On the morning of May 12, the Central Propaganda Department held a Central Reporters Conference to quickly announce the results of the 5th Central Conference (13th tenure) of the Party Central Committee. The conference was held online to 63 provinces and cities nationwide.

The 5th Central Conference took place over 6 days (from May 4 to 10, 2022) in Hanoi, discussing many key issues on the economy and Party building.

On the economy, including summarizing 10 years of implementing Resolution of the 6th Central Conference (11th tenure) on continuing to innovate policies and laws onlandduring the period of comprehensively promoting the innovation process; summarizing 15 years of implementing the Resolution of the 7th Central Conference (10th tenure) on agriculture, farmers and rural areas; summarizing 20 years of implementing the Resolution of the 5th Central Conference (9th tenure) on continuing to innovate, develop and improve the efficiency of the collective economy.

On Party building work, including building grassroots Party organizations and Party members; report reviewing the leadership and direction of the Politburo and Secretariat in 2021; Project to establish a provincial Steering Committee on prevention and controlcorruption, negative; report on important tasks that the Politburo has resolved from the 4th Central Conference to the 5th Central Conference and a number of key tasks from the 5th Central Conference to the 6th Central Conference of the 13th tenure; report on the results of inspection, supervision and Party discipline enforcement work in 2021, directions and tasks for 2022...

Regarding the policy of establishing a provincial Steering Committee on anti-corruption and anti-negativity, the Party Central Committee reviewed and discussed the Politburo's Proposal, the Project on establishing a provincial Steering Committee on anti-corruption and anti-negativity; and the Secretariat's Draft Regulations on the functions, tasks, powers, organizational structure, working regime, and working relations of the provincial Steering Committee. The Party Central Committee agreed on the policy of establishing a provincial Steering Committee and issued Regulations on the functions, tasks, powers, organizational structure, working regime, and working relations of the provincial Steering Committee.

According to the project, the Provincial Steering Committee is established by the Standing Committee of the Provincial Party Committee and the Central City Party Committee, and is responsible to the Standing Committee of the Provincial Party Committee, the City Party Committee and the Central Steering Committee for directing, coordinating, urging, inspecting and supervising the work of preventing and combating corruption and negativity in the locality. The Secretary of the Provincial Party Committee and the City Party Committee assumes the responsibility of Head of the Provincial Steering Committee.

The Provincial Steering Committee on Anti-Corruption and Negative Actions is clearly defined with 9 tasks and 6 specific powers. The focus is on the responsibility of advising, proposing, directing and urging the implementation of policies, strategies and tasks on anti-corruption and negative actions at the local level; performing tasks assigned by the Standing Committee of the Provincial Party Committee, City Party Committee and the Central Steering Committee on Anti-Corruption and Negative Actions.
