Some highlights in Regulation No. 65-QD/TW dated April 28, 2022 of the Politburo on cadre rotation

(Baonghean.vn) - On the morning of May 28, in Hanoi, the Central Organizing Committee held a national online conference to disseminate and implement Regulation No. 65-QD/TW dated April 28, 2022 of the Politburo on cadre rotation.

Comrades: Truong Thi Mai - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission; Mai Van Chinh - Party Central Committee member, Deputy Head of the Central Organization Commission chaired the conference.

Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee chaired the conference at Nghe An bridge. Attending the conference at Nghe An bridge were leaders and officials of the Provincial Party Committee's Organizing Committee.

Standards, conditions

The standards and conditions for staff rotation are stated in Article 5, Regulation No. 65-QD/TW. Specifically, staff are rotated if they meet the following conditions:

Have a firm political stance and ideology, good moral qualities; have professional qualifications, expertise, political theory, working capacity and development prospects; meet the standards and conditions prescribed for the position held when transferred.

Be in good health and have at least 10 years of work experience from the time of transfer. Special cases will be considered and decided by competent authorities.

Rotation object

According to the latest regulations in Clause 2, Article 4, Regulation No. 65-QD/TW, the subjects of rotation of cadres include:

Cadres are planned for leadership and management positions at all levels (according to the old regulations in Regulation 98-QD/TW in 2017, this group is young, capable, and promising cadres in the planning of localities, agencies, and units).

The cadres are rotated to effectively implement the policy of arranging key leaders at the provincial and district levels who are not local people and do not hold the position of head for more than 2 consecutive terms in a locality, agency or unit, including: Party Secretary, Chairman of the People's Committee, Chief Justice of the People's Court, Chief Prosecutor of the People's Procuracy and heads of the Public Security, Inspection, Finance, Tax and Customs sectors at the provincial and district levels.

Time and process of staff rotation.

The rotation period is at least 3 years (36 months) except in special cases decided by competent authorities.

About the rotation process

Step 1: Based on the need for cadre rotation, the Party Committee, Party organization, and agency and unit leaders review and evaluate the cadre team of the locality, agency, and unit to develop a rotation plan and submit it to the competent authority for consideration and approval.

Step 2: Based on the policy of the competent authority, the organization and personnel advisory agency discusses with localities, agencies and units to propose personnel rotation.

Step 3: The organization and personnel advisory agency synthesizes proposals from localities, agencies, and units and reviews standards, criteria, and expected locations, positions, and personnel to be transferred; collects comments and evaluations of personnel expected to be transferred.

Step 4: The organization and personnel advisory agency sends a document to solicit appraisal opinions from relevant agencies, discusses with the departing and destination agencies about the expected location, position, and personnel to be transferred; summarizes the appraisal results and discusses with the expected transferred staff. Organizes meetings with the transferred staff to thoroughly understand the purpose and requirements of the transfer; at the same time, grasps the thoughts, aspirations, and determines the responsibilities of the transferred staff.

Step 5: The organization's staff agency submits to the competent authority for consideration, decision and leadership, and directs the implementation (announces the decision, directs the election and other necessary tasks).

Staff arrangement after rotation

The assignment of work to cadres after rotation must be based on the Party's cadre work requirements, political tasks, the situation of cadres of localities, agencies, units and work results, capacity, and strengths of cadres associated with the implementation of political tasks of localities, agencies, units and comments and assessments of cadres by competent authorities.

In case the transferred cadre is decided by the competent authority to continue to be assigned to stable work in the locality or unit where he/she arrives, he/she is no longer considered a transferred cadre according to regulations.

Regime and policy for rotating staff

The receiving agency shall implement the regime, policies, arrange accommodation, support travel, and living expenses (if any) for the transferred cadres. In case the transferred cadre assumes a position with a regime and position allowance lower than the position held before the transfer, it shall be retained according to regulations.

In Nghe An, after 5 years of implementing Resolution No. 02-NQ/TU, dated March 15, 2016 of the Provincial Party Executive Committee "On rotation and transfer of Party members, leaders and managers for the period 2016 - 2020", the total number of cadres transferred and transferred was 1,387, of which 95 were transferred and transferred by the Provincial Party Standing Committee, and 1,292 were transferred and transferred by districts, cities, towns and provincial departments, branches and sectors.
