Synchronizing solutions to contribute to stabilizing labor relations in Nghe An
(Baonghean.vn) - Nghe An province has more than 13,500 enterprises operating in production and business with more than 232,000 employees. In recent times, labor relations in the province have been basically stable and harmonious, and enterprises have gradually complied seriously, fully, and correctly with regulations. To build this, there is an important contribution from trade union organizations at all levels.
TAKE TIMELY ACTION TO RESOLVE SPONTANEOUS STRIKES
In the first 3 months of the year, 4 incidents occurred in the province.strike, collective work stoppages. The causes of the incidents stem from disputes over interests. Most of them are related to the following contents: Requests to increase basic salary, pay bonuses, increase allowances, improve the quality of mid-shift meals, Covid-19 support regime, attitude of management...
Among them, there is a small group of workers who lack information and are not interested in learning about labor laws, so they are enticed and incited to demand their rights.

Immediately after the incidents, the Provincial Federation of Labor directed the Federation of Labor of districts and cities to coordinate with district-level departments and branches to promptly be present at the company to support stabilizing the situation and participating in the resolution; grasp and collect proposals, recommendations, and aspirations of employees; coordinate with competent agencies to review, classify, and assess the level and legality of proposals and recommendations. Coordinate to resolve strikes in accordance with the authority prescribed in Decision No. 29/QD/2021/QD-UBND dated September 22, 2021 of the Provincial People's Committee on promulgating regulations on coordination in resolving strikes that do not follow the procedures prescribed by law in the province; propose to the authorities to establish and participate with the strike resolution team; organize work with business owners, participate in negotiation dialogues between businesses and employees to find solutions to resolve recommendations, and mobilize employees to return to work.
For complex cases such as atViet Glory Company Limited(Dien Chau), realizing that the strike tended to last longer and that it would be difficult for the district level to resolve it completely, the Provincial Federation of Labor established a working group led by the Vice President of the Provincial Federation of Labor to directly advise, negotiate and bargain with the business owner based on an analysis of the business situation and the State's regulations on labor law, in order to both protect the legitimate rights and interests of the workers and ensure an environment to attract investment in the province, helping businesses to soon stabilize production and business. The working group persistently, flexibly but resolutely resolved the strike to negotiate, persuade and find a common voice. Thanks to the efforts of the Trade Union, the business agreed to resolve the workers' petitions and the workers returned to work.

After that, the Provincial Federation of Labor also continued to direct trade unions at all levels to regularly monitor, supervise, and grasp the situation after the strike, mobilize workers to work actively, and build harmonious, stable, and sustainable labor relations.
Assessing the effective participation in resolving strikes of Nghe An Trade Union, comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice ChairmanProvincial People's Committeesaid: “When the incident occurred, the Provincial Federation of Labor and Trade Unions at all levels promptly and responsibly coordinated with all levels, sectors and local authorities to participate in resolving strikes and collective work stoppages; propagandized and mobilized workers to return to work. At the same time, the trade union persuaded employers to support and increase workers' income, contributing to building harmonious labor relations. The Provincial People's Committee also sympathized with the Provincial Federation of Labor and Trade Unions at all levels when the union staff was still small and had to perform many tasks of the trade union organization, thus also encountering certain difficulties".
The Standing Vice Chairman of the Provincial People's Committee also shared his hope that Nghe An Trade Union would continue to promote its role and position in caring for and protecting the legitimate rights and interests of union members and workers; and actively contribute to building harmonious and progressive labor relations in enterprises.
IMPLEMENTING SOLUTIONS SYNCHRONIZED
Comrade Kha Van Tam - Member of the Provincial Party Committee, Chairman of the Provincial Labor Federation said that with many synchronous and flexible methods, the Trade Unions at all levels have minimized the number of strikes and collective work stoppages at enterprises. From there, well implementing thepolitical tasks of the trade union organization,ensure the legitimate rights and interests of workers.

Specifically, the union has made efforts to perform its functions and tasks of representing workers; accompanying businesses to take care of workers; actively advising business owners to systematically implement policies and regimes for workers so that they can work with peace of mind, maintain stable and developing labor relations. To resolve problems and recommendations from workers, the union has played a good role as a bridge, promptly conveying issues to workers and business owners.
The contributions of Nghe An Trade Union in building labor relations in the province in recent times have been recognized by local authorities and enterprises, thereby, assessing more realistically the role of the Trade Union organization. To achieve that, it is a great effort of the whole system, but the difficulties and challenges are still very great.

The Chairman of the Provincial Federation of Labor commented: In the coming time, labor relations in the province may become complicated, with high potential risks of labor disputes, collective work stoppages, strikes, affecting labor relations. To proactively respond, prevent and resolve effectively, the Provincial Federation of Labor has directed trade unions at all levels to deploy many synchronous, immediate and long-term solutions. In the immediate future, focus on staying close to the grassroots, visiting, grasping the situation, aspirations,workers' proposal, especially FDI enterprises and enterprises with a large number of employees. Review the contents of labor management in enterprises such as: Labor regulations, salary and bonus regulations, collective labor agreements...; grasp the situation of salary and bonus payment, allowances and welfare regimes for employees. Recommend that enterprises immediately overcome limitations in issuing labor management documents as well as properly implementing labor laws.
At the same time, direct the Chairman of the grassroots Trade Union to proactively propose to the business owner to organize a conference of workers; organize regular and ad hoc dialogues at the workplace according to Articles 63 and 64 of the Labor Code; install suggestion boxes at the enterprise to collect recommendations from workers. Organize propaganda and legal advice on policies related to workers. Fully grasp information of enterprises in the area such as: Production and business results, profits, tax payments, growth, etc. to serve as a basis for dialogue and resolution when strikes occur. Coordinate, promote and enhance the responsibility of the People's Committees of districts in labor management, handling illegal strikes; support the grassroots trade unions of enterprises in the process of grasping thoughts and aspirations and participating in mediation and dialogue when strikes occur.

In particular, we must improve the quality of our staff.grassroots union staff.
