Arrest of AIC Company Chairwoman Nguyen Thi Thanh Nhan and Director of Dong Nai Department of Health
The Ministry of Public Security's investigation agency has initiated a case to clarify violations related to the purchase of medical equipment during the construction of Dong Nai General Hospital with a total value of more than 476 billion VND.
On April 29, Lieutenant General To An Xo - Chief of Office and Spokesperson of the Ministry of Public Security said that the Ministry of Public Security's Investigation Police Agency has issued a decision to initiate criminal proceedings."Violation of bidding regulations causing serious consequences"occurred at Dong Nai Provincial General Hospital, International Progress Joint Stock Company (AIC) and related units.
The investigation agency has decided to prosecute and execute an order to temporarily detain Mr. Phan Huy Anh Vu - Director of the Department of Health, former Director of Dong Nai Provincial General Hospital.
The investigation agency also decided to prosecute and temporarily detain the defendants of AIC Company, including: Nguyen Thi Thanh Nhan, Chairwoman of the Board of Directors and General Director; Hoang Thi Thuy Nga, former Deputy General Director; Nguyen Quang Minh, Nguyen Tien Thu, Hoang The Quynh, all employees of the company.

At the same time, the Investigation Agency also prosecuted the defendants of the New Generation Construction Investment Consulting and Valuation Joint Stock Company, including: Nguyen Cong Tien, General Director; Ninh Van Sinh, Valuation Specialist and defendant Vo Quang Ngoc, Deputy Director of Medicosult Vietnam Medical Consulting Joint Venture Company.
The defendants were all prosecuted and investigated for the crime of "Violating bidding regulations causing serious consequences".
The Supreme People's Procuracy has approved the above decisions and orders. The investigation agency has executed the decisions to prosecute, the orders to temporarily detain and conducted searches of the defendants' residences and workplaces.
Initial investigation results determined that the defendants Vu and Nguyen Thi Thanh Nhan had colluded with the valuation unit to commit many violations during the construction of Dong Nai General Hospital, causing losses of hundreds of billions of dong.
Defendant Vu signed the procedures and bidding documents for 12 packages that AIC Company, chaired by Nguyen Thi Thanh Nhan, won the bid for the Dong Nai General Hospital construction project with a total value of more than 476 billion VND.

The investigation agency determined that the above acts seriously violated the provisions of the Law on Bidding, causing damage to State assets./.
