Many areas have successfully transformed

Nghi Trung is a commune in the central area of ​​Nghi Loc district, with a large area, bordering many communes inside and outside the district, so many criminals take advantage of it to operate. Accordingly, there were times before 2020 when there were frequent fights, drug abuse, gambling, theft, etc. in the area, causing insecurity and disorder, and resentment among the people.

To clean up the area, Nghi Trung Commune Police advised the Commune People's Committee to organize and consolidate self-management groups in 10/10 hamlet units; focus on funding and mobilize the masses to successfully buildsecurity camera systemwith 25 eyes monitoring crossroads, three-way intersections and complicated security and order locations in the area. Along with that, the work of managing, educating, reforming offenders, bad teenagers, drug addicts, and post-addiction people at home and in the community has been focused on... Therefore, the security and order situation in the area has changed dramatically.

Ms. Nguyen Thi Loi, an excited resident: Currently, thanks to the commune police's many methods and successful construction of many crime prevention models, security and order in the area are stable, and theft has decreased. It is worth mentioning that the village spirit has been strengthened, and people are united in preventing and denouncing all kinds of crimes, protecting the peace of the village. For example, on November 21, 2021, after discovering 2 subjects stealing 6 cats to sell to people in hamlet 5, the people in the hamlet together stopped and chased them and handed them over to the police for handling, not arbitrarily beating them as before.

Senior Lieutenant Hoang Van Phung - Head of Nghi Trung Commune Police added: Previously, gambling in the area occurred frequently, causing people to neglect their work, then theft arose... but now thanks to focusing on solutions such as regularly patrolling cafes, billiards, families with many young people passing by, along with reports from people, this social evil has decreased, in 2021 there were only 5 cases out of a total of 24 cases.

To achieve that result, in addition to the core role of the communal force, it is also the combined strength of mass organizations and the people participating in crime prevention, making the movement of the whole people protecting national security stronger and stronger. Thereby, it has contributed significantly to Nghi Trung being removed from the list of key and complicated areas in terms of social order and safety in 2021.

Similarly, in Thach Ngan commune (Con Cuong), after determining the goal of transforming key and complicated areas in terms of social order and safety in 2020, Party committees, authorities at all levels, departments, branches and mass organizations have paid attention to leading, directing and doing a good job in preventing and combating crimes and social evils, promoting the combined strength of the masses, contributing to creating positive changes in the awareness and actions of all levels, branches and people in crime prevention and combat at the grassroots level. Accordingly, many models and movements have been deployed such as: The model of "Anti-domestic violence club" in Thach Ngan commune; The movement of the whole people to denounce crimes in Tong Xan village...

With these methods, Thach Ngan is now a successful transformation area. The number of criminal cases and social evils has decreased compared to before the transformation (2/7 cases, a 71.4% decrease compared to before the transformation). The number of drug addicts is being held; 4/4 addicts have management records, 2 subjects have been sent to compulsory drug rehabilitation; there are no illegal drug production, trading, or use locations. The area does not allow complications to arise regarding social order and security...

According to Mr. Lo Thanh Huan - Chairman of the People's Committee of Thach Ngan Commune: In recent years, the movement to protect security and order in the locality has received the participation of a large number of people. For example, from the movement of the whole people denouncing crimes in Tong Xan village. As a result, 116 people participated, 116 denunciation forms were collected, including denouncing 6 subjects for drunken behavior causing public disorder, using guns, electric shocks... Accordingly, the authorities called and questioned 6 subjects, confiscated 4 homemade guns, 2 electric shock sets.

Reduce crime, create a safe living environment

According to Decision No. 313/QD-UBND dated February 8, 2022 on approving the list of key and complicated areas in terms of social order and safety that have been successfully transformed; areas to be monitored after transformation and areas to implement transformation in 2022.

Accordingly, 23 localities meet the criteria for transformation and are eligible to be removed from the transformation list, including wards and communes: Ha Huy Tap, Truong Thi, Hung Binh (Vinh City); Thanh Long (Thanh Chuong); Hung Nguyen Town (Hung Nguyen); Nam Dan Town (Nam Dan); Nghi Truong, Nghi Thinh, Nghi Trung (Nghi Loc); Cau Giat Town, Quynh Nghia (Quynh Luu); Quynh Xuan (Hoang Mai Town); Muong Long, Bao Thang (Ky Son); Thach Giam Town (Tuong Duong); Thach Ngan (Con Cuong); Dang Son (Do Luong); Bao Thanh (Yen Thanh); Tan Ky Town (Tan Ky); Nghia Lam (Nghia Dan); Dien Lam (Quy Chau); Dong Van, Nam Nhoong (Que Phong).

For the 32 localities implementing transformation in 2021, in addition to 5 localities that have not met the requirements, continuing to implement transformation in 2022, there are 27 localities that have met the requirements, put into monitoring after transformation in 2022, including communes and wards: Hung Tay (Hung Nguyen); Dien Bich, Dien Thinh (Dien Chau); Phuc Son, Anh Son Town (Anh Son); Nghia Thuan (Thai Hoa Town); Do Thanh, Trung Thanh (Yen Thanh); Tam Hop, Yen Hop (Quy Hop); Muong Ai (Ky Son); Hung Dung, Hung Loc, Nghi Phu (Vinh City); Trung Phuc Cuong (Nam Dan); Nghi Lam (Nghi Loc); Hanh Lam (Thanh Chuong); Quynh Chau, Quynh Long (Quynh Luu); Quynh Phuong (Hoang Mai Town); Luu Kien (Tuong Duong); Lang Khe (Con Cuong); Da Son, Giang Son Dong (Do Luong); Dong Van (Tan Ky); Nghia Thinh (Nghia Dan); Chau Binh (Quy Chau).

To achieve the above results, the Provincial Steering Committee 138 has advised and directed the implementation resolutely and effectively; mobilized the strength of sectors, levels, the political system and people in the work of transforming key and complicated areas of social order and safety. Provincial departments, branches, sectors, mass organizations, Party committees, authorities, political organizations from district to commune levels, especially the selected areas for transformation, have promoted their role and responsibility in leading, directing and coordinating the implementation of measures to prevent and combat crimes and social evils; proactively prevented and resolved emerging cases right at the grassroots level, not allowing complications to arise and forming "hot spots" of social order and safety.

The social order and safety situation in the areas implementing fundamental transformation is ensured, crime and social evils are contained and reduced; incidents arising related to social order and safety are focused on resolving, not allowing complications to arise.

Regarding the focus in the coming time, according to Colonel Nguyen Duc Hai - Deputy Head of the Provincial Steering Committee 138, Deputy Director of the Provincial Police, in the coming time, the Steering Committee will continue to advise and direct the effective implementation of Plan No. 113/KH-BCA of the Ministry of Public Security, in conjunction with the Project "Transforming key and complicated areas of social order and safety in the province in the period 2019 - 2030 of the Provincial People's Committee, mobilizing the strength of the entire political system and the entire population in crime prevention and control in general, transforming the area in particular, towards the goal of sustainably reducing crime at the grassroots level, creating a safe living environment for the people.
