Conclusion of the Chairman of the Provincial People's Committee on deploying population data applications to serve national digital transformation

The Provincial People's Committee has just issued the Notice of Conclusion of Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee, Head of the Provincial Working Group at the 3-month review meeting of the Project on developing population data applications, identification and electronic authentication to servenational number conversionperiod 2022 - 2025, vision to 2030in Nghe An province.

On May 10, 2022, at the Provincial People's Committee Office, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee, Head of the Working Group of the Project on developing the application of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in Nghe An province (referred to as the Project) chaired a meeting to review 3 months of implementing the Project. Attending the meeting were comrades: Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, Deputy Head of the Working Group; Major General Pham The Tung - Director of the Provincial Police, Permanent Deputy Head of the Working Group; representatives of the Leaders: Department of Transport, Provincial Tax Department, Nghe An Electricity Company, VNPT Nghe An and members of the Provincial Project Working Group; Chairmen of the People's Committees of districts, towns, cities, relevant agencies and units and members of the District-level Project Working Group.

After listening to the report of the Provincial Police (the Standing Office of the Working Group) and the opinions of the delegates attending the meeting, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee, Head of the Provincial Working Group concluded as follows:

I. Results achieved:

The Provincial People's Committee commended and highly appreciated the efforts of sectors, levels and localities in the past time, especially the role of the Provincial Police in advising the Provincial People's Committee and the Provincial Working Group to focus on directing and drastically implementing the tasks of the Project and initially achieving some results:

- Closely follow the programs and plans of the Government, Ministries and branches, issue the Plan to implement the Project and establish the Provincial Working Group on schedule; issue the Regulations and Operation Plan of the Provincial Working Group, thereby focusing on directing localities to seriously implement assigned tasks;

-Complete the signing of the network security and information security inspection report to ensure connection and information sharing between the Provincial Administrative Procedure Information System with the Ministry of Public Security's National Population Database and the National Public Service Portal;

- Integrate and share 13/25 essential public service groups on the Provincial Administrative Procedure Information System with the national population database and the national public service portal to serve the settlement of administrative procedures with a total of 1,895 records performed online at levels 3 and 4.

II. Existence and limitations:

-Some Directors of Departments, Heads of sectors and localities have not been really determined in implementing the Project, and their direction is still limited and passive;

- The periodic reporting regime according to Plan No. 78/KH-UBND dated January 28, 2022 of the Provincial People's Committee has not been implemented by relevant Departments, branches and units within the prescribed time;

- The implementation of propaganda work is still limited, not regular, diverse, and has not raised people's awareness;

- Some units and localities, especially at the commune level, have human resources and infrastructure equipment that do not meet the implementation requirements of the Project.

III. Future tasks:

To effectively implement the Project, in the coming time, the Provincial People's Committee requests Directors of Departments, Heads of sectors, branches, Chairmen of People's Committees of districts, cities and towns to focus on implementing the following key tasks:

1. Regarding the work of advising on leadership and directing the implementation of the Project:

- Assign the Provincial Police to preside over and coordinate with the Provincial People's Committee Office to advise on the following contents:

+ Strengthen the Provincial Working Group, in which the participating members are heads of provincial departments and branches.

+ Establish a Working Group to assist the Working Group, including members: Provincial Police, Provincial People's Committee Office, Department of Information and Communications as Standing members, other members include Departments and branches: Justice, Health, Finance, Planning and Investment, Natural Resources and Environment, Education and Training, Labor - Invalids and Social Affairs, Transport, Provincial Social Insurance, Provincial Tax Department, VNPT Nghe An province. Request Departments, branches, units to send experienced staff with information technology qualifications to participate in the Working Group; make a list of members (full name, position, phone number) and send it to the Provincial Police (through the Department of Administrative Management of Social Order Police) before May 25, 2022.

+ Monthly summarize the results of the implementation of the Project of the Departments, branches, sectors, units, and localities; evaluate the results achieved, shortcomings, and limitations and report to the Provincial People's Committee. In case of arising difficulties and problems beyond the authority, report to the Provincial People's Committee to seek opinions from the Government and relevant Ministries and sectors;

- Departments, branches, sectors and localities shall base on the tasks in the Government's Project, Plan No. 78/KH-UBND dated January 28, 2022 of the Provincial People's Committee and the directives of the Ministries and sectors to resolutely implement and complete the assigned tasks. In particular, closely follow the tasks in May 2022 of the Working Group; focus on implementing and completing the official connection with the National Population Database, ensuring that essential public services are posted on the National Public Service Portal in accordance with the direction and guidance of the Government and Ministries and sectors; strictly implement the information and reporting regime to ensure compliance with the prescribed time.

- Chairmen of People's Committees of districts, cities and towns shall disseminate the functions and tasks to the Working Groups at commune, ward and town levels, and at the same time guide and urge the implementation of the Project according to requirements, ensuring the set progress.

2.About propaganda work:

- Assign the Department of Information and Communications and press agencies in the province to promote the Project's propaganda activities in various forms; strengthen propaganda work so that people can participate in registering for electronic identification through the issuance of Citizen Identification Cards and implement it on the VNEID application.

- Assign the Provincial People's Committee Office to preside over and coordinate with Departments, branches, sectors, and District People's Committees to focus on disseminating the practical benefits of handling level 3 and 4 administrative procedures through the national public service portal in many practical forms so that agencies, organizations, businesses and people can understand and implement (focusing on direct dissemination through activities at the Provincial Public Administration Service Center and One-Stop-Shop Departments at all levels).

3.On reviewing processes and simplifying administrative procedures:

- Assign the Provincial People's Committee Office to continue to coordinate with agencies and units to review processes and simplify administrative procedures; coordinate with the Provincial Police and units to organize the integration, connection and sharing of the National Population Database with the National Public Service Portal and the Provincial Administrative Procedure Information System; ensure authentication and sharing of citizen information when performing administrative procedures according to the principle: one-time declaration, no requirement to re-declare information already in the National Population Database; unify business processes and technical solutions to integrate and provide 100% of public services under the authority of all levels of government on the National Public Service Portal.

- Assign departments, branches, sectors and localities to seriously implement the digitization and reuse of digitized records, documents and administrative procedure settlement results in accordance with the regulations and progress in Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government on amending and supplementing a number of articles of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop and one-stop mechanism in settling administrative procedures.

4.On ensuring information and data security

Assign the Provincial Police to preside over and coordinate with the Department of Information and Communications and the Office of the Provincial People's Committee to ensure information security and personal data protection in digital transformation; promptly monitor, prevent, stop, coordinate to handle and overcome incidents related to network safety, security and high-tech crimes;

5.On ensuring resources to implement the Project:

- Assign the Department of Finance to preside over and coordinate with the Department of Planning and Investment to work with relevant ministries and branches to soon have instructions on funding for implementing the Project at the provincial, district and commune levels.

- Departments, branches, sectors and localities must arrange sufficient human resources, especially information technology human resources, to organize the implementation of assigned tasks in the Project; prioritize support of facilities and equipment for the People's Committees at the commune level, especially communes with difficult conditions, to ensure the implementation of the Project's tasks.

6.Propose VNPT Nghe An: Ensure human resources and technical infrastructure; continue to upgrade and complete the Provincial Administrative Procedure Information System to ensure connection with the National Population Database and the National Public Service Portal on schedule and with quality.
