(Baonghean.vn) - On the morning of May 19, the Standing Committee of the Provincial Party Committee held a meeting to listen to and give opinions on the Draft Provincial Planning for the period 2021-2030, with a vision to 2050. Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee chaired the meeting.

According to the Draft, in the coming time, the province's key development orientation includes 2 growth driving areas: Vinh City expansion and Southeast Economic Zone expansion. On the other hand, the province has identified 3 strategic breakthroughs, 4 economic corridors (Eastern coastal economic corridor, Ho Chi Minh road economic corridor; National Highway 7 economic corridor, National Highway 48A economic corridor), 5 development pillar areas and 6 urban centers.

Specify the solution to the disadvantages in the development process
Speaking at the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized the importance of the work of formulating the Provincial Planning for the period 2021-2030, with a vision to 2050. However, this is a new and unprecedented task, so the implementation process has encountered many difficulties. Up to now, the Draft Provincial Planning has been commented on by the Provincial People's Committee, the Provincial Planning Council, sectors and localities; 5 provinces and 18/19 central ministries and sectors.
The Chairman of the Provincial People's Committee said that the important thing of the Provincial Planning is a full and honest recognition of the space and conditions for socio-economic development of the province. In addition to exploiting and maximizing the potential and strengths of the province, the provincial planning also needs to approach in a way that overcomes disadvantages and turns disadvantages into advantages for the province to develop.

In-depth analysis of the development priority options, the head of the Provincial People's Committee said that, in the context of limited resources, it is necessary to prioritize infrastructure development in 3 areas: connecting transport infrastructure, especially key transport such as deep-water ports and airports; digital infrastructure in the form of service leasing and energy infrastructure. On the other hand, to have conditions to implement the 8 priority development sectors, it is necessary to form a system of industrial parks and industrial clusters to meet development requirements; expand the Southeast Economic Zone and orient the development of Thanh Thuy Border Gate Economic Zone.
Regarding the priority of urban system development, the Chairman of the Provincial People's Committee said that the orientation of developing 6 urban centers in the draft planning is completely correct, but it is also necessary to prioritize the development of urban centers that are the driving force for development. The province implements the Provincial Planning in conditions of limited resources and time, so it is necessary to focus on prioritizing Vinh City with the goal of becoming the center of the North Central region.

Concluding the working session, Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee acknowledged the preparation for the Provincial Planning work of relevant agencies and units and agreed with the approach of the Draft Planning in covering the functions and tasks of the planning. On the other hand, the Draft Planning has highlighted the exploitation of resources, environmental protection, urbanization, etc.
Agreeing with the viewpoints and development thinking stated in the Draft Provincial Planning, the Standing Deputy Secretary of the Provincial Party Committee further emphasized that, in addition to promoting the potentials, strengths and advantages of the province, the Provincial Planning must also point out the disadvantages and ways to resolve those disadvantages in the development process in the coming time.

In choosing development priorities, the Standing Deputy Secretary of the Provincial Party Committee highly agreed with the approach of not choosing one or a few areas but choosing specific issues in each area. At the same time, he suggested that the provincial planning should provide a clear and decisive solution to resolve conflicts between economic space and administrative space.
The Standing Deputy Secretary of the Provincial Party Committee also requested the Provincial People's Committee, the Provincial Planning Council, and the consulting unit to receive and explain the opinions of the comrades in the Provincial Party Committee Standing Committee to continue completing the Provincial Planning on schedule, ensuring quality and efficiency.
