On March 25, 2022, the Provincial People's Committee held a regular meeting in March chaired by Chairman of the Provincial People's Committee Nguyen Duc Trung. Attending the meeting were members of the Provincial People's Committee, Committees of the Provincial People's Council; leaders of relevant departments, branches, units and People's Committees of districts, cities and towns (online). |
At the meeting, the Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting in February 2022, thematic working sessions in February 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND; Reports on the socio-economic situation, state budget revenue and expenditure, administrative reform work in the first quarter of 2022, key tasks and solutions in the second quarter of 2022 and contents under its authority.
After listening to reports from departments, branches, People's Committees of districts, cities, towns and opinions discussed at the meeting,Chairman of the Provincial People's Committee Nguyen Duc Trungconclude as follows:
I. Socio-economic situation in the first quarter of 2022, key tasks and solutions in the second quarter of 2022
1. Results achieved:
- In the first quarter, all levels and sectors focused on implementing the Resolutions of the Government, the Provincial People's Council, and the 2022 Plan; proactively developing growth scenarios, setting out key tasks and solutions for direction and administration right from the beginning of the year. The Provincial People's Committee issued Decision No. 166/QD-UBND dated January 18, 2022, including 06 key contents for direction and administration, 11 groups of tasks, main solutions, and 148 specific tasks. Established 05 Working Groups to direct and promote sectors and fields.
- All levels and sectors have focused on doing a good job in preventing and fighting the Covid-19 epidemic; paying attention to and taking care of people's lives, ensuring that everyone has a safe, happy and healthy Spring and Tet holiday; and effectively implementing vaccination work.
- The first quarter economy achieved positive results, all economic sectors had quite good growth. The total GRDP growth rate is estimated at 6.71%, of which the agriculture, forestry and fishery sector is estimated to increase by 5.77%; the industry - construction sector is estimated to increase by 10.22% (industry alone is estimated to increase by 12.28%); the service sector is estimated to increase by 4.44%; product tax minus product subsidies increased by 9.92%.
+ The spring crop area is estimated to increase by 2.46% over the same period; plant and animal diseases are under control. The industrial production index in March is estimated to increase by 10.89% over the same period; the cumulative increase in the first 3 months of the year is estimated to increase by 10.26% over the same period in 2021.
+ Service industries such as trade, accommodation, catering, transportation, etc. are on the path of recovery; total retail sales of goods are estimated to increase by 20.54%; total export turnover of goods is estimated to reach 544.8 million USD, up 28.1%; the number of tourists is estimated to increase by 2.24% over the same period.
+ Investment attraction achieved positive results: As of March 21, 2022, 30 new projects were granted, 26 projects were adjusted; the total newly granted and increased capital was nearly 14,914 billion VND; 449 newly established enterprises, up 2.2% over the same period.
+ State budget revenue is estimated at 4,357 billion VND, reaching 29.1% of the estimate (of which domestic revenue is estimated at 3,951 billion VND, revenue from import-export activities is estimated at 406 billion VND).
- The cultural and social fields continue to receive attention and direction. Coordinate with the Ministry of Culture, Sports and Tourism to organize the launching ceremony of the implementation of "building a grassroots cultural environment and cadre organization work" with high impact. Effectively implement social security policies, support people facing difficulties due to the Covid-19 pandemic; strengthen support activities, connect to create jobs (in the first quarter, new jobs were created for 17,763 people, an increase of 61.9% over the same period). Complete the general review of poor and near-poor households at the beginning of the period according to the multidimensional poverty standards for the period 2022 - 2025.
-The basic political security situation is well ensured. Deploy civil defense drills, provincial defense zones and districts, cities and towns in 2022.
2. Difficulties and limitations:
- The development of the Covid-19 epidemic and the increase in prices of essential goods such as gasoline, oil, etc. have greatly affected production, business activities and people's lives, especially the shortage of workers at production facilities and enterprises in industrial parks.
- Although compensation and site clearance work has been focused on, the progress of implementation on the ground of some projects is still slow compared to requirements, especially the North-South Eastern Expressway Project.
3. Key tasks and solutions for the second quarter of 2022:
3.1. All levels and sectors continue to closely follow the situation and practices to proactively take appropriate measures to prevent and combat the epidemic, gradually "normalizing" the Covid-19 epidemic.
- Localities:
+ Based on the epidemic situation in the area, proactively respond and mobilize forces to participate in mobile medical stations, appropriately, especially social organizations, unions, community Covid teams, Covid-19 care teams... to support health care and treatment for people infected with Covid-19.
+ Continue to thoroughly grasp and strictly implement medical and administrative measures related to production, business activities, tourism, school opening, and people's travel to ensure scientific and unified work in epidemic prevention and control associated with economic and social recovery and development.
- Department of Health:
+ Advise on the implementation of the Covid-19 prevention and control program in Resolution No. 38/NQ-CP dated March 17, 2022 of the Government.
+ Deploy measures to prevent and control the Covid-19 epidemic in the area, especially providing professional guidance related to epidemic prevention and control in the community, production and business establishments, schools and testing work in the new situation.
+ Coordinate with the Department of Culture and Sports to consider allowing localities to reopen service activities such as karaoke, bars, dance clubs, massage parlors, etc. if they ensure conditions for epidemic prevention and control.
+ Continue to speed up the progress of Covid-19 vaccination for people of designated ages; urgently complete the supplementary injections as planned, ensuring safe vaccination according to regulations and instructions of the Ministry of Health; prepare to summarize the Covid-19 vaccination work (in May).
- The Department of Information and Communications directs press and media agencies to strengthen information and propaganda to ensure timely, accurate and quality information in the work of preventing and fighting the Covid-9 epidemic so that people can raise awareness, responsibility and support the government in implementing epidemic prevention and control work.
3.2. Focus on directing the more drastic and effective implementation of the goals, tasks, and solutions set out in the 2022 socio-economic development plan.
- Departments, branches and localities:
+ According to assigned functions and tasks, continue to implement Decision No. 166/QD-UBND dated January 18, 2022 of the Provincial People's Committee; at the same time, direct the effective implementation of the Socio-Economic Recovery and Development Program in the province according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government and Plan No. 153/KH-UBND dated March 4, 2022 of the Provincial People's Committee.
+ The Working Groups established by the Provincial People's Committee actively deploy and direct the implementation of tasks according to the issued Plan; focus on reviewing and updating the growth scenario for the second quarter of 2022 to have solutions to compensate for the shortfall compared to the proposed scenario.
-Department of Planning and Investment:
+ Coordinate with consulting units, sectors and localities to urgently complete the Provincial Planning Summary Report for the 2021 - 2030 period, with a vision to 2050, advise the Provincial People's Committee to report to the Provincial Party Committee Standing Committee in April 2022; at the same time, collect comments from relevant ministries, sectors and localities to ensure the set progress.
+ Coordinate with the Provincial Party Committee Office to complete the report evaluating the results of 1 year of implementing the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress to ensure progress and report to the Provincial Party Committee Executive Committee.
+ Proactively advise and prepare conditions to organize the summary of 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on directions and tasks for the development of Nghe An province.
+ Preside over the consultation, development and implementation of the plan to organize the Conference to review and summarize the Socio-Economic Development Cooperation Program between Ho Chi Minh City and provinces and cities in each region, scheduled to be held in June 2022 in Nghe An.
+ Advise the Provincial People's Committee to amend the regulations on coordination of inspection and post-inspection handling of slow-progressing investment projects; amend or replace Decision No. 72/2017/QD-UBND dated November 28, 2017 on regulations, order and procedures for implementing investment projects in the province in a transparent, convenient and decentralizing manner (no later than May 2022). The procedure handling process must select important projects and have direct guidance from provincial leaders to ensure compliance with legal regulations.
- Department of Agriculture and Rural Development:
+ Directing spring crop production; developing summer-autumn and winter-spring crop production plans to proactively implement immediately after spring rice harvest; reviewing and regulating water sources reasonably to ensure enough water for production; preventing epidemics (note to work with ministries and branches to promptly support funding due to natural disasters and epidemics); actively directing forest fire prevention, especially in the hot, dry summer months.
+ Focus on implementing the new rural construction plan, especially the implementation of tasks assigned by the Prime Minister in Decision No. 263/QD-TTg dated February 22, 2022 approving the National Target Program on New Rural Construction for the period 2021-2025; coordinate with sectors to implement cement support for localities to build rural roads.
-Department of Industry and Trade:
+ Focus on directing key industrial product plans according to growth scenarios to promote the industry; review and remove obstacles to speed up progress for industrial projects to come into operation soon, adding new production capacity to the economy.
+ Monitor and grasp information on the supply situation, prices of gasoline and some essential materials on the market to promptly advise and direct handling in case of unusual fluctuations.
+ Continue to support businesses in connecting, expanding consumer markets, promoting trade, developing e-commerce; coordinate with the agricultural sector and localities to support agricultural product consumption for people.
+ Continue to closely follow the progress of approving the VIII power plan to have information related to adding power projects to the plan: gas power projects, renewable power projects, solar power projects, wind power projects, hydropower projects...
- Southeast Economic Zone Management Board:
+ Focus on completing the Regulations on coordination in implementing state management work in the Southeast Economic Zone and industrial parks, reporting to the Provincial People's Committee in April 2022.
+ Continue working with the Ministry of Planning and Investment and relevant ministries and branches to submit to the Prime Minister for approval of the investment policy for the Hoang Mai II Industrial Park Project and Tho Loc Industrial Park.
+ Prepare conditions to start construction of the project of investor Ju Teng at Hoang Mai I Industrial Park.
+ Deploy the project to adjust and expand the Southeast Economic Zone to form Nghe An Economic Zone.
+ Coordinate with localities to speed up site clearance for WHA, VSIP, and Hoang Mai I Industrial Park projects; complete procedures to implement investment in Cua Lo Deepwater Port (in April 2022).
- Department of Tourism:
+ Advise on the effective implementation of the Plan to open tourism activities and welcome tourists under new normal conditions to ensure safety and effectiveness.
+ Coordinate with localities to prepare for the 2022 beach tourism season, especially organizing the Cua Lo Tourism Festival 2022 on April 8, 2022; prepare a program to introduce Nghe An Tourism in Hanoi on the sidelines of the VITM Hanoi Fair 2022.
3.3. Promote disbursement of public investment capital; urge implementation progress, especially key projects.
-Departments, branches, localities, investors:
+ Continue to carry out tasks related to urging the disbursement of public investment capital, especially assigning leaders to directly monitor the disbursement progress for each project in order to promptly handle problems and difficulties to achieve the goal of disbursing 100% of public investment capital in 2022.
+ Urgently complete investment procedures for new projects expected to start construction in 2022.
+ Implement the roadmap for applying online contractor selection according to regulations, ensuring publicity and transparency; selecting contractors with sufficient capacity and experience; strictly handling cases of contractors with violations in project quality and progress.
- The Department of Planning and Investment continues to advise on the effective implementation of the Working Group's activities on public investment disbursement; promptly detect and handle difficulties and problems to ensure the progress of public investment projects; strengthen; conduct on-site inspections at construction sites and projects, especially key projects that are behind schedule.
- Department of Transport:
+ Focus on directing the implementation of key traffic projects (such as coastal roads, Vinh - Cua Lo phase 2 traffic roads, National Highway 7C connecting Do Luong - Tan Ky); coordinate with relevant units to focus on implementing the North - South Expressway Project, especially site clearance work.
+ Coordinate with Dien Chau, Yen Thanh, Hung Nguyen districts and Hoang Mai town to resolutely direct the completion of site clearance for the North-South Expressway Project in March 2022.
+ Coordinate with relevant sectors to report on the handover of Vinh Airport's site to expand according to the proposed plan.
+ Continue working with the Ministry of Transport and the Ministry of Finance; urgently consult on a document requesting the Central Government to support funding for compensation for site clearance for the project to expand and upgrade National Highway 1A to remove difficulties for localities.
3.4. On the management of state budget revenue and expenditure.
- Department of Finance:
+ Coordinate with the Tax and Customs sectors to review revenues and revenue shortfalls, and synchronously implement solutions to ensure progress and budget collection targets for 2022.
+ Manage budget expenditures tightly, economically and effectively; resolutely review and cut down on unnecessary budget expenditure tasks; prioritize budget expenditures for epidemic prevention and control and overcoming the consequences of natural disasters and epidemics.
- The Tax Department guides all levels, sectors, agencies and units to actively implement the conversion to using electronic invoices to unify the use of electronic invoices throughout the province from July 1, 2022 according to the direction of the Government and the Ministry of Finance.
3.5. Focus on directing cultural and social fields and implementing social security work.
- Department of Education and Training:
+ Deploy inspection and supervision to ensure safety in epidemic prevention and control work at educational institutions; coordinate with the health sector to closely monitor the epidemic situation to proactively open schools to ensure safety, flexibility, efficiency and consistency in accordance with the instructions of the Ministry of Health and the Ministry of Education and Training.
+ Focus on directing the successful completion of the 2021-2022 school year program; especially organizing well the exams in the province, especially the 2022 high school graduation exam.
- Department of Culture and Sports:
+ Focus on directing and guiding propaganda work and well organizing activities to celebrate major holidays such as: April 30, May 1; National Lotus Village Festival; commemorating the 132nd birthday of President Ho Chi Minh.
+ Coordinate with investors of the Cultural Tourism Area project in Nam Dan; consider and start construction on the occasion of President Ho Chi Minh's birthday.
+ Direct and organize Sports Congresses of districts, cities and towns; towards organizing the 9th Nghe An Provincial Sports Congress.
- Department of Labor, War Invalids and Social Affairs:
+ Focus on grasping the situation of labor supply and demand, employment, and needs of businesses in the area; especially businesses that have just implemented projects to support labor connection and quickly and effectively restore the labor market.
+ Advise on effective implementation of housing rental support policy for workers in the area according to Resolution No. 11/NQ-CP of the Government.
+ Develop a draft Resolution stipulating principles, criteria, and norms for allocating central budget capital and the proportion of local budget counterpart capital to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in the province.
+ Strengthen inspection and supervision of localities and units in implementing policies to support workers to ensure correct targets and correct subjects according to regulations.
3.6 Promote administrative reform, improve the investment and business environment; strengthen state management.
-All levels, sectors and localities:
+ Continue to direct and well implement the key task of the administrative reform theme in 2022 "focusing on digital transformation in state agencies"; ensure publicity and transparency of public services and administrative procedures, creating maximum favorable conditions for people and businesses. Closely review procedures, work processing processes, and evaluate officials to rectify public ethics, awareness, responsibility, and working style of officials and civil servants; promptly handle the situation of taking advantage of power, authority, and duties for personal gain.
+ Review the tasks set out in the first 6 months of the year according to the 2022 work program of the Provincial Party Committee and Provincial People's Committee to proactively prepare assigned contents, ensuring quality and progress.
- Department of Home Affairs:
+ Continue to advise on the implementation of the project to expand the administrative boundaries and urban space of Vinh city according to plan.
+ Preside and coordinate with departments, branches and localities to develop a Project to promote decentralization for People's Committees at district and commune levels and specialized agencies under the Provincial People's Committee (in the spirit of Resolution No. 04/NQ-CP dated January 10, 2022 of the Government on promoting decentralization and delegation of power in state management).
- Provincial People's Committee Office:
+ Coordinate with departments, branches and localities to effectively deploy and operate, ensuring security and safety of the Nghe An Provincial Reporting Information System.
+ Strictly implement the direction of the Provincial People's Committee in Official Dispatch No. 1617/UBND-CN dated March 14, 2022 on strengthening and improving the quality of appraisal work, advising on handling procedures on investment, land, and construction in the province; if it is discovered that the advisory agencies do not comply with the direction of the Provincial People's Committee in the above Official Dispatch, draft advisory documents to be submitted to the leaders of the Provincial People's Committee for criticism, reprimand and strict handling of violations (if any). Monthly synthesis and reporting at the regular meeting of the Provincial People's Committee; request implementation starting from April 2022.
- The Department of Information and Communications advises on the development of the Resolution of the Provincial Party Committee on digital transformation of Nghe An province by 2025, with a vision to 2030, and the Plan to implement the Resolution of the Provincial People's Committee in April 2022.
3.7. Ensure national defense, security and social order and safety; carry out foreign affairs activities according to plan.
- The Provincial Military Command advised on the organization of a good Conference to serve the Military Region 4 Command to work with the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to unify the content of the exercise; the Conference of the Provincial Defense Area Exercise Steering Committee reported the exercise plan and preparation work to the Military Region 4 Exercise Steering Committee.
- Provincial Police:
+ Continue to carry out tasks to ensure security and order in the area, especially during the Hung Kings' death anniversary and April 30 and May 1 holidays; promptly handle issues related to violations in state management and coordinate with localities to implement protection for the construction of a number of key projects in the localities.
+ Advise on organizing drills to handle situations of mass gatherings, disturbances of security and order, riots; capturing terrorists, rescuing hostages, and preventing fires and explosions.
II. Contents under the authority of the Provincial People's Committee
1. Draft Regulations on responsibilities and coordination between state management agencies in the fight against smuggling, trade fraud and counterfeit goods in Nghe An province.
The Provincial People's Committee unanimously approved the draft Regulation prepared by the Market Management Department. The Provincial People's Committee Office was assigned to coordinate with the Market Management Department to complete the draft and advise the Provincial People's Committee to promulgate it.
2. Draft Project to Strengthen security and order protection, ensure safety for people and economic activities at sea and islands in Nghe An province for the period 2022 - 2026.
The Provincial People's Committee unanimously approved the draft Project prepared by the Provincial Border Guard Command. The Provincial Border Guard Command was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to promulgate it.
