Voters of Quynh Luu district propose support policies for fishermen to go offshore

(Baonghean.vn) - Voters in Quynh Luu district reflected on the difficulties of the seafood exploitation industry; the obstacles in implementing policies to support fishermen. Thereby, they proposed that the National Assembly, the Government, ministries, branches and Nghe An province continue to have policies to support fishermen going offshore.

Implementing the program of meeting voters before the 3rd session of the 15th National Assembly, on the afternoon of May 5, in Son Hai commune (Quynh Luu), the 15th National Assembly deputies at constituency No. 3 had a meeting with voters of Son Hai, Quynh Long, and Tien Thuy communes.

Attending the conference were National Assembly deputies elected in constituency No. 3: Pham Phu Binh - Standing member of the National Assembly's Foreign Affairs Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; Hoang Thi Thu Hien - Vice President of the Provincial Women's Union. Also attending were leaders of Quynh Luu district and representatives of provincial departments, branches and sectors.

Reflecting their thoughts and aspirations to the National Assembly delegates, voters of Quynh Luu district said that over the years, the Party and the State have always paid attention to developing the marine economy. However, the seafood exploitation industry is currently facing many difficulties and disadvantages: fishing grounds are shrinking, resources are scarce, and gasoline prices are rising.

Voter Cao Xuan Diep - Chairman of Son Hai Commune People's Committee informed: in the period of 2016-2017, Son Hai Commune had 236 ships with 3,000-3,500 workers, now reduced to 100 ships with about 500-600 workers. Besides, the seafood exploitation industry is one of the particularly dangerous industries with high risks. In recent years, Son Hai Commune has suffered many painful losses of people and property when participating in exploitation at sea.

The Government needs to have a policy to support oil prices for fishermen in offshore areas (currently only supported according to Decision 48 for exploitation in offshore areas); support hull insurance and crew insurance for fishermen (stopped for 2 years now). Along with that, there needs to be a policy to extend debt and support interest rates for new ships under Decree 67 of the Government.

Mr. Cao Xuan Diep said: In the communes of Son Hai, Quynh Long, Quynh Tho, Quynh Thuan, they manage over 50 hectares of coastal alluvial land. Before 2018, with the permission of the People's Committee of Quynh Luu district, the People's Committee of the commune created conditions for households to rent aquaculture (clam farming). Commercial clam farming has helped improve people's lives and created jobs for the people.

However, since 2018, the Commune People's Committee has not been authorized to lease coastal alluvial land, so it is recommended that the Provincial People's Committee has a policy to allow people to lease land for aquaculture.

Voters' opinions reflect that recently, although the Government and the Provincial People's Committee have had mechanisms and policies to support fishermen, the implementation process still has many difficulties and shortcomings.

Voter Vu Ngoc Chat in Quynh Long commune said: The implementation of State mechanisms and policies has encountered many difficulties, obstacles, and inadequacies, which are not favorable for the people and need to be reviewed and adjusted.

Mr. Chat said that since Decree 67 was issued, Quynh Luu district has had 52 newly built fishing boats under Decree 67. Up to now, 6 boats have been repossessed by the bank, 2 boats have sunk. He proposed that the National Assembly and the Government consider and have a policy to extend the repayment period for newly built fishing boats under Decree 67 that are participating in seafood exploitation and protecting the sovereignty of the sea and islands. The implementation of Decree 67 still has many shortcomings in terms of loan levels, collateral, etc.

"I propose that the National Assembly and the Government review and adjust the fuel cost support regime to suit each region and area; adjust the operating time at sea when participating in fishing in distant waters for fishing vessels under Decision No. 48/2010/QD-TTg to encourage ship owners and fishermen to participate in exploiting distant waters. The Government needs to soon issue a document guiding coastal provinces to effectively implement the regulations of Decision No. 118/2007/QD-TTg" - voter Vu Ngoc Chat said.

Voters in Quynh Luu district suggested that the government should have a policy to support the conversion of seafood exploitation industries, and prioritize the conversion to the preservation, processing, and drying industry so that fishermen can ensure the price of seafood.

In addition, voters' opinions reflected on the situation of land brokers, slow land recovery and payment to people; the implementation of Agent Orange regime, policies for people with meritorious services; land allocation for building village cultural houses; upgrading Lach Quen port, etc.

Speaking at the conference, delegate Pham Phu Binh shared the difficulties with fishermen and thanked them for their dedication to protecting the sovereignty of the sea and islands of the Fatherland.

Regarding the voters' recommendations, delegate Pham Phu Binh, on behalf of the Provincial National Assembly Delegation, received and explained them. The leaders of Quynh Luu district and departments and branches received and explained the contents under their authority.
