Nghe An strives for all taxpayers in the province to use electronic invoices by June 2022

(Baonghean.vn) - Nghe An Tax Department is striving to have all taxpayers in the province use electronic invoices by the end of June 2022. Applying electronic invoices will help overcome fraud and create a healthy business environment.

Nghe An Tax Department determined that preparation is very important to successfully implement electronic invoices. Therefore, as soon as the Ministry of Finance issued a decision on the implementation of electronic invoices, the Tax Department directed its affiliated units to develop a program and detailed plan to implement the application of electronic invoices in the management area; review and classify all taxpayers (PTs) including enterprises, economic organizations, households, and individuals doing business in the area as users of electronic invoices in order to develop a detailed plan for each stage for each group of taxpayers.

Since March 2022, the Nghe An Provincial Tax Department has deployed training on the application of electronic invoices for tax units and enterprises. Accordingly, the Tax Department has introduced key contents on electronic invoices, according to the provisions of the Tax Administration Law No. 38/2014/QH14, Decree No. 123/2020/ND-CP and Circular No. 78/2021/TT-BTC (stipulating important new contents on electronic invoices), the tax authority answered comments and questions from enterprises and organizations, sent in related to electronic invoices. Representatives of organizations providing electronic invoice services introduced the application of electronic invoices (VNPT Nghe An, Mobifone Nghe An, Viettel Nghe An, Misa).

It is known that, implementing Decision No. 206/QD-BTC dated February 24, 2022 on the policy of applying electronic invoices, on March 18, 2022, Nghe An Provincial People's Committee issued a plan to implement the application of electronic invoices, according to Tax Administration Law No. 38.

Also in March 2022, the Center for Investment, Trade and Tourism Promotion of Nghe An province coordinated with the Tax Department and Viettel to organize a "Digital transformation workshop on the implementation of electronic invoices for businesses", to help support businesses, grasp new points, requirements for issuing, managing and using electronic invoices.

In order to support the implementation of e-invoices in the area, on March 17, 2022, Nghe An Provincial Tax Department issued Decision No. 520/QD-CT to establish the Center for Operation of E-invoice Implementation of Nghe An Provincial Tax Department. The Center consists of 17 members, with Mr. Nguyen Manh Hien - Deputy Head of Information Technology Department of Nghe An Provincial Tax Department as Director, with an office on the 7th floor of Nghe An Provincial Tax Department.

The Operation Center is a permanent unit that advises the Steering Committee and the Standing Team on the implementation of electronic invoices in Nghe An province; monitors and supervises the implementation of electronic invoices to ensure continuous and stable operation; organizes the reception and handling of problems related to electronic invoices through the hotline and email system.

At the same time, the Tax sector deploys the application of electronic invoices in the province: Receiving registration for the use of electronic invoices; receiving data and issuing tax authority codes for invoices with codes; receiving data on invoices without codes from tax authorities and electronic invoice data. Exploiting electronic invoice data to serve tax management: Controlling electronic invoice information, managing electronic invoice risks; synthesizing, exploiting, and analyzing electronic invoice data for proposals.

Accordingly, the People's Committee of Nghe An province sets the goal of applying electronic invoices to 100% of enterprises, business organizations, and business individuals in the area that meet the conditions prescribed in Decree 123/2020/ND-CP on promoting the development of e-government, improving the quality and efficiency of administrative agencies, serving people and businesses.

To achieve this goal, the Provincial People's Committee has proposed a number of solutions, including promoting propaganda about the benefits of implementing electronic invoices and new contents according to the provisions of the Law on Tax Administration, mobilizing organizations, enterprises, and individual business households to apply electronic invoices.

Nghe An Provincial Tax Department shall notify organizations providing electronic invoice services in the province about the implementation of electronic invoices so that organizations can prepare information technology infrastructure; review and classify taxpayers in the area as subjects using electronic invoices according to regulations to propagate and guide taxpayers to apply...

Nghe An is one of 57 provinces implementing the application of electronic invoices in phase 2 according to the roadmap of the Ministry of Finance. Specifically, the roadmap for implementing electronic invoices in Nghe An province includes: From April 1, 2022 to May 15, 2022:70% of organizations, enterprises, 50% of business households must use invoices, register to use electronic invoices; From May 16, 2022 to June 30, 2022: 100% of organizations, enterprises, 100% of business households must use invoices, register to use electronic invoices.

Thanks to proactive and active implementation of solutions, up to now, more than 7,000 taxpayers have registered to use electronic invoices in accordance with the provisions of Decree No. 123/2020/ND-CP, Circular No. 78/2021/TT-BTC, reaching 69% of the number of taxpayers subject to electronic invoices. The number of subjects to assess the implementation progress includes households, business individuals paying taxes by declaration method and enterprises (excluding representative offices, public service units, administrative agencies, armed forces, other organizations and enterprises operating but not yet using invoices).

Nghe An Tax Department is strengthening information dissemination on the benefits of using electronic invoices, expanding interaction channels, supporting organizations, businesses, and individuals doing business on electronic invoices, and providing guidance to remove difficulties for businesses. At the same time, thoroughly grasping the viewpoint and awareness of the responsibility to implement digital transformation, maximizing the capacity and intelligence of Tax officers and employees, better serving people and businesses./.
