Submit to the National Assembly 2 belt roads, 3 highways this week
The Government submitted to the National Assembly for decision on investment policies for five important national transport projects. Delegates will discuss and decide immediately in the 3rd Session.

The National Assembly entered the second working week of the 3rd Session, in which the agenda included 3 days of live radio and television broadcast for voters and people nationwide to follow.
Specifically, the National Assembly spent 1 day listening to and discussing the Report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on planning work since the Law on Planning came into effect.
The content of the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2021; the implementation of the socio-economic development plan and the state budget in the first months of 2022; the summary of the implementation of Resolution No. 42/2017/QH14 dated June 21, 2017 on the pilot handling of bad debts of credit institutions and the extension of the application period of all provisions of Resolution No. 42/2017/QH14 dated June 21, 2017 were discussed by the delegates for 1.5 days.
The National Assembly also spent half a day discussing in the hall the approval of the 2020 state budget settlement and the work of practicing thrift and combating waste in 2021.
In addition, the National Assembly discussed five draft laws: Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Petroleum (amended); Law amending and supplementing a number of articles of the Law on Radio Frequencies; Law on Prevention and Control of Domestic Violence (amended); Law on Implementing Democracy at the Grassroots Level and a draft Resolution on piloting a model for organizing labor activities, career guidance and vocational training for prisoners outside prison.
5 transportation projects on the agenda
Also during this working week, the Government will submit to the National Assembly for consideration and decision on investment policies for 3 expressway projects and 2 belt roads in Hanoi and Ho Chi Minh City.
Specifically, the project to build the Chau Doc - Can Tho - Soc Trang expressway (phase 1); Khanh Hoa - Buon Ma Thuot (phase 1); Bien Hoa - Vung Tau (phase 1); Ring Road 4 project of Hanoi Capital Region and Ring Road 3 project of Ho Chi Minh City.
According to the Government's Report at the meeting of the National Assembly Standing Committee in preparation for the Session, the three expressway projects are identified as very important to create connectivity for the Mekong Delta and Central Highlands regions and reduce traffic on National Highway 51. The total capital is expected to be more than 84 trillion VND.
Meanwhile, Ring Road 4 has a total length of about 112.8km (including 103.1km of Ring Road 4 and 9.7km of connecting route towards Noi Bai - Ha Long Expressway) through the following areas: Hanoi City (58.2km long); Hung Yen (19.3km long); Bac Ninh (25.6km long and 9.7km connecting route); the project is expected to be basically completed in 2025.
The total length of Ring Road 3 is 76.34 km; including: Ho Chi Minh City (47.51 km), Dong Nai (11.26 km); Binh Duong (10.76 km); Long An (6.81 km). This project is divided into independently operated component projects and is expected to be completed in 2026.
Considering that the simultaneous implementation of many highway projects, focusing mainly on the 2022 - 2025 period, will require a huge amount of resources, and it will be difficult to ensure quality and progress, with basic completion in 2025, the Standing Committee of the National Assembly requested the Government to fully assess the ability to disburse, absorb capital, balance and efficiency in resource allocation, management capacity, human resources, the possibility of causing scarcity and increasing prices of raw materials... and clarify timely solutions to ensure feasibility, efficiency, progress, quality and commitment to the National Assembly on the progress and quality of the projects.
National Assembly deputies will thoroughly discuss and decide whether or not to approve the five draft resolutions on investment policies for these five transport projects on the last working day of the 3rd Session (expected June 16)./.
