The conference took time to review the work.Party buildingIn the first quarter of 2022, it was emphasized that despite the impact of the Covid-19 epidemic, many cadres, civil servants, and workers in agencies, units, and sectors were infected with Covid, but with flexibility, creativity, and promoting the application of IT in activities, the Party Committee of the Provincial Agencies and grassroots Party Committees still ensured comprehensive leadership of political tasks and Party building according to the program, plan, and quality.

In the first quarter,The Party Committee of the Bloc has issued a Resolution on the direction and tasks for 2022 with the theme "Strengthening leadership and drastic direction of work".administrative reform,The focus is on digital transformation in performing political tasks and Party building work associated with the exemplary responsibility of cadres and Party members, especially leaders."

Party committee, organizationParty committees in provincial agencies actively advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue policies, resolutions, and plans to strengthen leadership in Party building and administrative reform; deploy solutions and measures to manage and support recovery, promote socio-economic development, and care for social security.

Party building work in the Party Committee of the Bloc is comprehensively directed in terms of politics, ideology; organization, cadres; inspection, supervision and discipline enforcement; office work of the Party Committee; building of agencies and organizations.

In the first quarter of 2022, the Party Committee of the Bloc properly implemented the assessment and comments on 8 officials of the Provincial Party Standing Committee in charge of management.^;23 staffunder the management of the Standing Committee of the Party Committee of the Management Block; directs the timely addition of grassroots Party committees when there are changes and grassroots Party cell committees.

Party committees and Party Inspection Commissions at all levels strictly discipline 6 party members who violated Party discipline.^;suspend 2 party members from party activities; coordinate with the Provincial Party Committee's Inspection Committee to consider disciplining 2 party members of the Party Committee of the Department of Health.

In addition to the achievements, the conference also frankly pointed out some shortcomings and limitations. Specifically, some units have not identified the key content in leading the political tasks of the unit, and have not closely followed the program of the Party Committee of the Bloc.

In administrative reform leadership, the direction of administrative procedures through public services is not effective, the number of online submissions and processing is not high.

In the Party, there are cadres and party members who violate public ethics and professional ethics, some of whom violate to the extent that they must be prosecuted and detained.

The conference also made comments on amending and supplementing the Working Regulations and assigning tasks to the Executive Committee and the Standing Committee of the Party Committee of the Bloc, term XX, 2020 - 2025; reporting on the Action Program of the Standing Committee of the Party Committee of the Bloc to implement Resolution No. 05-NQ/TU dated December 14, 2021 of the Provincial Party Executive Committee on promoting administrative reform in Nghe An province for the period 2021 - 2030 and Resolution 02-NQ/ĐUK dated April 12, 2021 of the Party Executive Committee of the Bloc.

Organize and disseminate the work of personnel planning for the 2020-2025 term and the 2025-2030 term; direct the congresses of Party cells under the grassroots Party Committees for the 2022-2025 term.

Also this morning, the Party Committee of the Provincial Agencies Bloc held a conference of key officials to carry out step 2 of the process of reviewing and supplementing the planning for the 2020-2025 term and building the planning for the 2025-2030 term.

Accordingly, based on the preparation of the Party Executive Committee of the Bloc, the delegates agreed and voted on the list of executive members for the 2020-2025 term, including 37 comrades, and built a plan for the 2025-2030 term, including 35 comrades.

The Party Committee of the Bloc held a meeting with the grassroots Party Committee to disseminate some contents that had been disseminated at the 7th conference of the Party Executive Committee of the Bloc of provincial agencies previously.

Concluding the conferences, Comrade Nguyen Thi Kim Chi - Member of the Provincial Party Standing Committee, Secretary of the Party Committee of the Provincial Agencies Bloc emphasized the requirement for the Party Executive Committee of the Bloc and Party committees at all levels to closely follow the programs, work of the province, the industry and the targets and tasks of 2022 to focus on leadership and direction.

Regarding the work of planning cadres, the Party Secretary of the Bloc emphasized a number of viewpoints, including implementing "dynamic" and "open" planning; prioritizing female cadres and young cadres, meeting the current trend of a large proportion of young people, well-trained, creative, innovative, and well-updated in provincial agencies, units, and sectors.

Preparations for the Party Congress for the 2022-2025 term require adequate preparation of content; careful and thorough preparation of personnel and serious organization and management in accordance with the charter.

Comrade Nguyen Thi Kim Chi emphasized: Administrative reform is a key and central task of the entire political system, people and businesses.

With the role of the Party Committee of the Bloc, this is also determined to be a key task for leadership and direction, so the Party Committees at all levels need to thoroughly grasp to raise awareness, change thinking and actions in cadres and Party members, create real changes, especially reforming administrative procedures, public ethics, promoting the application of information technology, digital transformation, contributing to spreading to all levels and sectors in the whole province.

On the side of the Party Committee of the Bloc, it will strengthen inspection and supervision of the implementation of administrative reform and digital transformation requirements for organizations and individuals; associated with strict handling and discipline of violations, creating deterrence, timely correction, and creating substantial movement in the entire Party Committee. In addition to thematic inspections, the Party Committee will strengthen surprise inspections and supervision. The Party Committee of the Bloc will also focus on reviewing and streamlining administrative procedures on Party affairs in the coming time.

The Party Secretary of the Bloc also requested that grassroots Party committees pay attention to educating and fostering the political, ideological and bravery of cadres and party members; propose measures and solutions to correct attitudes and working styles as well as warn and deter cadres and party members from violations in the performance of official duties and related to high-tech gambling, participation in real estate and securities activities, contributing to building a clean and strong Party Committee of the Bloc.
