Nghe An participates in the National Conference on Social Criticism of the Law Project on Implementing Democracy at Grassroots Level

After being submitted and consulted by the National Assembly Standing Committee at the 9th session on March 23, 2022 and receiving the opinions of the National Assembly Standing Committee according to Notice No. 831/TB-TTKQH dated March 26, 2022, the draft Law on Implementing Democracy at Grassroots, consisting of 7 chapters and 74 articles, was put out for social criticism nationwide.

According to comrade Ngo Sach Thuc - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, the Fatherland Front and socio-political organizations always play a core role in implementing regulations related to democracy at the grassroots level, so that people clearly understand and exercise their role as masters.

Recently, the Central Committee of the Vietnam Fatherland Front has requested the Government to summarize Ordinance 34 on implementing democracy in communes, wards and towns, chaired and organized many seminars and discussions to contribute ideas to the draft Law on Implementing Democracy at the Grassroots Level, frankly pointed out the shortcomings, limitations and shortcomings from the practice of implementing democracy at the grassroots level, thereby continuing to promote and improve the quality and effectiveness of implementing democracy at the grassroots level, increasing consensus among the people, contributing to the implementation of socio-economic tasks, improving people's lives...

From the orientation and suggestions for key content that need to be criticized by the Central Committee of the Vietnam Fatherland Front, the delegates attending the conference, including experts, representatives of socio-political organizations, cadres working on the Front at all levels,... focused on criticizing the unity, synchronization, and connection of the draft Law on Implementing Democracy at Grassroots Level with the 2013 Constitution and current laws; the scope and subjects of regulation of the draft Law; the demonstration of the principle of implementing democracy; the regulations expressing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" in the draft Law, especially the regulations on grassroots democracy at the commune and residential area levels, the contents related to people discussing and voting directly should be expanded and supplemented appropriately,...

The Draft Law on Implementing Democracy at the Grassroots Level consists of 7 chapters, which mention important contents such as implementing democracy in communes, wards and towns; implementing democracy in agencies and units; implementing democracy in enterprises; people's inspection; responsibility for organizing the implementation of laws on implementing democracy at the grassroots level...

In his concluding remarks at the conference, comrade Le Tien Chau - Member of the Party Central Committee, Vice Chairman and General Secretary of the Central Committee of the Vietnam Fatherland Front affirmed the importance, wide scope of impact, rich content and high complexity of the Draft Law on Implementing Democracy at Grassroots Level, and at the same time said that it is necessary to study more comprehensively the theoretical issues, forms and concepts, thereby creating unity and synchronization; emphasized the necessity of promulgating the Law on Implementing Democracy at Grassroots Level, helping to concretize and well implement the mechanism of Party leadership, State management, and People's mastery with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit"...

The leaders of the Central Committee of the Vietnam Fatherland Front assessed that if the draft Law is passed and well implemented, it will contribute to building a rule-of-law state, which is the legal basis for promoting great national unity, strengthening and consolidating people's trust in the Party and the socialist regime. Therefore, they requested that the drafting agency continue to preside over and coordinate with relevant agencies to thoroughly research and review to ensure that the draft Law is consistent and synchronous with the current legal system.

Comrade Le Tien Chau acknowledged and fully accepted the enthusiastic and responsible opinions at the Conference, promising to fully summarize the content of the criticism at the Conference as well as the opinions transferred in writing to send to the Drafting Committee and relevant agencies.
