The Department of Industrial Safety Techniques and Environment - Ministry of Industry and Trade has a record of monitoring the impact of mine blasting and approving the mine blasting plan at the Bai Son quarry of Song Lam Cement Joint Stock Company in Bai Son and Hong Son communes, Do Luong district, near the residential area of ​​Hong Thinh hamlet, Thinh Thanh commune, Yen Thanh district.

The Department of Industrial Safety Techniques and Environment (DOST) - Ministry of Industry and Trade issued Official Dispatch No. 520/ATMT-ATKV (dated April 14, 2022) on monitoring experimental blasting sites and approving the blasting plan for limestone mines for cement raw materials in Bai Son and Hong Son communes, Do Luong district, Nghe An province. The Official Dispatch of the DOST was issued based on the Report on the results of monitoring the impact of experimental blasting at Bai Son limestone mine on April 5, 2022 of MTK Environment and Mineral Resources Company Limited (MTK Company), stipulated in Point d, Clause 2, Article 41 of the Law on Management of Weapons, Explosives and Support Tools No. 14/2017/QH14; Point d, Clause 7, Article 5 and Table 1 of Technical Regulation No. QCVN 01:2019/BCT.

Previously, on March 22, 2022, the Department of Industrial Safety and Environment - Ministry of Industry and Trade together with the Department of Industry and Trade, functional agencies of Nghe An province, representatives of Yen Thanh District People's Committee, Thinh Thanh Commune People's Committee, representatives of households in Hong Thinh Hamlet, Thinh Thanh Commune, Song Lam Cement Joint Stock Company and MTK Environment and Mineral Resources Company Limited jointly conducted monitoring of the blasting impact of 04 experimental blasting sites at Bai Son quarry of Song Lam Cement Joint Stock Company. The representatives participating in the monitoring agreed on the location of the vibration measuring devices, the monitoring method when placing the measuring devices and conducting monitoring of the blasting work to ensure objectivity and honesty.

The parties involved used 05 monitoring measuring devices, including: 03 Nomis measuring devices manufactured in the US and 02 Blastmate III measuring devices manufactured in Canada (with technical specifications meeting the QCVN 01:2019/BCT) to determine the level of impact of blasting on the experimental blast survey areas.

Through monitoring, the Department of Environment Safety together with the Department of Industry and Trade has Minutes No. 01/BB-GSNMXMSL (dated March 22, 2022) assessing the impact of blasting on vibrations, air waves and flying rocks on the works of households that have reflected and through the results of measuring and monitoring the impact of blasting as a basis to determine the dependence of the impact of blasting on specific geological and topographic conditions at the blasting site to select the scale and method of blasting as well as blasting measures to ensure absolute safety for surrounding works.

The above minutes of the Department of Industrial Safety, confirmed by the Department of Industry and Trade, Department of Natural Resources and Environment, Provincial Police, Yen Thanh District Police, Yen Thanh District People's Committee, Thinh Thanh Commune People's Committee, representatives of households in Hong Thinh Hamlet, Thinh Thanh Commune (Yen Thanh)... also determined: "When detonating minefields with explosive passports No. 77/03/2022/HCNM, No. 78/03/2022/HCNM, No. 79/03/2022/HCNM, No. 80/032022/HCNM, 05 recorders recorded 11 signals and the results were all below the threshold specified in Article 41 of Technical Regulation No. QCVN 01:2019 (distance from minefield to construction from 0 to 91.4 m, allowable extreme oscillation velocity 31.75 mm/s; distance from minefield to construction from 92m to 1,524 m, allowable extreme oscillation velocity allowable value 25.4 mm/s; distance from minefield to construction is greater than 1,524 m, maximum allowable oscillation velocity 19 mm/s). There are 02 machines located near the houses of Hong Thinh hamlet, Thinh Thanh commune that could not record results due to the distance being too far. 04 blasting sites have flying rocks no larger than 30m, no dust. Thus, 04 test blasting sites ensure absolute safety for constructions and objects that need protection".

On that basis, Official Dispatch 520/ATMT-ATKV (dated April 14, 2022) of the Department of Industrial Safety also approved the blasting plan for limestone mining as cement raw materials in Bai Son commune and Hong Son commune, Do Luong district, Nghe An province. The blasting of limestone mining as cement raw materials must comply with legal regulations as well as approved plans, ensuring safety and efficiency; at the same time, comply with regulations on safety in storage, transportation, use and destruction of explosive materials prescribed in Technical Regulation No. QCVN 01:2019/BCT, legal regulations on explosive materials, regulations on mineral exploitation and environmental protection related.

Previously, in 2021, Song Lam Cement Joint Stock Company received complaints from a number of households in Yen My slough, Hong Thinh hamlet, Thinh Thanh commune, Yen Thanh district about house cracks suspected to be caused by blasting to exploit rocks for the unit's cement production. Immediately, the Company coordinated with the authorities to conduct a field inspection.

To specifically review and assess the incident, determine the cause and have solutions to ensure safety for people to live in peace, Song Lam Cement Joint Stock Company has sent an official dispatch requesting the People's Committee of Yen Thanh District and the People's Committee of Thinh Thanh Commune to coordinate with the Company to hire a specialized agency to review, assess and measure the vibration of mine blasts. The above conclusions are specific activities to clarify the reported issue.
