Participating in giving comments on the draft content of the Resolution, delegates suggested that it is necessary to assess more clearly the current state of the province's sea; the draft Resolution needs to have a basis for building the resolution.

Regarding the viewpoint that needs to be added: Sustainable development of marine economy on the basis of ensuring harmony between economic and natural ecosystems; strengthening linkages and restructuring industries and fields towards increasing productivity, quality, efficiency and competitiveness; promoting the potential and advantages of the sea, creating momentum for socio-economic development.

The draft project needs to analyze and clarify existing problems and limitations such as: Marine economic development is not harmoniously linked with social development and environmental protection; and climate change response.

The advantages of the marine economy have not been fully exploited, such as seaports, logistics services, and some industries related to the marine economy such as maritime transport and seafood processing have not developed as expected; the scale of marine economic enterprises is still small, not strong enough to fully exploit marine resources, etc. Marine tourism still has some shortcomings, and tourism types are not diverse and attractive.

Regarding solutions, it is necessary to add more comprehensive management of seas and islands; effectively coordinate with coastal provinces and cities in the management, exploitation and use of marine resources, environmental protection, search and rescue at sea, and natural disaster prevention and control; and add more tasks on education and training.

Delegates also suggested adding tasks and solutions to mobilize resources, encourage economic sectors to invest in sustainable marine development, and apply digital technology in ship and boat management, etc.
