PAPI Index 2021 Announcement: Nghe An is among the top provinces and cities with the highest index

(Baonghean.vn) - The locality leading the PAPI index this year is Thua Thien - Hue with 48,059 points. Binh Duong ranked second with 47,178 points and Thanh Hoa ranked third, reaching 47,102 points. Nghe An achieved a total score of 43,821, among the top provinces and cities with the highest index in the country.

On May 10, in Hanoi, the Central Committee of the Vietnam Fatherland Front and the United Nations Development Program (UNDP) in Vietnam organized the announcement of the 2021 Provincial Governance and Public Administration Performance Index (PAPI).

To rank, PAPI 2021 measures 8 content indicators, including: People's participation at the grassroots level; publicity and transparency in decision-making; accountability to the people; control of corruption in the public sector; public administrative procedures, public service delivery; environmental governance; and e-governance.

The 2021 PAPI survey results also showed that people assessed that basic infrastructure had improved with better road quality, clean water and environmental sanitation. At the same time, people participating in the survey also said that the crime situation, security and order in residential areas had also decreased, possibly due to the impact of social distancing and travel restrictions.

2021, also the year Vietnam was heavily affected by the pandemic, showed that people's health concerns emerged, with the rate of concerns about healthcare and health insurance increasing sharply from 2% to 23% in just 2 years. Healthcare and health insurance became the biggest concern of people, along with concerns about the country's economic growth and employment.

Nghe An achieved a total score of 43,821, belonging to the group of provinces and cities with the highest index in the country.

Previously, in 2020, Nghe An's PAPI index composite score reached 43.86 points, ranking 15th out of 63 provinces and cities.

PAPI is an important governance research program initiated by the United Nations Development Program in Vietnam since 2009. The PAPI index measures and compares people's experiences and perceptions of the effectiveness and quality of policy implementation and public service delivery by local governments in 63 provinces/cities in Vietnam to promote effective governance and proactively respond to people's needs.

After a pilot survey in 2009 and a larger scale implementation in 2010, the PAPI survey has been conducted nationwide since 2011. In 2021, 15,833 citizens and voters participated in the PAPI survey. Over the past 13 years, 162,066 randomly selected citizens nationwide have participated in assessing governance and public administration performance from their direct interactions with governments at all levels through the PAPI study.


Data and information from the PAPI Research Program are considered a realistic “picture” of the government’s effectiveness in responding to people’s needs, helping all levels review their activities over the past year, while creating healthy competition and promoting learning from experience among local governments. PAPI is also an open forum for people to participate in evaluating the government’s performance.
