However, Tuan market has been seriously degraded for a long time. In 2014, Tuan market had a big fire that damaged the property of many small traders. Over the years, the market infrastructure has deteriorated, so in addition to the high risk of fire and explosion, there is also the reality of environmental pollution and no place to collect waste. Therefore, rebuilding Tuan market is very necessary.
Faced with the above situation, the Provincial People's Committee issued Decision No. 2518/QD-UBND dated July 22, 2021 "On approving the detailed construction planning at a scale of 1/500 of the Tuan market project in Quynh Chau commune, Quynh Luu district". The Department of Construction issued construction permit No. 90 GP/SXD dated November 18, 2021 to the investor, Van Son Construction Joint Stock Company. According to the design, the land area for planning Tuan market is 3,940 m2, the total construction area of the project is 1,574.67 m2, the construction density is 36.96%.
Accordingly, the items include the main market house, the 2-storey market management house, the parking lot, rows of over 50 kiosks, rows of houses selling vegetables, fruits, food, fresh food, a transfer garbage house, a 110.05 m2 underground water tank for domestic use and fire protection, and a 15 m2 wastewater treatment tank. After the new construction, Tuan market will ensure the capacity for over 150 business households. This project is effective for construction within 12 months from the date of licensing.

Currently, the Investor is Van Son Construction Joint Stock Company is speeding up the construction progress, the construction work is over 40% of the volume. According to the design, the items of wastewater treatment tank, drainage ditch, system will be built.fire prevention… It is expected that by November 2022, the Tuan market project will be completed and put into use. Currently, the Tuan market project has been approved by the Ministry of Transport to connect to National Highway 48 (at Km 16+730).
The Provincial People's Committee and the Department of Construction of Nghe An province require the investor and organization to implement the project in accordance with the planning and construction approved by the competent authority, on schedule and ensuring quality. Van Son Construction Joint Stock Company has carried out construction according to the approved design and estimate, the quality of construction materials is guaranteed to meet Vietnamese standards and regulations. Organize the public disclosure of information related to the project according to regulations (construction planning, construction organization, project management plan after investment).
It is known that the Tuan market project was newly built at the location of a long-standing traditional market, to serve the lives of the people and neighboring communes, concretizing the general planning for building Tuan urban area, approved by the People's Committee of Nghe An province as a type V urban area in Decision No. 2564/QD.UBND-CN dated June 15, 2010, contributing to the development of commercial services, creating effective revenue for the locality.
