(Baonghean.vn) - The 2021 coordination program between the three sectors of Social Insurance - Labor Federation - Department of Labor, War Invalids and Social Affairs has achieved many remarkable results related to caring for workers.

On the afternoon of April 8, Social Insurance - Labor Federation - Department of Labor, War Invalids and Social Affairs held a conference to evaluate the results of the 2021 coordination program and deploy tasks for 2022.

MANY REMARKABLE RESULTS

In 2021, based on the functions, tasks and actual situation, the Provincial Federation of Labor, the Department of Labor, Invalids and Social Affairs and the Provincial Social Insurance advised the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee to issue 8 directive documents to strengthen State management in the fields of labor, employment, vocational training, and implementation of salary policies, social insurance, health insurance and unemployment insurance for employees.

Faced with the severe impacts of the Covid-19 epidemic on people's lives, workers, and production and business situations, in that context, the Provincial Federation of Labor, Social Insurance, and the Department of Labor, Invalids and Social Affairs have made concerted efforts to implement Resolution No. 68/NQ-CP andResolution No. 116/NQ-CPto support employers and employees facing difficulties due to the Covid-19 pandemic in an urgent, timely and accurate manner. In addition, the work of resolving the regime for F0 employees receiving treatment at home in recent times is also a noteworthy highlight.

In 2021, the three sectors coordinated to conduct inter-sectoral inspections of compliance with the provisions of the law on Labor - Labor Safety - Social Insurance at three construction projects in Vinh city, reviewed the situation of outstanding social insurance and unemployment insurance debts in the whole province, advised the People's Committee to direct the settlement of salary and social insurance debts of employees at Joint Stock Company 423, organized work with 92 employers who owed social insurance, unemployment insurance, and health insurance with large debts and long debt periods, coordinated in resolving complaints related to the regime and policies of employees in the area, investigated and resolved the regime for 28 fatal labor accidents...

Coordinate in reviewing and managing beneficiaries of unemployment benefits and resolving problems related to the regime for workers, labor safety and hygiene, implementing democratic regulations and preventing and resolving strikes, etc.

EFFORTS TO SOLVE THE PROBLEM OF WAGES FOR WORKERS

In 2022, the sectors will continue to base on their functions, tasks and actual situation at each time to coordinate and advise the Provincial Party Committee, People's Council and Provincial People's Committee to issue directive documents to strengthen State management in the fields of labor, employment, vocational training, implementation of salary policies, social insurance, health insurance, unemployment insurance for employees and establishment and development of trade union organizations in enterprises.

During the discussion, many opinions said that the issue of wages is a difficult problem leading to the current labor shortage in the province. Mr. Nguyen Chi Cong - Vice Chairman of the Provincial Labor Federation said: "In Nghe An, the labor shortage is extremely serious, this not only affects businesses and the investment environment but also leads to many other consequences. The shortage of nearly 30 thousand jobs leads to a large number of reductions in social insurance contributions, and the number of one-time withdrawals of social insurance increases. Therefore, the Provincial Labor Federation hopes to receive the consensus of the Social Insurance and the Department of Labor, Invalids and Social Affairs with the policy.regional minimum wage increase".

Sharing the same view, Mr. Tran Phi Hung - Head of the Department of Labor, Invalids and Social Affairs, shared: "With the current salary level, Nghe An workers are not interested in local businesses and want to go further to have higher income. Although the Department of Labor, Invalids and Social Affairs has actively promoted, the labor shortage is still very worrying. If there is no definitive solution, this situation will lead to many consequences".

In addition, some contents such as social insurance arrears, supervision of labor law implementation, difficulties in implementing policies and regimes for employees... also received much attention from delegates.

According to the plan, in 2022, the Provincial Federation of Labor will coordinate with the Department of Labor, Invalids and Social Affairs and relevant agencies to advise on the development of the Project "Strengthening leadership and direction to build harmonious and stable labor relations; limiting illegal strikes in Nghe An province in the period of 2022 - 2030" and organize a dialogue conference between provincial leaders and workers; The Department of Labor, Invalids and Social Affairs will preside over and coordinate to advise on the effective implementation of the Project "Vocational training, job creation for workers; coordinate with the Southeast Economic Zone and localities to support businesses in recruiting workers to work in enterprises in the province"; The Provincial Social Insurance will preside over and advise the Provincial People's Committee to issue a Directive on strengthening the collection of state budget and collection of social insurance and health insurance in Nghe An province in 2022...

Concluding the conference, Mr. Kha Van Tam - Chairman of the Provincial Federation of Labor acknowledged the responsible working spirit of the delegates, highly appreciated the close and correct contents in the coordination program. The head of the Provincial Federation of Labor affirmed that last year, the advisory documents of the 3 sectors were extremely effective, the coordination work of paying support to workers affected by the epidemic was urgent, the propaganda, inspection, and settlement of labor relations work... had many bright spots. In 2022, the sectors will continue to closely follow the content to coordinate implementation, especially promoting propaganda work through focused working sessions of the 3 sectors with specific data, strengthening coordination and supervision of many contents. In the advisory work, proposals to the Party Committee and authorities also need to have a common voice. At the same time, it is necessary to guide and direct the implementation of the coordination program at the sector level down to the district level.
