Building a project to improve the organization of the Youth Volunteer Force in Nghe An in the new period
(Baonghean.vn) - On the morning of April 14, at the Conference to Evaluate the implementation of the Project "Perfecting the organization and operation of the Youth Volunteer Force - Economic Development of Nghe An Province" in the period of 2015 - 2021, Mr. Le Hong Vinh, Standing Vice Chairman of the Provincial People's Committee, agreed with the decision to develop a project to reorganize the Nghe An Youth Volunteer Force and regulate the functions and tasks of the Nghe An Youth Volunteer Force in the new period.

Forever the spirit of youth volunteers
Currently, in Nghe An province, there are 9 Youth Volunteer Units operating, of which 8 Youth Volunteer Units are managed by the Provincial Youth Union, including: Youth Volunteer Force Command, Youth Volunteer Unit 2 - Construction, Youth Volunteer Unit 3 - Construction, Youth Volunteer Unit 5, Youth Volunteer Unit 8, Youth Volunteer Unit 9, Youth Volunteer Unit 10 and Phuc Son Voluntary Drug Rehabilitation Center; 1 Youth Volunteer Unit is a public service unit under the People's Committee of Quynh Luu district.
Carrying out the assigned tasks, the Youth Volunteer Teams have contributed to the formation of 12 residential areas, creating stable jobs from agricultural production and forest protection and development for 568 households with 1,107 workers; arranging and creating stable jobs from participating in the Tuyet Shan tea planting project, raising livestock and protecting forests for 429 ethnic minority households. The income of the households reaches from 80 - 200 million VND/year.
In addition, through the linkage of processing, services and contracting for protection and afforestation, the Youth Volunteer Units also created stable jobs for 373 workers, with an average income of 6,500,000 VND/month.

The youth volunteer force has successfully participated in socio-economic development projects in extremely difficult areas and border areas such as: Project to build a youth village in Song Ro (Thanh Thuy - Thanh Chuong); Project to develop agro-forestry economy in Thung Voi (Chau Dinh - Quy Hop); Project to build a youth village in Na Ngoi border (Na Ngoi - Ky Son); Project to build a youth village in Tam Hop border (Tam Hop - Tuong Duong); Project to build a new economic zone in Bau Dung (Long Son - Anh Son); Project to build a new economic zone in Song Giang (Thanh Duc - Thanh Chuong)...

From those projects, the Nghe An Youth Volunteer Force has organized migration, reclaimed barren hills to produce tea, pineapple, and sugarcane growing areas to provide raw materials for processing factories; built infrastructure for electricity, roads, irrigation dams, clean water, cultural houses, etc. to serve production, life, culture and education for the people; established concentrated residential areas in mountainous and border areas, contributing to both socio-economic development and maintaining security and national defense in the locality.

The effectiveness of a project
In order to promote the achieved results, overcome the shortcomings and limitations in the organization and operation of the Youth Volunteer Force, on the basis of Decree No. 12/2011/ND-CP of the Government, the Standing Committee of the Provincial Youth Union advised the People's Committee of Nghe An province to issue Decision No. 3051/QD-UBND dated July 1, 2014 approving the Project "Improving the organization and operation of the Youth Volunteer Force - Construction and Development of Nghe An province" (referred to as Project 3051).
After implementing Project 3051 in conjunction with implementing plans to dissolve and transfer Youth Volunteer Force Units, from 2015 to present, there have been quite large fluctuations in the State payroll. The total number of State payrolls assigned by the Provincial People's Committee to Youth Volunteer Force units in 2022 is 45 people, a decrease of 26 people (36.6%) compared to the number of payrolls assigned in 2015 of 71 people.

Project 3051 has contributed to overcoming practical shortcomings in the organization and operation of the Youth Volunteer Force - Construction and Engineering Team model, while creating a legal basis to continue building and developing the Youth Volunteer Force as well as dissolving a number of Youth Volunteer Force - Construction and Engineering Teams that have fulfilled their roles and whose operating models are no longer effective.
At the same time, the project helps the Youth Volunteer Force in Nghe An province to reorganize and operate in accordance with the Decrees, guiding documents on organization and policies for Youth Volunteers, and the practical conditions of Nghe An; gradually remove shortcomings in the management and use of land and public assets at Youth Volunteer Force units; coordinate well with management agencies at all levels and local authorities where they are stationed in directing production, managing forest protection and development, building economic development models, mass mobilization work, drug rehabilitation and management of drug addicts...
Since then, the role of Youth Volunteers has been promoted in the task of socio-economic development, security and defense protection in especially difficult mountainous areas and timely participation in solving some pressing social problems in the area of residence and in the province.

Legitimate recommendations
Entering the new phase, from the requirements of reality, representatives of the provincial Youth Union made many important recommendations at the conference. In particular, some outstanding issues are: Proposing the Provincial People's Committee to consider and approve the policy for the Standing Committee of the Provincial Youth Union to develop a Project to reorganize the Nghe An Youth Union and to regulate the functions and tasks of the Nghe An Youth Union in the new phase in accordance with the provisions of the Government's Decrees.
At the same time, direct departments and branches to coordinate with the Standing Committee of Nghe An Provincial Youth Union and related units to complete the dissolution of the Youth Volunteer Force 2 - Nghe An Construction and Development, the Youth Volunteer Force 3 - Nghe An Construction and Development; Pay attention to creating favorable conditions in terms of mechanisms and policies for the Nghe An Youth Volunteer Force to successfully complete tasks in the new period.

Speaking at the conference, Mr. Le Hong Vinh, Standing Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the efforts and comprehensive achievements in all fields of the Youth Volunteer Force in the past time. That success does not only stop at temporary economic models, but also creates sustainable livelihoods for people in remote areas, ethnic minority areas to strive to stabilize their lives.
Regarding direction and tasks, the Provincial Youth Union needs to direct the Youth Volunteer Force to strengthen coordination with relevant departments, branches, localities and units to successfully complete the set goals.

In particular, it is necessary to study the construction of economic models to take into account the competitiveness of products, output linkages, transportation costs, etc.
For departments, branches, units and localities, it is necessary to pay attention and support the Youth Volunteer Force teams to continue promoting the achievements they have achieved. From there, enhance the position and role of this force for all classes of people in the process of building a new life.
