnam Chamber of Commerce and Industry (VCCI) to further improve the quality of the draft laws before submitting them to the National Assembly for consideration and approval at the 3rd Session to ensure the highest quality and save time during the Session.
The National Assembly Chairman emphasized: The time for organizing the Conference is not long, only 2 days to give opinions on 4 important draft laws, which are the draft Law on amending and supplementing a number of articles of the Law on Intellectual Property; the draft Law on Emulation and Commendation (amended); the draft Law on Cinema (amended) and the draft Law on Insurance Business (amended).
“We request that full-time National Assembly deputies clearly demonstrate their role as core and key forces, promote their extensive experience and in-depth knowledge, contribute many quality and dedicated opinions; discuss and debate clearly expressing their opinions, having in-depth analysis, convincing arguments, and actively responding to the issues of the draft Law as well as practical issues raised so that the National Assembly Standing Committee can direct continued improvement, ensuring the highest quality for submission to the National Assembly for consideration and decision at the 3rd Session. During the discussion, if deemed necessary, the Chair and the Conference moderator will invite representatives of the drafting agency and the reviewing agency to report and discuss to clarify further issues of concern to the deputies,” the National Assembly Chairman said.
After the opening speech of the conference by National Assembly Chairman Vuong Dinh Hue, National Assembly Vice Chairman Nguyen Khac Dinh chaired the discussion session on the draft Law amending and supplementing a number of articles of the Law on Intellectual Property.
Next, Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented a report on the expected reception, explanation and revision of the draft Law amending and supplementing a number of articles of the Law on Intellectual Property; the delegates discussed.
On the same afternoon, Permanent Vice Chairman of the National Assembly Tran Thanh Man will chair the discussion session on the draft Law on Emulation and Commendation (amended). Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh will present a report on the expected reception, explanation, and revision of the draft Law on Emulation and Commendation (amended); delegates will discuss.
Also at this Conference, full-time National Assembly delegates will discuss the draft Law on Cinema (amended) and the draft Law on Insurance Business (amended).
