Nghe An simultaneously implements vehicle registration and license plate issuance in localities

(Baonghean.vn) - From May 21, 2022, district-level police will be allowed to register cars and commune and ward police will be allowed to register and issue license plates for motorbikes and scooters (including electric motorbikes) to individuals and organizations. Nghe An Newspaper interviewed Colonel Phan Duc Chau - Deputy Head of the Traffic Police Department of Nghe An Provincial Police about this content.

PV:The fact that district-level police are allowed to register cars and commune-level police are allowed to register and issue license plates for motorbikes and scooters (including electric motorbikes) to individuals and organizations is a matter of particular interest to the people. Could you tell us specifically about the implementation in Nghe An?

Colonel Phan Duc Chau:Pursuant to Circular No. 15/2022/TT-BCA dated April 6, 2022 of the Ministry of Public Security stipulating the order of implementation of procedural aspects of the People's Public Security force and Circular No. 16/2022/TT-BCA dated April 6, 2022 of the Ministry of Public Security stipulating a number of professional aspects of the Traffic Police force, starting from May 21, 2022, District-level Police will be organized to register automobiles and Commune, Ward and Town Police will be organized to register and issue license plates for motorbikes and mopeds (including electric motorbikes) to individuals and organizations.

In Nghe An, according to Decision No. 844/QD-CAT-PC08 dated May 13, 2022 of the Director of Nghe An Provincial Police on the assignment of agencies to issue and revoke registration and license plates of road motor vehicles in Nghe An province as follows:

- The Traffic Police Department organizes registration and license plate issuance for automobiles, tractors, trailers, semi-trailers and vehicles with similar structures to the above-mentioned vehicles of foreign agencies, organizations and individuals, of projects and economic organizations in joint ventures with foreign countries in the locality and agencies, organizations, enterprises, military enterprises and individuals with headquarters or permanent residence in Vinh city (Except for vehicles of agencies, organizations and individuals specified in Clause 3, Article 3 of the Circular.58/2020/TT-BCA dated June 16, 2020 of the Minister of Public Security).

-The police of 20 districts and towns organize registration and license plate issuance for the following types of vehicles:

Automobiles, tractors, trailers, semi-trailers and vehicles with similar structures to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises and individuals with headquarters or permanent residence in their locality.

Motorcycles, motorbikes (including electric motorbikes) and vehicles with similar structures to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in their locality and foreign agencies, organizations, individuals, of projects, economic organizations in joint venture with foreign countries in their locality.

-Vinh City Police organizes the registration and issuance of license plates for motorbikes, scooters (including electric motorbikes) and vehicles with similar structures to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in their localities and foreign agencies, organizations, individuals, projects, and joint venture economic organizations with foreign countries in Vinh City.

-The police of 122 communes and wards organize the registration and issuance of license plates for motorbikes and mopeds (including electric motorbikes) of domestic agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in their localities and foreign agencies, organizations, individuals, projects, and joint venture economic organizations with foreign countries in their localities; organize the revocation of registration certificates, license plates of expired vehicles, and damaged vehicles that cannot be used by agencies, organizations, and individuals with headquarters or permanent residence in their localities.

PV:In order for the vehicle registration and license plate issuance to be implemented as planned, how was the training for the traffic police and police of communes and wards in the area carried out, sir?

Colonel Phan Duc Chau:After the issuance of 2 new Circulars of the Ministry of Public Security, the Traffic Police Department proactively advised the Provincial Police Director on Plan No. 125/KH-CAT-PC08-PV01 dated April 26, 2022 on organizing a training conference on 2 new Circulars of the Ministry of Public Security and issuing Certificates of completion of vehicle registration program training.

On May 10, 2022, Nghe An Provincial Police organized a training course on car, motorbike and scooter registration for district-level police and commune-level police with the participation of more than 850 officers and soldiers to disseminate and thoroughly understand new points, amendments and supplements in regulations on handling violations of road traffic safety and order; regulations on functions and tasks of commune-level police according to the Circular related to the process and operations of granting and revoking registration and license plates of road motor vehicles; instructions on using vehicle registration software; procedures for performing online public services at levels 3 and 4 in the field of vehicle registration on the National Public Service Portal; instructions on vehicle registration by videos to be sent to district-level and commune-level police for implementation.

After the training, PC08 Department advised the Provincial Police leaders to urgently install and deploy systems such as: Computers, printers, transmission lines, requests for issuance of registration certificate blanks, registration file covers, declarations, license plates, seals and requested the Traffic Police Department, Ministry of Public Security to grant accounts to commanders and officers assigned to perform vehicle registration work for district-level police and commune-level police as decentralized according to regulations to ensure implementation from May 21, 2022.

PV:According to you, what are the advantages of the current implementation of vehicle registration and license plate issuance decentralized down to the district, commune and ward levels?

Colonel Phan Duc Chau:PerformThe policy of decentralizing car registration to district-level police and motorbike registration to commune-level police is a major policy of the Ministry of Public Security on administrative procedure reform and is being awaited by the people.

In order to facilitate individuals and organizations in carrying out administrative procedures, saving time and costs for travel, and at the same time continuing to promote reform of public administrative procedures, improving the effectiveness and efficiency of state management of security and order in the fields of registration and management of road motor vehicles and raising awareness for officers and soldiers of the People's Public Security in carrying out administrative procedure control in the electronic environment; creating positive changes in receiving and returning results of handling administrative procedures in the field of vehicle registration to people to ensure speed, timeliness and convenience.

PV:So, when you go to registermotorbikes, cars at district police, commune police, ward police, what do people need to prepare?

Colonel Phan Duc Chau:When registering at the District Police and Commune Police, people need to prepare the following:

Step 1: Pay registration fee

The car owner will prepare the registration fee declaration file including the following documents:

- Registration fee declaration form No. 02/LPTB.

- Copies of documents on legal sale and transfer of assets(sales contract, donation).

- Copy of the previous owner's vehicle registration or copy of the certificate of registration revocation and license plate number from the police agency(applicable when registering a name change or buying a used car).

- Copies of documents proving that the property or property owner is exempt from registration fees(if any).

Car owners also need to prepare an amount of money corresponding to the registration fee to be paid for their cars, motorbikes, and scooters. Depending on where you live, the registration fee is 2% or 5% of the registration fee value.(specifically regulated, not based on actual purchase price).

Step 2: Prepare and submit motorcycle registration application

According to Article 1 of Circular 58/2022/TT-BCA, vehicle registration documents include the following documents:

- Vehicle registration form.

- Vehicle origin documents: For motorbikes(including electric motorbikes)For imported vehicles, submit a declaration of vehicle origin. For domestically manufactured and assembled vehicles, submit a Road Motor Vehicle Factory Quality Inspection Certificate.

- Vehicle ownership transfer documents: Invoices, financial documents(receipt, receipt).

- Vehicle registration fee documents: Receipt or payment paper to the state budget or payment authorization paper through the bank to pay the registration fee or other registration fee payment documents as prescribed by law or registration fee payment data information paper printed from the vehicle registration and management system(Fully write the brand, model number, vehicle type, engine number, and chassis number of the vehicle).

- Present the vehicle owner's ID card or CCCD or household registration book.

- In addition, vehicle owners also need to prepare motorbike registration fees, ranging from 50,000 VND to 4 million VND depending on where they live and the value of the vehicle.

Step 3. Click to select the license plate and deliver the license plate

After completing the steps of paying the registration fee and submitting the vehicle registration application, the vehicle owner will be randomly selected with a license plate number and given the license plate number and an appointment paper to pick up the vehicle registration according to regulations.
