According to Article 10 of the Law on Occupational Safety and Health, the rights and responsibilities of the grassroots trade union in occupational safety and health work are stipulated as follows:

1. Participate with employers in developing and monitoring the implementation of plans, regulations, rules, procedures, and measures to ensure occupational safety and health and improve working conditions.

2. Representing the collective of employees in negotiating, signing, and monitoring the implementation of occupational safety and health clauses in collective labor agreements; responsible for providing assistance.workers(Employees) can file complaints or lawsuits when their legitimate rights and interests are violated.

3. Engage in dialogue with employers to resolve issues related to the rights and obligations of employees and employers regarding occupational safety and health.

4. Participate in and coordinate with employers in organizing inspections of occupational safety and health; supervise and require employers to comply with regulations on occupational safety and health; participate in and coordinate with employers in investigating occupational accidents and supervising the settlement of benefits, vocational training, and job placement for those injured in occupational accidents or illnesses.job.

5. Recommend to employers and competent agencies and organizations to implement measures to ensure occupational safety and health, remedy the consequences of technical incidents causing occupational safety and health hazards and labor accidents, and handle violations of laws on occupational safety and health.

6. Promote and encourage employees and employers to comply with legal regulations, standards, norms, procedures, and measures to ensure occupational safety and health in the workplace. Coordinate with employers to organize occupational safety and health training for trade union officials and employees.

7. Require those responsible to immediately implement measures to ensure occupational safety and health, including temporarily suspending operations if necessary, when a workplace is found to pose a risk to the health and lives of workers.

8. Participate in the grassroots-level labor accident investigation team as prescribed in Clause 1, Article 35 of this Law; participate in and coordinate with the employer to respond to and remedy the consequences of technical incidents causing occupational safety and health hazards and labor accidents; in cases where the employer fails to fulfill the reporting obligation as prescribed in Article 34 of this Law, the grassroots trade union is responsible for immediately notifying the competent state management agency as prescribed in Article 35 of this Law to conduct an investigation.

9. Coordinate with employers to organize emulation movements and mass movements for occupational safety and health work and build a safety culture at the workplace; manage and guide the activities of the network of safety and hygiene officers.

10. For production and business establishments that have not established a grassroots trade union, the higher-level trade union directly above the establishment shall exercise the rights and responsibilities stipulated in this Article when requested by the employees there.

Therefore, managing and guiding the activities of the network of safety and hygiene officers within the enterprise is the right and responsibility of...grassroots trade union.
