President Nguyen Xuan Phuc, Head of the Central Steering Committee for Judicial Reform, emphasized that improving the quality of legal training is an urgent issue today, serving the country's development in the new period.
On the morning of May 13, in Hanoi, President Nguyen Xuan Phuc, Head of the Central Steering Committee for Judicial Reform, chaired the first meeting of the Steering Committee in 2022.

Attending the meeting were Politburo members, Party Central Committee Secretaries: Phan Dinh Trac, Head of the Party Central Committee's Internal Affairs Commission; Nguyen Hoa Binh, Chief Justice of the Supreme People's Court. Also attending the meeting were Vice Chairman of the National Assembly Nguyen Khac Dinh, Party Central Committee members, members of the Steering Committee, and leaders of a number of central ministries, departments, and branches. Giving opinions on the Project on solutions to strengthen quality control of law bachelor training developed by the Ministry of Education and Training, the President requested the Ministry to uphold its sense of responsibility, complete the Project with high quality and feasibility, as a basis for law training to meet the requirements of national development and integration.
At this meeting, the Central Judicial Reform Steering Committee gave opinions on removing difficulties and obstacles in the execution of criminal judgments and gave opinions on the Report on the completion of the Project on solutions to strengthen the control of the quality of law bachelor training according to the conclusions of President Nguyen Xuan Phuc, Head of the Central Judicial Reform Committee in the meetings last year.
Regarding the Project on solutions to strengthen the control of the quality of law undergraduate training, some members attending the meeting suggested that it is necessary to boldly re-plan the law undergraduate training network and set higher criteria. There should be an agency in charge of building a network of law training facilities, with a clear, scientific and feasible roadmap. It is necessary to add conditions for separating and establishing new law undergraduate training facilities; and take measures to deal with law training units that do not meet standards...
Speaking at the meeting, President Nguyen Xuan Phuc, Head of the Central Steering Committee for Judicial Reform, emphasized that improving the quality of legal training is an urgent issue today, serving the country's development in the new period. And this is the third time in the past year and a half that the Central Steering Committee for Judicial Reform has given its opinion on the Project on solutions to strengthen the control of the quality of law bachelor training, drafted by the Ministry of Education and Training. Considering that the Project is behind schedule and lacks feasibility, President Nguyen Xuan Phuc requested the Party Committee of the Ministry of Education and Training to enhance its sense of responsibility in completing the Project.
According to the President, the Project has not yet absorbed the direction of the Central Judicial Reform Steering Committee, in which the logic, rigor, and revolutionary nature to improve the quality of law graduates have not been clearly demonstrated. Currently, there are nearly 100 law training schools, but many units do not have enough lecturers and facilities. The President reiterated Resolution No. 48 on the Strategy for building and perfecting the legal system until 2010, with a vision to 2020, and Resolution No. 49 on the Judicial Reform Strategy until 2020 of the Politburo, which must focus on two key schools, including Hanoi Law University and Ho Chi Minh City Law University.

Pointing out these shortcomings, President Nguyen Xuan Phuc, Head of the Central Judicial Reform Committee, requested the implementation of a number of measures in the coming time. Specifically, the system of measures to improve quality must be serious, strict, and truly strengthen control and improve the quality of law training in Vietnam in the coming time. We must be bold and determined in network planning, in curriculum, lesson plans, in input and output standards, in permanent teachers... From the previous meeting mentioned, in the spirit of discussion of the two meetings, the Minister of Justice, a member of the Judicial Reform Steering Committee, on behalf of the Steering Committee, carefully and closely assessed the issue of training bachelors of law to submit to the Prime Minister to be responsible for approving the training of bachelors of law in Vietnam with the spirit of "quality is more important than quantity". There must be more quality to serve the cause of industrialization, modernization, and deep integration of Vietnam.
Regarding the execution of criminal sentences, President Nguyen Xuan Phuc stated that this is an important issue, enhancing the discipline of the country's laws should not be allowed to linger and especially must strictly comply with legal regulations.
At the meeting, President Nguyen Xuan Phuc also reiterated the 14 tasks of the Steering Committee in 2022, requesting the Steering Committee members to carry out their assigned tasks. In particular, a key task is to establish a number of working delegations led by the Head and Permanent Deputy Head of the Steering Committee to survey the situation of judicial work and judicial reform at a number of central agencies, a number of provinces and centrally-run cities, and judicial agencies, thereby promptly grasping difficulties and obstacles, making recommendations and proposing solutions to competent agencies./.
